The store will be at 1251 E. South- lake Blvd., Ste. 323. North White Chapel Boulevard widening Contractors working on the city of Southlake’s North White Chapel Bou- levard widening project have finished the paving on East Chapel Downs Drive and Mission Drive, according to a Southlake Mobility Team update on Jan. 20. The contractors also added the final finishes to the outstanding curb inlets and parts of the screening wall. Weather permitting, the contrac- tors will apply the permanent paving in February. Davis Boulevard and West Continental Boulevard intersection improvements The Southlake City Council autho- rized payment for traffic management improvements to the intersection of Davis Boulevard and West Continen- tal Boulevard at its Jan. 18 meeting. Improvements include modified east and westbound approaches, sidewalks and crosswalks, and traffic signals, according to city documents. Glade Road construction Colleyville’s Glade Road project is in Phase 2, which extends from A Staf- ford Drive to Montclair Drive and will be completed by May. Construction on the B Bluebonnet Drive and Glade Road intersection will begin in March. The utility contractor is installing a wa- ter line for Phase 3, which extends from C Montclair Drive to Pool Road. study and has been in communi- cation with the city of Grapevine, which controls the traffic signals in the area, to create safer traffic conditions. The applicant also received a variance on the city’s tree preser- vation ordinance, which requires a minimum of 60% of trees on the site be preserved. The approved variance allows the applicant to reduce that to 27.6% based in part on the poor condition of the trees, according to discussions. As part of the development, more than 900 new trees will be planted on the property, documents show.

SOUTHLAKE City Council unanimously approved a site plan for a warehouse and office building project to be named Mustang Business Court. The development would be constructed near Mustang Court and Ira E. Woods Avenue on 26.3 acres zoned industrial. Plans call for three warehouses totaling almost 331,000 square feet, documents show. The applicant, Jason Bengert with Brookfield Properties, presented the project at the Feb. 1 council meeting. Some residents expressed concern about potential traffic safety issues during public comment. CARROLL ISD The board of trustees unanimously approved six new high school courses for the upcoming school year. Each year, district leaders, counselors and teachers consider the course catalog and recommend courses to add or remove for the next school year, according to district documents as part of the Jan. 24 board meeting. BUSINESS FEATURE DevinDesigns Flowers Grapevine orist specializes in custom arrangements D arla Denton, owner of Devin Designs Flow- ers, has deep roots in the oral industry. While growing up, she loved helping her grandfather tend his rose garden. In junior high, she worked at a ower shop in Anaheim, California. That rst ower shop was aliated with Florists Telegraph Delivery, or FTD. FTD master designers, who traveled the country teaching the company’s designs, were based where Denton worked, allow- ing her to learn from some of the best in the eld. After working at multiple orist shops, Denton decided she was ready to start her own business. She began selling ower arrangements from her house, and as business increased, she moved to a warehouse in Watauga, Texas. In 2009, she found herself smitten with a Grape- vine storefront. “I saw a big ‘for lease’ sign in this window. I looked up, and it said, ‘Florist.’ I peeked in and saw that cooler, and I was in love,” Denton said. On Mother’s Day 2010, Devin Designs Flowers went from a warehouse to a retail business. Denton said she purchases owers from local wholesalers and grows bulbs in her at-home greenhouse in Southlake. During peak seasons, she increases inventory. “When I know I‘m going to get so many orders, I can order the big, beautiful combination boxes,” Denton said. Orders often represent the circle of life, from births to funerals, she said. The shop also arranges owers for weddings, churches, special events and birthdays. Roses are a popular choice. “My roses come from Ecuador; you don’t see them in the grocery store,” she said. “I’m a orist, so I need to be a step up and have a nicer quality.” BY KAREN CHANEY

Also on the menu are Bubble and Squeak, or cooked potatoes and cabbage; Bacon Banger Balls and Mash, which consists of sausages and potatoes; and Sticky Toee Bread Pudding. “I used to love cooking in the kitchen with my mum,” he said. To be more viable in this market, he said he added a Texas twist to some of the recipes, such as using beef rather than lamb in the shepherd’s pie. He also converted his menu so that over 90% is gluten-free. Lee said he was diagnosed in 2008 with celiac disease, which runs in his family. “The gluten-free thing is huge; it brings people back again and again because they can eat safely,” Lee said. Customers are a cross section of society, he said. The restaurant sees a mix of British ex-pats, Texans and kids who love young British boy bands. Lee describes the ambiance, featuring a Big Ben column and paintings of Union Jack, as intimate. “It’s an experience; it’s almost like being on vacation,” he said.

commercial nature of our community,” Ducay said. “We’re blessed with a great corridor on [Hwy.] 26 and a great location on [SH] 121. These are opportunities for our business owners to succeed and, at the same time, help balance our tax base.” Business support programs Key to the city’s support of businesses in recent years are its gift card and grant programs, Ducay said. The city began its gift card programs in March 2020when the COVID-19 pandemic began. Residents receive a $35 gift card in the mail to use at participating businesses. Gift cards have been sent out multiple times, with the most recent round of gift cards distributed during November and December. “The gift card program is something that we believe is an economic develop- ment program that connects our greatest resources—and that is our residents with our business owners,” Ducay said. Lisa Pardo said she and her husband, Paul, opened their Stone House Restaurant in Col- leyville on Sept. 28, 2020. Pardo said they have “been beyond blessed since opening” because of the city’s business resources. “The most recent mailing of the $35 gift cards to all citizens of Colleyville is a great example of how the city works to partner with local businesses,” Pardo said. “Stone House was happy to honor these cards as it allowed us the opportunity to meet and serve new customers that might not have ventured in without the card.” Another of Colleyville’s grant programs is Col- leyville’s Professional One-minute Promos, or CPOP, which partners the city’s audio and video production stawith businesses to help them create promotional videos. Businesses also receive a $1,000 grant to spend on advertising to promote the video, according to the economic development report. Another one of the city’s programs—done around the holiday season—is Colleyville Gives, which pro- vides qualifying businesses $1,000 to use on advertis- ing. Businesses that are part of the Colleyville Gives programcan get an additional $1,000 grant if the busi- ness makes a $500 donation to an area nonprot.

The center also has a boardroom and vault room for peo- ple to rent. Lindamood said the business center is extremely successful and constantly full. Rose said the three oces for rent are in such high demand that they have been booked for about six months. “Since it is the hub of business, we have people coming in—our chamber board members and our net- working groups—that meet here, and there’s just a lot of life kind of coming through it, and also businesses that are here have kind of that direct access to the city as well,” Rose said. Ducay said one of the center’s functions goes along with something that tends to be a hot topic among residents—vacancies across retail and oce spaces. However, the city of Colleyville has shown stable numbers since FY 2014-15, with a 93.2% occupancy rate for retail and an 87.8% occupancy rate for oce space in FY 2020-21, according to the report. Part of the reason behind that, Ducay said, is that the business center has created a way for people to
