A 30-foot mural at Globe Life Field in Arlington was unveiled during a celebration for the anniversary. The United Way will bring the mural to communities throughout Tarrant County in 2023, according to a news release. TRANSPORTATION Grapevine approves agreement with Dallas County for road work

Road and bridge projects within Grapevine’s boundary in Dallas County will be funded through a partnership with the county. Grapevine City Council unani- mously approved a master interlocal agreement with Dallas County for roads located inside the county at its Dec. 20 meeting. The interlocal agreement will replace an existing understanding that expired Dec. 31. The new agreement will expire Dec. 31, 2027, according to city documents. Pending approval by the Dallas County Commissioners Court, this agreement will have the county fully or partially responsible for improve- ments to roads, bridges, streets and thoroughfares within Grapevine on four roadway types: A, B, C and E. Type D roadways are not eligible for the agreement. Type A refers to roads and bridges within unincorporated portions of the

county. This includes roads and sub- divisions. For these projects, the city is responsible for 0% of the funding, while the county pays for 100% of the project, according to city documents. For Type B, the projects refer to thoroughfares or bridges that have “cross-county importance,” documents stated. Grapevine will be responsible for funding, but the county may contribute up to 50% of costs through use of the county’s labor, equipment or materials. Thoroughfares affected by state highway programs, such as curb, gutter or storm sewer projects, are defined as Type C. These projects will be funded by the city, but the county may contribute up to 50% of the costs. Type E are streets, alleyways, roads, bridges and drainage facilities, Grapevine is fully responsible for the costs. Dallas County will supply labor, materials and equipment. `

REAL ESTATE Weitzman report shows record year in DFW retail market in 2022

NORTHEAST TARRANT COUNTY’S KEY TENANTS IN 2022 About 5.8 million square feet of existing retail space across Dallas-Fort Worth has been leased in 2021 and 2022. The real estate report highlighted notable leases in existing and new retail spaces across northeast Tarrant County. GRAPEVINE 1 Popshelf is slated to open a new 9,658-square-foot location at Grapevine Towne Center in 2023.

COLLEYVILLE 5 Look Dine-in Cinemas opened a 37,000-square-foot location at Town Center Colleyville in 2022. Revitalizing retail centers was essential to 2022’s success in Dal- las-Fort Worth’s real estate market, according to the annual forecast by Weitzman. The Texas-based real estate firm reported occupancy rates in Dal- las-Fort Worth that exceeded 94% in 2022 for the first time in the compa- ny’s history since starting in 1990. Weitzman’s annual forecast was held Jan. 10 in the George W. Bush Presi- dential Center in Dallas. The forecast’s data is based on 1,400 shopping centers totaling more than 200 million square feet across the metroplex. The report found occupancy rates, which refers to the amount of filled leasing space in developed retail areas, reached 93.8% in Dallas and 95.6% in Fort Worth. Occupancy rates were 96.5% in Austin, 95.1% in Houston and 94.5% in San Antonio. “2022 is truly a year for the record books,” Weitzman Executive Manag- ing Director Robert Young said. Retail spaces are broken down into five categories in the presentation: communities, neighborhoods, malls, mixed-use and power centers. A community center features real estate space for daily needs and is anchored by a grocery store. These centers hit 95.2% occupancy in 2022, the report stated. Neighborhood centers reached 94.3% occupancy. These centers provide consumer options with takeout and drive-thrus, Young said. Malls reached 90.7% occupancy, the BY COLBY FARR & HANNAH JOHNSON

report stated. Mixed-use is a small, but active category with 95.2% occupancy, he said. Power centers are anchored by big-box retailers and are at 94.8% occupancy. “Retail succeeds when it continu- ally transforms to meet the consum- er’s preference for convenience and experience,” Young said. Grocers dominated in 2022, with 40% of all new space developed going to grocery stores, he said. H-E-B was prominent in Dallas-Fort Worth’s grocery growth with new locations in Frisco and Plano. Young said occupancy is expected to reach 94.5% in 2023 and 95.5% in 2025. For absorption, meaning ten- ants moving out of spaces and others moving in, the forecast expects 1.5 million square feet of net leasing in 2023. While Young said construction has slowed due to rising costs, 1 million square feet is expected to be developed in 2023. The event also included an inter- view with Weitzman Executive Chair Herb Weitzman and Crow Holdings CEO Michael Levy. Weitzman and Levy discussed e-commerce’s effect on the market, the shift from success in office space to retail and the growth of demand in Texas. Levy said with land in every direc- tion, Texas will continue to see high demand for real estate and retail. “The demand is going to continue to come,” he said. “People are going to continue to move here.”

