2 Dallas North Tollway widening A three-year project to widen the Dallas North Tollway through Frisco started in August. The project will add a fourth lane to both northbound and south- bound traffic, beginning at US 380 and ending at the Sam Rayburn Tollway. The project will include improvements to the John Hickman exit ramp to Gaylord Parkway. Officials with the North Texas Tollway Authority also plan to demolish the existing bridge at Fields Parkway. A new overpass will be constructed in its place, along with a southbound entrance ramp and northbound exit ramp just north of Fields Parkway. The construction is expected to end in late 2025. Work will be primarily in the center median, and drivers “may see work taking place during peak hours,” according to an NTTA spokesperson Mi- chael Rey. The total cost for this project will be nearly $160 million and will be fully funded by reinvested funds from the NTTA, Rey said. Developments underway in Frisco

Library’s construction to wrap up in early 2023 The new Frisco Public Library is projected to complete construction in early 2023, according to an update presented during a City Council meeting Aug. 2. Work on the new library, located at 8000 Dallas Parkway next to the Frisco Discovery Center, is estimated to wrap up in early January, Frisco Library Director Shelley Holley said during the meeting. It was originally planned to nish in fall 2022, but “unusual circumstances” such as shipping shortages pushed the completion date back, Holley said. The $62 million project is projected to stay on budget, she said. Once construction is complete, library sta will take ve to six weeks to transition to the new building, Holley said. The transition will involve transferring 250,000 items to the new building, training sta and integrating new books. “The bulk of that time—we’ll be moving the library in this building to that building,” she said. “That’s actually a pretty detailed process.” The library department will not hire any additional sta once it has moved into the building, Holley said. The building was designed with “lean thinking” in mind while consider- ing how the library oers its services, she said. That could change if the library sees a large increase in trac, she said. Frisco broke ground on the new library in April 2021, according to the city website. The new building is measured

PGA Frisco slated to open 660-acre campus in spring 2023 In spring 2023, the Professional Golfers’ Association of America’s 660-acre, $520 million mixed-use development campus is slated to open to the public. The cam- pus will include two 18-hole courses, an Omni Resort, golf-themed retail stores and restaurants, a driving range and a clubhouse. Everything except the head- quarters building is still under construc- tion, PGA Championship Director Jason Mengel said. In August, tickets became available for the rst championship tour- nament to be played at PGA Frisco. The headquarters building held a grand opening Aug. 22. It features oces, outdoor terraces, a video studio and an indoor golf training facility that includes a chipping area, a putting area and driv- ing range simulators. at 157,000 square feet of space, triple that of the library’s current home in the George A. Purefoy Municipal Center. “We feel well prepared to handle three times the size [of the current library] with the sta we have today,” Holley said. “I can’t promise we can handle three times the trac [and] business with the sta we have today.” Council members toured the library during a work session Aug. 16, catching a glimpse of the construction progress in person. Holley led the council members from room to room, pointing out features that would be included in the new building. The new library will include a community event room, a quiet reading room, a kids reading space and a full-size female TRex skeleton, named Rexy by the Frisco community.

City, Frisco ISD cancel plans to build joint performing arts hall

eorts to build a new performing arts center sought to have at least 1,750-2,000 seats. But city and school ocials learned in May that costs in mate- rials, labor and equipment had increased more than 50% since the June 2021 agreement. Representatives with archi- tecture rm Corgan stated that a 1,250-seat venue would carry a price tag of between $135.7 million-$151.1 million. A 1,500-seat venue would cost between $146.1 million-$158.2 mil- lion, and a 1,750-seat venue could cost as much as $181.1 million, according to Corgan estimates. The Aug. 11 announcement states that due to “each partner’s unique priorities, responsibility to its stakeholders and cost concerns,” the eort would not proceed. “We are thankful for the support and vision from the city of Frisco and Craig Hall throughout this partnership exploration,” FISD school board President René

Archambault said in the news release. “We share the same goal of an expanded and thriving arts community in Frisco, and we look forward to help- ing shape that future through increased opportunities for young people in the ne arts. The community’s investment in arts education will ripple throughout our community for generations.” Frisco Mayor Je Cheney stated the process to get to this point was thorough. “We learned so much about the state of the arts in our community,” he said in the release. “As a result, I’m more condent than ever Frisco can support a premier performing arts facility beneting the entire region. While this partnership project is changing direc- tion, the district remains the city’s most valued partner.” Hall said in the release that Hall Group remained committed to increasing Frisco’s access to the arts. “While this particular partnership has changed course, we are still actively sup- porting the city of Frisco’s development of a programmed community park,” he said in the release.

initial plan called for Frisco partner- ing with the cities of Allen and Plano on a Collin County arts hall. But that deal fell apart after a majority of vot- ers decided in May 2011 to withdraw Frisco’s bond money. A decade later, FISD, the city and Hall Group signed an agreement to build a $100 million performing arts center within Hall Park. The plan was to combine the district’s bond funds with $14 million from the city, $10 mil- lion from Hall Group founder Craig Hall and private funds for a facility of no more than 1,500 seats. Hall also agreed to donate the land for the project. Some local arts supporters advo- cated for a larger facility to attract touring Broadway shows and other commercial acts. A fundraising campaign launched in August 2021 set out to raise $100 million more for the project. An online petition about the

The city of Frisco and Frisco ISD announced Aug. 11 they are parting ways on a plan to build a joint performing arts center in conjunction with Hall Group and the redevelop- ment eorts at its oce park. The announcement states that FISD will proceed with plans to build a performing arts center for district use on school property with $43 million approved by voters in 2018. A site has not yet been chosen. The city will pursue options for a separate performing arts center in partnership with Hall Group that is described as “a world-class, commu- nity-centric and commercially viable” facility, the announcement stated. This is the latest in a series of eorts that began more than two decades ago to build a large-scale arts hall for the Frisco community. An
