TOWNSHIP FROM THE BOARDROOM

MAY 2026 - INFORMATION PROVIDED BY THE WOODLANDS TOWNSHIP

No. A permit is not required for a dumpster or other waste container(s) during periods of reconstruction, repair or remodel as long as they are stored on the driveway for residential properties . They may also be stored in a location other than the driveway provided the location is applied for and approved in advance by the Plan Review Committee or its designee. Dumpsters may be stored for a period not to exceed 120 days if in conjunction with a related building permit. If additional time is needed, the Plan Review Committee or its designee may consider a request for an extension. For a comprehensive list of standards related to waste containers, renovation and remodeling projects, please view The Woodlands Residential Development Standards on the Township website or contact the Covenant Administration Department at 281-210-3800. DOI NEED A PERMIT FOR A DUMPSTER?

The Woodlands Township Board of Directors continues to advance a series of public safety, infrastructure and community initiatives focused on maintaining high service levels and supporting the continued growth of The Woodlands. Directors approved several forward-looking projects to enhance community assets. A donated public art installation along The Woodlands Waterway was authorized, with direction to refine policies governing future art contributions and ensure long-term oversight. The Board also approved a $5.2 million renovation of the Parks and Recreation campus to modernize aging facilities, expand operational capacity and improve staff workspaces. Construction is anticipated to begin in June 2026, with completion expected in early 2027. Planning efforts will continue with multiple public hearings scheduled for May 21, 2026. Topics include proposed updates to park use policies and adjustments to covenant administration fees designed to balance community access with cost recovery while encouraging compliance. To strengthen connectivity and support future demand, the Board awarded a contract for cell tower marketing and management services, creating opportunities to improve wireless coverage and generate revenue through strategic use of Township-owned properties. Final locations will return to the Board for review and approval. Tourism indicators remain strong, with Visit The Woodlands reporting growth in hotel occupancy tax revenues, expanded marketing reach and increased convention bookings, supporting sustained economic vitality. President and CEO Monique Sharp announced The Lookout, a bird blind, earned two 2026 awards for design excellence and community impact, recognizing its innovative blend of architecture, education and environmental design while connecting residents with nature. The Board also issued proclamations recognizing Public Safety Telecommunicators Week, National Police Week, Child Abuse Prevention Month and Bike The Woodlands Month. Board meetings are streamed live online, and past meetings can be viewed at thewoodlandstownship-tx.gov/meetingvideos.

The brain is irreplaceable, and the helmet is the first and most important item to keep people’s heads safe. According to the Insurance Institute of Highway Safety & Highway Data Loss Institute, the majority of bicyclist deaths are caused by fatal head injuries. No matter what you or your child is riding, make the helmet a must- wear item for everyone. Together, we can respect the path—one safe choice at a time. RESPECT THE PATH, WEAR THE HELMET

MONTHLY COMMENTARY FROM THE DESK OF JIM CARLTON

Are we heading for some conflict on the Federal Reserve? A new Fed Chair coming in and the previous Fed Chair staying on the Board. The bias has been for more accommodating monetary policy. But recent inflation data has created disagreement on the FOMC and now it might be 50/50 as to whether the next move we see by the Fed is a rate cut or a rate hike. That is a totally different narrative than what we began the year with. Add in the Iran war and spiking oil prices and there is a lot for investors to deal with these days. Let us help make sense of it all for you. Come by for a visit and letʼs get started on a game plan for your future.

AJ Santana @ The Goose’s Acre

Following his passion, AJ Santana joined his rst band at the age of 16 before stumbling into the cover industry, he said. How did you rst get into music? My parents were my rst “A&R” reps. ... Growing up, my ears were a melting pot. ... I made one rule for myself: Never turn down a microphone. How has the local music scene shaped you as an artist? They say if you move to a place where no one knows you, you can be anyone you want to be. Houston

gave me the space to explore that. Where do you usually nd inspiration for your songs? Like every songwriter, I have a notes app full of half-baked phrases, but my real inspiration comes from the instrument. I wander on the acoustic guitar or piano until my ear tells me to stay. I try to “bake” the sound into my hands so my mind can be free to hear the melodies. • June 5, 6 p.m. • The Goose’s Acre, 21 Waterway Ave., The Woodlands • www.goosesacre.com

Montgomery County Commissioners Court on April 9 dug into what could come next for the Montgomery County Jail. Commissioners moved with contingencies to look into building a new jail, and during discussion, got a deeper look at what ocials said is becoming a more urgent issue as the county grows and the 40-year- old jail continues to age. Sheri Wesley Doolittle told commissioners the county has made short-term changes to ease crowding. But he said those steps do not solve the county’s larger jail capacity and infrastructure problem. “We are in real trouble here,” Doolittle said. Montgomery County reviews jail expansion

Montgomery County Jail timeline

Why now?

Sheriˆ Wesley Doolittle traced the county’s jail planning back years, with multiple studies conducted. 2005 Sheriˆ Tommy Gage commissioned a Texas Commission on Jail Standards study projecting a need for 2,352beds by 2025.

Representatives from engineering rm HDR told the court the county’s long-range jail planning shows a need for about 2,352 beds by 2040. Consultants and county o cials described the current jail as outdated and di cult to operate. Doolittle said the county continues spending money just to keep it functioning. According to the presentation by HDR, the jail is nearing or at an unsustainable operating point, has poor sightlines that increase safety risks for sta‚ and inmates, and faces recurring structural, mechanical, electrical and plumbing issues. Planner Paul Vlnar said the facility is in poor condition and called it a challenge both physically and operationally. He said the jail is a 24/7 opera- tion that puts constant strain on building systems. Commissioners also discussed how population growth is adding pressure. County Judge Mark Keough said Montgomery County could reach 1 million residents by 2030.

2006

The county built the Joe Corley Facility with 1,000 beds for $44 million .

2007

The county sold the Joe Corley Facility for $65 million and hired Broaddus Planning to conduct another jail needs assessment after immediate overcrowding followed that sale.

2008

2013

That 2013 study found a minimum of 2,200 beds would be needed by 2032 and estimated a new jail at $202 million.

on aging infrastructure, per consultants and Doolittle’s presentation. The proposed site of a new jail is next to the Montgomery County Mental Health Facility. At the May 7 Commissioners Court meeting, Doolittle shared an update that the county jail has returned to compliance after previously failing state inspections. The court deferred an item to further discuss the jail during its May 7 meeting.

Commissioners moved with contingencies to look into building a new jail, which was presented by Doolittle as Option A. Building a new jail would take around 4 1/2 years, between planning, design, construction and moving into the new facility. A new jail facility would include a detention center designed to current jail standards and would provide more long-term exibility, improved sta ng e ciency and avoid reliance
