TOWNSHIP FROM THE BOARDROOM During its latest meeting, The Woodlands Township Board of Directors advanced several initiatives supporting community engagement, environmental stewardship and long-term planning. The Board issued proclamations recognizing March 2026 as Theatre In Our Schools Month and April 2026 as Earth Month in The Woodlands. These designations underscore the Township’s commitment to educational enrichment, creative development and sustainability, while encouraging residents, schools and businesses to participate in activities that strengthen the community and the environment. In support of data-driven decision-making, the Board unanimously approved the selection of Polco National Research Center to conduct the 2026 Residential Survey. The statistically valid survey, distributed in May with results expected in June, will provide key insights to guide future policy and budget priorities. Operational updates reflected strong service delivery and community partnerships. Waste Management reported serving more than 35,000 homes with high recycling participation and low contamination rates, alongside continued investment in environmental education. Public safety partners addressed legal considerations regarding motorized devices, noting limitations in current state law and enforcement authority on roadways and Township property. The Board unanimously approved the term sheet with Early Bird for the short course golf complex on the South Gosling Tract. This represents progress toward a formal agreement, which aims to expand access to public golf while preserving the natural character of the property. The Board also unanimously approved a 50-year amended lease agreement for the George Mitchell Nature Preserve, reinforcing long-term conservation and recreational access. Financially, the Township remains strong, with revenues exceeding budget and sales tax collections outperforming projections. Additional actions included adoption of the Ad Hoc Communications Committee charter and acceptance of updates on transportation projects and village activities. As the war with Iran wears on, confusing headlines continue to move markets in different directions. We have seen oil prices spike higher, bond yields move higher, and stocks move lower. Gold is about $1,000 lower than where it was early in the year, and cryptocurrencies led by Bitcoin are more than 50% lower than where they were six months ago. That is a lot of disruption in financial assets. Unfortunately, it appears that this disruption could last a while. The key for investors is not to become emotional and react to market movements. Businesses such as Precision Camera & Video said the work has impacted the Sam Moon Shopping Center, where it is located. “We understand that many of our valued guests have experienced diculty accessing our store due to the ongoing construction,” Precision ocials said. Jim Pollard, a Shenandoah City Council member, said the I-45 work feeds into other mobility issues in the area. “The ongoing construction ... has signicantly disrupted trac ow in the area, creating daily congestion and delays,” Pollard said. “This bottleneck not only impacts commuters but, more critically, has aected emergency vehicle access to Houston Methodist The Woodlands Hospital.” He said he expects when work resumes on the county road bond project to connect David Memorial Drive to Hwy. 242 that will also help trac ow.

A project designed to improve drainage on I-45 south of Hwy. 242 is causing some trac snarls in the Shenandoah area, but local ocials said there are detour options to avoid construction—which is projected to complete in 2028—to reach local businesses. According to information from the Texas Department of Transportation, a $25.5 million project is underway to build drainage improve- ments on the I-45 feeder, eventually on both the north and south sides. The project began in mid-2025, and it is funded by 80% federal funds and 20% state funds, according to TxDOT. The project is currently in progress on the northbound side, causing trac backup at times, local ocials said. “The project has primarily impacted trac ow in and around the city as travelers use the northbound feeder between Research Forest Drive and [Hwy.] 242 during peak

Gosling Road golf course plans take a step forward The Woodlands Township board of directors on March 26 voted 7-0 to approve the terms for a development agreement for a new nine-hole golf course and associated amenities on Gosling Road. Chief Operating Ocer Chris Nunes said at the meeting that the township has worked with Early Bird, which manages Houston’s East River 9, over the past six weeks to create the nonbinding term sheet for the public-private partnership on terms such as the length of the agreement and revenue shares. About the project The golf complex will be located at the South Gosling Tract, donated by Howard Hughes in 2023, o Gosling Road in Spring Creek.
