In 2025, McKinney officials issued permits for a mix of residential and nonresidential developments that reached more than $1.5 billion in construction value. That total was driven by a record-breaking year for non-residential construction value added to the city, according to McKinney’s 2025 annual development report. Development Services Executive Director Michael Quint presented the report during an April 8 McKinney City Council meeting. “The city of McKinney continues to experience strong growth,” he said. Although fewer single-family construction permits were issued in 2025 than 2024, the city is experiencing what Quint called “sustainable residential growth.” “Anywhere from 1,500 to 2,000 building permits is a good sustainable amount for the city,” he said. McKinney sees $1.5B of new builds in 2025

City planners issued 1,639 single-family permits in 2025, which includes permits issued for homes within city limits and the Trinity Falls Municipal Utility District. Residential developments that saw the most permits issued for single-family homes included Painted Tree, Trinity Falls, Aster Park and Hidden Lakes. New single-family homes accounted for more than $220 million in construction value, though that number could increase again as more residen- tial developments get underway, Quint said. “You’ll start seeing that number increase with [Honey Creek], Highland Lakes and some other developments that are in the queue right now,” Quint said. McKinney seeks feasibility study for proposed rec center McKinney City Council members approved a resolution authorizing a contract with Parkhill to conduct a feasibility study for a proposed recreation center in north McKinney. It would be located on more than 110 acres purchased by the city in January. City ocials are currently planning for the development of a new recreation center and

City ocials are entering into an exclusive negotiating period with architecture and engineer- ing rm Parkhill to develop about 300 acres in north McKinney for a sports and entertainment complex. The details McKinney City Council members approved a resolution April 7 authorizing the city manager to negotiate an agreement with Parkhill to lead, develop and program a “landmark sports and enter- tainment complex,” according to a city document. The negotiating period will run up to 180 days, after which an agreement will be presented to council for consideration. Parkhill was selected from a pool of four rms that responded to a request for qualications. Plans have been in the works for development of the land since 2020, when the city and the McKinney Community Development Corp. began

Board recommends zoning change for Cannon Beach project City leaders are considering a zoning change to accommodate the future Cannon Beach surf resort at the northeast corner of Stacy Road and SH 121. What’s happening? McKinney’s Planning and Zoning Com- mission voted unanimously to recommend new zoning for the project during a March 10 meeting. McKinney City Council is expected to consider the zoning request and take nal action at a future meeting. If approved, over 58 acres would be zoned to allow a mix of uses that are expected at the future surf park. Many of the same development regulations were already included under the existing zoning.

City sta were asking council members for guidance on moving forward with either a roundabout or a trac signal at the intersection, which operates as a four-way stop. It sees an average of 22,064 vehicles per day, according to Director of Engineer- ing Gary Graham’s presentation, with most trac volume heading north or south on Ridge Road.

McKinney ISD ocials predict $7.5M budget shortfall for FY 202627
The context
Local property taxes are a signicant source of revenue for the district, according to district documents. The district’s tax rate is made up of two parts, maintenance and operations, or M&O, and interest and sinking, or I&S. The tax rate in the adopted 2025-26 budget is set at $1.1043 per $100 assessed valuation, per district documents.
A nancial outlook for McKinney ISD’s scal year 2026-27 shows a potential $7.5 million budget shortfall, district ocials said. Budget discussions began ahead of the upcoming scal year, with McKinney ISD’s Chief Financial Ocer Marlene Harbeson giving a presentation at a March 23 meeting. The budget shortfall is a projection and could change, she said. As of late March, district ocials are predicting to end the 2025-26 scal year with a fund balance of about $93.4 million, which would result in just over $321,000 in surplus funds, according to district documents. Various factors could change that number by the time the scal year ends, Harbeson said. “As far as this year is concerned, it’s denitely a moving target,” she said. “I’m pretty condent in saying it will change again before we get to the end of this year.” In predicting the 2026-27 budget, the district predicted a 96% average daily attendance rate with about 24,000 students, Harbeson said, as the average daily attendance rate will determine a portion of the district’s funding. As a result of estimated expenses exceeding projected revenue totals, district ocials are estimating a $7.5 million shortfall next scal year, per district documents. McKinney ISD’s bond issuance is complete, and the district is expecting to do a refunding in August, which will increase interest savings, Harbeson said. “Right now our preliminary projections for refunding [bonds] will end up saving us anywhere from $3 [million] to $4.5 million in interest,” Harbeson said.
McKinney ISD is also predicting a $500,000 increase in recapture, Harbeson said. Recapture involves districts with excess local revenue paying into a fund for other districts, according to the Texas Education Agency. The district received certied property value estimates April 7, which Harbeson said can be used to more accurately project the next year’s budget.

