To help close this gap, the Central Texas Veterans Health Care System is building a $44.5 million VA outpatient clinic in Round Rock. 13 Allen R. Baca Center for Senior and Community Activities The senior center celebrated 20 years of serving the greater Round Rock community in April. The center first opened in March 2006, as one of the first city-owned senior centers in the area. At the time, it was also one of the largest at 29,000 square feet. It is named for Allen R. Pflugerville to ‘beautify’ Historic Colored Addition Pflugerville City Council passed a resolution approving the Historic Colored Addition Beautifi- cation Plan at their meeting May 26. The background The Historic Colored Addition Beautification Plan outlines a three- to five-year effort to honor and preserve one of Pflugerville’s earliest histori- cally Black neighborhoods. Lake levels rise ahead of planned repairs The city of Pflugerville began a two-week shutdown of the pump bringing water to Lake Pflugerville in late May, which lasted until June 10. The gist The city shut down water flow from the Colorado River as part of repairs to the river pump station, following multiple breaks in the water line. The repairs took place after citywide conservation efforts. The lake’s level was 635 feet as of May 25, after reaching a low of 626 feet in March.

Proposed Opus Development

The project, known as the Hutto Tech and Trade Center, aims to bring significant taxable value to a currently undeveloped piece of land. The project by Opus Development will encom- pass 69 acres in northwest Hutto, created by combining two separate properties. The first is a 50-acre property that was annexed into Hutto in 2023 and is already designated as an “employment center” under the city’s comprehensive plan. The second is an 18-acre property fronting Ed Schmidt Boulevard that is outside city limits. The developer plans to annex this portion into the city. What else? The development site also includes plans for a new collector road. By combining the two prop- erties, the developer can incorporate the entirety

of this road within their property lines. This will allow the road to be constructed about 10 years sooner than originally anticipated, and the city will not have to acquire additional land outside of city limits to build it. Amanda Swor, of real estate law firm Drenner Group representing Opus, said the use for the property would be dependent on the market. “Where we sit, having the access to both roads gives us the unique opportunity to bring in some of the types of tenants that you would want to see here,” she said. Council passed a motion directing city staff to work with Opus on a development agreement and service extensions.

Pflugerville ISD to close four elementary schools after 2026-27 school year The Pflugerville ISD board of trustees voted May 14 to close four elementary schools after the 2026- 27 school year: Dessau, Parmer Lane, Pflugerville and Windermere. The decision comes after months of considering options to address PfISD’s projected multimillion dollar budget shortfalls over the next several years. Further optimization actions could be taken at a later date. Some context District officials began a district optimization process with Civic Solutions Group last fall to review enrollment trends, campus utilization, financial projections and other long-range plan- ning considerations. PfISD will need to make $3 million-$5 million in cuts in fiscal year 2026-27, $16 million-$18 million

Williamson County ESD No. 3, established in 2000, covers 63 square miles, including the city of Hutto and areas outside of Hutto city limits. Leaders with the emergency services district expressed some concerns over the decision, stating in a press release that “the district does not understand the decision to create a duplicate fire protection system alongside” its existing service. Snyder said he does not believe the efforts are redun- dant because there is no fire station in the area where they plan to build, with the nearest one being 4 miles away. “You could make the argument that we’re all working for the people to make them the safest and to provide fire service,” Snyder said. “My hope is that the ESD helps us establish our fire department because we’re all supposed to be working together for the citizens of Hutto.”

Hutto City Council is moving forward with efforts to create a city-owned fire department. In a joint meeting between City Council and the Hutto Economic Development Corporation on May 26, council approved a land purchase, engineering and land survey contract, and design contract for Hutto Fire Station No. 1. After Williamson County Emergency Services District No. 3 had previously declined the HEDC’s land offer for a fire station, the city and HEDC chose to move forward independently, according to a news release. Mayor Mike Snyder cited the city’s rapid growth for the decision to move forward with establishing its own fire department. “It’s just a natural progression. Cities get bigger and can take that on,” Snyder said. “I think the feeling is that we’re at a point, and we’ve grown big enough that we can handle that department.”

In the release, WCESD No. 3 leaders said their focus remains on the safety of the community. “Our firefighters, command staff and leadership team care deeply about this community,” Todd Robison, president of the WCESD No. 3 Board of Commissioners, stated in the press release. “We are constantly planning ahead to make sure Hutto families and businesses continue receiving the high level of service they deserve as this community grows.”

No firm timeline for the new fire station is in place, but Snyder said the design process should take around three months. No cost estimate for the fire station has been determined, although Snyder said at the May 26 meeting that city will “have to spend some money to understand [the] cost of construction.” City staff also told officials at the joint meeting that property at the Megasite could be used for the new fire station or, after a review, for another purpose.

The vote to close on the land sale passed 4-0, with County Judge Steve Snell absent. The Hutto Economic Devel- opment Corporation announced it has entered into a contract with Fidelis, one of Texas’ largest commercial real estate companies, for the development of approximately 58 acres of the 250-acre Cottonwood Properties, located just north of Hwy. 79 and west of CR 132. The details The project, which will be called Cottonwood Marketplace, is expected to bring a major retail destination to a strategi- cally located property in Hutto. The project will provide new shopping, dining and gathering opportunities while creating jobs and increasing the city’s tax base. “Fidelis is the partner we were waiting for,” HEDC Vice Chair Caitlin Morales said. “This site is crucial to Hutto’s growth and giving its residents a sense of place in their own community.