Heritage high schools finished in the top 20 in the state for the 2022 Lone Star Cup. The 2023-2024 budget planning process is underway. The Board of Trustees received a mid- year report on the 2022-2023 budget that projects a savings of $1,589,388 in expenditures over actual expenditures in the 2021-2022 fiscal year. This savings takes into account the salary market increases for teachers, along with staff salary increases, totaling $2,518,599.

News from Carroll, Grapevine-Carroll ISDs

HIGHLIGHTS GRAPEVINECOLLEYVILLE ISD The district posted a tentative schedule for the superintendent search timeline on its website. The application deadline was Feb. 6, and the trustees will review applications Feb. 10-13. Best qualied applicants will be selected Feb. 14, and the initial round of interviews will be Feb. 20-22. Follow up interviews are planned for Feb. 26-March 1, and the board expects to name the lone nalist March 2. The board will vote to hire the nalist March 23 with a preferred start date on April 1. CARROLL ISD Two facilities were renamed during the Carroll ISD board of trustees meeting Jan. 23. The football eld at Dragon Stadium will now be called The Bob Ledbetter Field, while the Carroll ISD Aquatic Center is renamed the Elise Cerami Aquatic Center. Ledbetter was the Dragons’ football coach from 1979-1996 and won three state titles. Cerami was slated to join the varsity swim team but died in an accidental drowning in June 2016 at the pool that will bear her name. CARROLL ISD Fourth graders will be getting new iPads with keyboard cases, and the district is updating its network/server storage for a little more than $1 million. The funding will come from 2017 Elementary and Secondary School Emergency Relief funds. The iPads will be needed for State of Texas Assessments of Academic Readiness this spring. The general election will be May 6. The GCISD elections will be for places 5, 6 and 7. These spots are held by Coley Canter, Casey Ford and Jose Rodriguez, respectively. Canter and Ford, who is the board president this school year, were rst elected in 2020. Rodriguez has been on the board since 2008 and the board president three times. GRAPEVINECOLLEYVILLE ISD Interim Chief Financial Ocer Rich- ard Matkin presented information during the Jan. 23 meeting showing the district is looking at an estimated shortfall of $6.3 million. Revenues are projected to be $4.5 million less, and expenditures are $2.5 million more than budgeted. Lower-than-expected attendance is part of the issue, according to Matkin. The budget was made with an average daily attendance projection of 13,293 students, but the average has been around 12,772, according to district documents. This metric is used to determine state funding for the district.

The change in student allotment would come from changing the funding formula to be based on enrollment, rather than average daily attendance. During the meet- ing, Trustee Hannah Smith said the district is facing a $6 million shortfall next scal year. “As a district we are certainly in a situation where we could utilize those dollars to continue the success that we have on a regular basis,” Superintendent Lane Ledbetter said.

CARROLL ISD Getting more funding per student is a main goal for Carroll ISD in the 88th Texas Legislature that started Jan. 10 in Austin. The CISD board of trustees unanimously approved legislative priorities for the session at its Jan. 23 meeting. These priorities covered school safety, student services, nance and funding, special programs, and curriculum and instruction.

No other action has been taken. HOUSE BILL 1469 In January, Rep. Capriglione also led a bill related to personnel training requirements for nursing facilities. The bill also pertains to assisted living facilities that advertise as an Alzheimer’s care unit or memory care unit. HOUSE BILL 1658 In January, Capriglione authored a bill related to parental access to records regarding library materials checked out from public school libraries and instructional materials used in public schools. No other action has been taken.

Texas House re-elects Speaker Dade Phelan on rst day of legislative session

Phelan appointed Dem- ocrats to lead 13 of the 34 House committees in 2021 and has vowed to do the same in 2023, according to The Texas Tribune . Every House Democrat voted for Phelan. As speaker, Phelan has the authority to assign House members to com- mittees, appoint com- mittee leaders and more. He also presides over the chamber throughout the session and is required to sign all passed legislation.

Speaking before his colleagues, Phelan out- lined his priorities for the session. He called for a “family-focused House” that prioritizes what matters most to everyday Texans. Phelan emphasized a need for lasting property tax relief, which Gov. Greg Abbott and other state leaders have highlighted as a top concern. He also urged lawmakers to help more Texans gain access to quality and aordable health care. This includes ensuring new mothers have health cov- erage for 12 months after childbirth, Phelan said.