Scarborough Renaissance Festival celebrates 45 years of entertainment

Scarborough Renaissance Festival, one of the oldest and largest Renaissance festivals in the nation, celebrates its 45th annual season this year, providing immersive entertainment from April 4-May 25. The overview The year is 1545, and King Henry VIII and Catherine Parr, his sixth wife, are about to visit the village of Scarborough alongside up to 200,000 visitors. The city is also committed to spending $500,000 in infrastructure improvements for every $10 million spent by Invited Clubs, a club management company, on golf course improvements at TPC Craig Ranch. If the three-year extension is exercised, the city will contribute $500,000 more. The agreement also includes sponsorship terms for the city and the McKinney Community Development Corp. In 2023, the tournament generated $80.93 million in total economic impact for McKinney and the surrounding region, according to an economic impact study by Eventcorp Services. The tournament also supported 372 jobs. While an updated study has not been completed since 2023, two more are planned during the next five years, Drago said. “We know that McKinney’s growing and changing faster than almost any city in Texas, so I expect that to do the same,” Drago said of the tournament’s economic impact.
The CJ Cup Byron Nelson golf tournament is returning to TPC Craig Ranch in McKinney for the sixth year in a row. The tournament is expected to stick around at least another five years after stakeholders agreed to an extension in late 2025. The agreement also includes an option to further extend the tournament’s stay in McKinney through 2033. The Byron Nelson golf tournament has been played at the TPC Craig Ranch course in McKinney each year since 2021. Two economic impact studies completed in 2022 and 2023 have shown the tournament draws thousands of people to McKinney and the North Texas region while generating an economic impact measured in millions. “We feel it’s now our forever home after having those first five years there,” Tournament Director Jon Drago said. “We’ve had a lot of great success.” Under the extension agreement, McKinney will continue providing police and fire services for

That covers Visit McKinney’s booth at the tournament and advertising pointed at other Texas locations. Visit McKinney uses hotel occupancy tax revenues to promote the city as a tourist des- tination. Hotel occupancy taxes are collected from hotels and short-term rentals. The number of hotel rooms booked during the tournament is “extremely high” for McKin- ney and the rest of the region, Werner said. “This event does bleed over into Frisco, Allen, Plano—just with the location of it and also with the prestige of it,” he said.
The tournament has helped “elevate McKinney’s brand” as a major sports destination, Werner said. Every community has different assets, and one of McKinney’s is TPC Craig Ranch, which was able to attract a PGA Tour tournament, he said. “It’s our job as a city and as a tourism depart- ment to try to elevate those assets and make sure that they bring the benefit to the community,” Werner said. PGA players returning in May will find a reimag- ined course at TPC Craig Ranch after a renovation project was finished in December. World Golf Hall of Famer Lanny Wadkins led the project, which completely overhauled the existing course. “It’s a fine line to walk between doing a course for a tour event and then understanding that members have to play it the other 51 weeks,” Wadkins said. Renovations are also underway at the Clubs of Stonebridge Ranch, another Invited Clubs golf course, and are expected to finish later this year. The McKinney-owned Oak Hollow Golf Course also underwent renovations in 2023. Oak Hollow Golf Course has increased its playership over the years while also offering opportunities for younger kids to get involved with the sport, Parks and Recreation Director Amy Kinkade said.

The tournament is officially hosted by the Sales- manship Club of Dallas and benefits the Momen- tous Institute, a mental health organization that offers support for children and families across the U.S. and the globe. “One of the things that makes our tournament unique is we exist solely for the reason of being a fundraiser for Momentous Institute,” Drago said. Since 1968, the tournament has raised more than $195 million in total for the institute. Momentous Institute was founded in 1920 by the Salesmanship Club. It provides mental health services, education, research and training within the community, Drago said. That is partly done through a social emotional learning curriculum developed for pre-K through fifth grade students, according to Momentous Institute’s website. The institute runs its own school, the Momen- tous School, in Dallas that utilizes the same curriculum, Drago said. “We use our mental health practices that we
