BY GRACE DICKENS & BRIAN RASH Improved mobility is the goal of the $606 million I-35 North project that began in March. Slated to add a main lane in each direction, create a diverging diamond interchange and expand frontage roads, the project on I-35 from Hwy. 290 East to SH 45 N has raised concerns for residents and businesses that await its completion in 2029. “In the length of time [construction on I-35] takes, some of us are going to have to probably gure out or try to go a dierent route,” said Noe Gonzalez, a Pugerville resident who commutes to downtown Austin on week- days. “That may include toll lanes, which not everybody can aord to do on a daily basis.” Though work began in mid-March, the ocial project

groundbreaking occurred March 29. Plan for relief

The need for the project arose from studies showing I-35 as one of the most congested roads in Texas, said Bradley Wheelis, a public information ocer for the Texas Department of Transportation. Project funding was approved in September and comes from TxDOT and the Capital Area Metropolitan Planning Organization, the region’s transportation planning group. The largest change on the way with the I-35 North project includes the addition of a nontolled high-occupancy vehicle lane in each direction. TxDOT ocials said that lane is intended for use

Motorists driving in Round Rock may soon see some relief in trac congestion on University Boulevard, as the $14 million street widening project reached what city ocials dubbed “substantial completion” in March. The six-lane, median-divided arterial has several improvements, including dual turn lanes at inter- sections with Oakmont Drive and University Oaks Boulevard. The section of University between the I-35 frontage road and Sunrise Road is just one of two projects to widen the roadway, with completion of the stretch of road east of A.W. Grimes Boulevard continuing to SH 130 expected later this year.

Over the course of the project, construction costs increased by just over $2 million from an original price tag of $12 million as crews uncovered new challenges, such as the necessity of water line relocations, according to city documents. “[The increases in project costs are] very similar to a lot of our southwest downtown projects,” Round Rock Transportation Direc- tor Gary Hudder said. “It’s just challenging to kind of know what’s out in front of you early on.” Timeline: late 2020-March 2023 Cost: $14 million Funding sources: Capital Area Metro- politan Planning Organization, city of Round Rock, Williamson County

HEB has led a site plan with the city in December to build a store, said Jeremy Fra- zell, Pugerville planning and development services director. Additionally, HEB on March 2 submitted a pair of lings for a new construc- tion project with the Texas Department of Licensing and Regulation. The TDLR lings indicate HEB could build a store at 2641 E. Pugerville Parkway on the west side of Lake Puger- ville and east of SH 130. HEB Construction Project Leader Blake Gardner said he would not conrm if the grocery chain will build a new store, but the lings indicate the project would cost a total

of $48 million and total about 127,000 square feet. Frazzell said while the site plan submission does not guar- antee HEB is coming to the location, the company is now working through subdivision plans. He added the project would include several road and infrastructure additions and improvements. The TDLR lings state the project would begin construc- tion in mid-July and complete construction by July 2024. However, Frazzell said the construction timeline listed by the TDLR is not denite, and the city cannot conrm an opening date.

Water conservation district in WilCo hits roadblock

SAVING WATER The Aquifer Conservation Alliance is seeking to annex a portion of Williamson County to create a water conservation district.

Ellison said the ACA is evaluating additional paths forward and will continue its pursuit of a water conservation district in Williamson County in the coming months.

The Aquifer Conservation Alliance withdrew its petition to the Clearwater Underground Water Conservation District to annex a large portion of Williamson County into its jurisdiction, ACA President Keith Ellison said. The ACA withdrew the petition March 9. If created, the district would have levied a maximum

WilCo to issue short-term debt for 2019 projects

Baylor Scott & White Round Rock secures $3M for cardiac care BY BRIAN RASH Patients needing emergency cardiac care in Round Rock will soon see a significant upgrade in care as the Baylor Scott & White Medical Center Round Rock has secured $3 million for equipment and reno- vations for the facility’s cardiac catheterization lab. According to a March 20 release from U.S. Rep. John Carter, R-Round Rock, the funding will provide addi- tional equipment to help medical staff during cardiac emergencies. Carter secured the funding via the Labor Health and Human Services bill, the release stated. Jay Fox, BSW Greater Austin region president, said BSW has seen a 30% increase in patients since 2018. Officials have not yet provided a timeline for when the upgrades will be complete.

Due to rising inflation and construction costs, the Williamson County Commissioners Court voted March 7 to issue $150 million in short-term debt to help tackle uncompleted projects from the 2019 road bond program. After discussions on the possibil- ity of delaying projects outlined in the voter-approved bond program from 2019—a $412 million package meant to fund new construction and expansion of roads—the court approved a total dollar amount of $237.4 million to complete the remaining projects on the list. To help cover part of the cost, the county will issue no more than $150 million in tax anticipation notes this fiscal year. Of that amount, $22 million will

go to overage costs for the expan- sion of the Williamson County Juvenile Detention Center. Another $70 million will go to right-of-way purchases for the road projects. Several road projects in Round Rock did not make the list, includ- ing an expansion of University Boulevard and an extension of Wyoming Springs.

However, the Commissioners Court voted March 21 to create a committee to look into a possible November bond that could include those and other transportation projects in Round Rock. Officials will clarify the list of projects that would fit under the umbrella of a November bond during future meetings.

News from Round Rock ISD

Students opting out of dyslexia courses ROUND ROCK ISD A significant number of Round Rock ISD students who qualify for dyslexia intervention are choosing not to receive services. That information came as part of a dyslexia update from the RRISD special education/504 department at a March 23 school board meeting. Even as the total number of students in the district who qualify for dyslexia services increased by 349 in January, new data from the district shows the number of students receiving services decreases at each grade level beginning with sixth grade. District Chief of Innovation Natalie Nichols said RRISD is collecting data to find out why students are declining dyslexia services. Kimberly Berry-Corie, director of dyslexia services at RRISD, said she does not yet have specific data, but she has noticed more students are choosing academic or elective courses over dyslexia intervention.

District data explains reasons for teachers quitting ROUND ROCK ISD Though

uncertainties lifted. Data from an update presented March 23 shows 11.6% of teachers departed the district during the 2020-21 school year. That figure increased to 15.9% in 2021-22. Despite this increase, the turn- over rate remains lower than the regional rate of 18.8% for Central Texas educators. The 15.9% turnover rate represents a total of 548 teachers leaving the district, Curran said, compared to the 591 hired in 2022-23. Exit interview data compiled

in the 2022-23 school year shows 31% of teachers left the district for personal reasons, which Curran described as a broad category inclu- sive of many potential reasons, such as situations at home, lifestyle decisions and commuting time. The data also shows 20% of RRISD teachers left because they accepted another job, and 16% left for health-related reasons. As longer-tenured teachers retire or leave the district for other jobs, Curran said the proportion of new teachers within the district is also growing.

Round Rock ISD has experienced higher turnover during the 2021-22 school year than the 2020-21 year, the district is faring better that most others in the region with regard to teacher retention. This is according to data pre- sented at a March 23 board meeting. Eddie Curran, RRISD’s chief human resources officer, said this could be because teachers stayed at their jobs during the first year of the COVID-19 pandemic while employment options were less certain then left the district as
