Local entities throughout the Conroe and Montgomery area are stepping up to improve access to mental health ser- vices in Montgomery County as the region sees a rising num- ber of calls for mental health services, but experts said more help is needed to address the crisis. “I see the need for mental health services now more than ever,” said Larisa Loera, president of Watershed Counseling Center, which plans a grand opening Sept. 24 in Montgomery. Loera said she hopes to provide counseling services closer to home for families, youth and adults as existing mental health resources are concentrated near The Woodlands. “There’s been a lot of growth in Montgomery County, and with the pandemic, it just intensied the need for mental health services,” she said. Montgomery County Precinct 1 Constable Philip Cash—who helps head the county’s mental health unit and crisis intervention team—told Montgomery County Commissioners Court on July 26 the mental health unit received 4,783 calls from January-June this year, already surpassing the 4,765 calls received in the entirety of 2021. Hwy. 242 widening proposed in Conroe area for fall 2023 A $40 million project proposed by the Texas Department of Transpor- tation could see Hwy. 242 expanded between FM 1488 and I-45 North in the Conroe area by increasing the total number of lanes from four to six as well as adding three detention ponds and sound walls. According to TxDOT’s June 16 ongoing since 2020 has identied projects such as adding turn lanes at the intersection of Hwy. 242 and FM 1488, restriping parts of Hwy. 242, installing a shared-use path and changing signal timing. Terminating a contract On Aug. 13—three days after Virgadamo’s contract was terminated—the three council members who voted in support of terminating the contract released a statement via Taylorized PR. According to the statements, Porter, Hardman and Wood supported the termination as a result of a lack of communication and transparency. “I believe a change in leadership was needed to ensure transparency, growth and sustainability,” Hardman said in the statement. Further, Porter said in a statement due to the lack of information becoming routine, she felt it was time for a change to occur within the position. “I have addressed these problems with the city administrator on numerous occasions with these signicant issues. With the continued lack of response, I just felt like the time had come when a change needed to be made,” Porter said. Virgadamo responded to the claims in an Aug. 18 email to Community Impact Newspaper. “It is classic hypocrisy to label what someone else does as ‘a lack of transparency’ when my termination was anything but transparent,” Virgadamo said in an email. “Every claim by these three council members is unfounded, and not one of the claims constitutes grounds for immediate termination of a 25-year employee without notice.” Since the termination, a petition for recalling Porter’s council seat was created, according to an Aug. 29 statement from Taylorized PR. During a Sept. 7 City Council workshop meet- ing, Porter asked council members whether they supported the recall election. Each of the ve council members verbally opposed the recall with Czajkoski saying he believes the council has worked through their issues of concern. “If anyone is listening and is involved with the recall, I don’t support it, and I’d ask you to shut it down,” Czajkoski said.

Conroe City Council unanimously approved appointing City Attorney Gary Scott as the interim city administrator at an Aug. 17 meeting following the termination of a contract with former City Administrator Paul Virgadamo Jr. on Aug. 11. “This is the easiest vote I have ever said ‘yes’ to,” Council Member Harry Hardman said of Scott’s appointment during the Aug. 17 meeting. “It is a great day for Conroe.” The city also appointed Collin Boothe—who previously was the assistant director of nance—to interim director of nance following the resig- nation of former Chief Financial Ocer Steve Williams, which council voted to accept Aug. 11. An item to also terminate Williams’ contract was on the agenda prior to his resignation. Virgadamo—who had been aliated with the city for over 25 years—was terminated Aug. 11 in a 3-2 vote with Council Members Marsha Porter, Howard Wood and Harry Hardman voting in support of termination. Virgadamo claimed this is the rst time Conroe City Council had terminated a contract with a city administrator. Following Scott’s appointment, Scott said he will continue to serve as city attorney while also serving as interim city administrator. He said in an interview that the transition has been smooth and attributed it to his 21 years with the city. “I see it as an honor,” Scott said. “An honor to be requested or have the ability to [become interim city administrator]. It’s new stu that’s coming my way, but … I’m kind of familiar with all the dier- ent areas of the city; being in the legal department, we touch upon everything.” Mayor Jody Czajkoski said in an interview the city will be hiring a third party to seek out can- didates for Conroe’s next city administrator. As of press time, applications for the position were slated to open up in mid-September, he said.

Montgomery County Public Notice | Health Care Assistance Program (HCAP) All residents of Montgomery County who fall within the maximum income, resource, residency, citizenship, and household composition criteria established in the Montgomery County Indigent Care Program (MCICP) and Medical Assistance Program (MAP) Handbooks*, and who have no other equivalent public or private health care benefits, may be eligible for medically necessary health care benefits as mandated by the State of Texas pursuant to the programs and services offered by the Montgomery County Hospital District (MCHD).

The decrease follows voter approval of a $326.9 million bond package in May and the sale of $99 million in bonds this summer, which district officials previously said could cause the property tax rate to increase. However, the district’s interest and sinking tax rate—which funds debt service—did not change year over year, district records show. Since FY 2016-17, MISD’s tax rate has dropped from $1.37 to $1.2289. “We are pleased to adopt a lower property tax rate for the district and provide our taxpayers with needed relief,“ MISD board President Matt Fuller said in the release.

CONROE ISD The board of trustees approved Conroe ISD’s $619.83 million budget and tax rate of $1.1146 per $100 valuation for fiscal year 2022-23 on Aug. 16. According to CISD, all employees will receive a 2% salary increase except for teachers and librarians, who will receive a $1,500 salary increase. The district budgeted $11.41 million for 163 total new teaching positions. The additional personnel will be used to lower student-teacher ratios for some grades, according to the district. The approved tax rate is a $0.06 decrease from the past year. The board voted 4-1 on the tax rate with Trustee Dale Inman opposing it.

TEA releases accountability ratings for ISDs MONTGOMERY, CONROE, WILLIS ISDS Accountability ratings for school districts were released statewide by the Texas Education Agency on Aug. 15 for the 2021-22 school year. The ratings measure student learning and preparation through performance and improvement on the State of Texas Assessments of Academic Readiness. Conroe ISD was given a B rating, scoring 89 out of 100 possible points, while Montgomery ISD achieved an A rating, scoring 93 possible points. Willis ISD received a C rating, scoring 76 out of 100 points, according to the TEA, which the district said it planned to appeal. Montgomery County seeks $1.26M for ambulance bus MONTGOMERY COUNTY Commissioners Court approved the purchase of a multipatient transport vehi- cle—an “ambus,” or medical ambulance bus—pending federal American Rescue Plan Act approval, at its Aug. 23 meeting. BY KYLEE HAUETER

Millsaps said there are four other such vehicles in the region, including in Atascocita. Millsaps said at the Aug. 23 meeting that a few weeks prior, the county oce of emergency management ordered the ambus from Atascocita to respond to a re at a convalescent home in Willis, but it took too long to arrive. “Sitting there waiting for an apparatus to come from another jurisdiction really irked me, and I started looking at the way we can get one of these similar [with] county funding on this,” he said. James Campbell, chief of emergency medical services for the county, said the purchase of the vehicle would prevent the need to take multiple other vehicles out of ser- vice for a large event. In the case that multiple vehicles are responding to an event, service in the rest of the county is signic antly aec ted. If the ARPA approval goes through, the county will have the ambus by April 1.

The vehicle, equipped with advanced medical monitor- ing and communications equipment, would cost $1.26 mil- lion, according to information at the meeting. The vehicle would only be purchased if reimbursement through ARPA is approved, according to ocials. Jason Millsaps, executive director of the Montgomery County Oce of Homeland Security and Emergency Management, said the vehicle would function in public health components, large-scale events and mass-casualty circumstances. “It could be used for infusions, vaccine drives; there’s a number of things we could use this for,” Millsaps said.
