Health insurance costs surge in Brazoria County cities

After retiring as a receptionist for Friendswood ISD four years ago, Pearland resident Violet Solano and her husband began receiving health insurance through the Aordable Care Act, or ACA, marketplace. Since making the switch from employer-based insurance, Solano and her husband’s insurance premiums have risen by around $75-$100 each year, she said. “This past year … everything has just gotten so much more expensive—gas, groceries, everything,” Solano said. “Going from a $500-something premium each month to now [over] $600, that’s a lot of money after a year, so that denitely made a dierence.” With more than 90% of Pearland, Friendswood and Manvel residents insured, many residents still face the impact of rising premiums, deduct- ibles and out-of-pocket costs. While Solano said her and her husband are stable enough for the increase in costs, she acknowledged many families in the area who are not.

Pearland residents voice concerns against multifamily development

Among the concerns, a state law that preempts local zoning controls once a city reaches a popula- tion of 150,000 prevailed at the workshop. Senate Bill 840 was passed in the 89th Texas Leg- islature, and legally requires cities with a population of at least 150,000 to allow multi-family housing in areas zoned for commercial, retail or office use. Currently, Pearland has a population of about 130,000, data from the U.S. Census Bureau shows. District 29 Representative Jeffrey Barry said Pearland has about four years of protection before the city’s population could grow large enough to 150,000 for the law to take away its zoning control. “I think we have plenty of time to be able to address this bill,” Barry said at the workshop.
multi-family units on about 15 acres of land on the north side of Magnolia Parkway and west of Manvel Road. A vote on this project was not held at this meeting. Donnell originally pitched a similar planned unit development, or PUD, for the site in late 2025, in which City Council eventually denied the project in a 3-4 vote due to resident pushback in January. Donnell has since adjusted his proposal to reduce the project’s height to three stories and said he would fully fund a new school crosswalk and add an internal roundabout for school buses to safely turn around without blocking traffic.
Fears of traffic gridlock, increased crime and property values were among the concerns Pearland residents voiced at a joint workshop with City Council and the city’s planning and zoning commission held May 18. The workshop focused on a potential 296-unit apartment complex along Magnolia Parkway. “This issue is not about opposing growth,” said Ann Struhal, a Pearland resident near the potential development. “We understand our city is growing and we support responsible development. The issue is whether this specific project is appropriate for this specific location.” The project is being proposed by Rockport Ventures Developer Travis Donnell for 296

Pearland purchases city department, unmarked police vehicles Pearland purchased 30 additional vehicles this summer for various departments throughout the city, as well as a dozen new unmarked police cars. The unmarked police cars including vans, SUVs and trucks. The details Pearland City Council voted unanimously at its April 27 meeting to award a bid to purchase 12 unmarked police vehicles from McRee Ford, Big Star Ford and Caldwell Country Chevrolet for $448,000, paid for by the city’s internal service fund. Pearland denies 2nd ADU request this year City Council voted unanimously at its May 11 meeting to deny Pearland resident Mario Moreno’s conditional use permit request to build a 1,856 square foot accessory dwelling unit, or ADU, on his 1-acre lot. Moreno said he wanted to build the ADU to care for his sick mother and father, who had lost his job during the COVID-19 pandemic. Council members said the property, which is zoned single-family residential, should remain strictly single-family. In case you missed it In February, City Council denied a condi- tional use permit request to build an ADU in Pearland’s Green Tee Terrace neighborhood, citing concerns that the space could be used in the future to rent to non-family members.

FLOOD SAFETY FLOODPLAIN DEVELOPMENT PERMIT REQUIREMENTS The City of Pearland has a Flood Damage Prevention Ordinance that requires a Development Permit for building, excavation, grading, filling, paving, or otherwise developing in the floodplain. Contact the Building Dept. at 281-652-1638 to see if a permit is needed before you make any repairs or improvements to your home.
PROTECT YOUR PROPERTY FROM THE FLOOD HAZARD
Ensure that landscape areas and other areas around your home are graded or sloped to drain away from the building. This can prevent water from pooling around your foundation. Don’t dump in storm drains as they lead to Galveston Bay. Keep storm sewer inlets clean and free of debris. Per the City’s Chapter 30 ordinance, it is illegal to dump any type of debris into a storm sewer inlet, ditch, creek, bayou, or other drainage way. If you see any illegal dumping, please contact Code Enforcement at 281-652-1766. Pearland enters agreement with Brazoria County to fund traffic signal improvements Pearland City Council voted at its May 18 meet- ing to enter into an interlocal agreement with the Brazoria County Toll Road Authority, or BCTRA, to fund traffic signals at the Hughes Ranch Road and Smith Ranch Road intersection and SH 288. The details Pearland will recover a substantial portion of the maintenance and operating costs from BCTRA, which will pay all of the maintenance costs for the SH 288 Toll Road T-Ramp signal. For the second signal, costs will be split, with the city paying 75% and BCTRA paying 25%. BCTRA will also handle the costs of electrical service and software updates. Local school districts plan budgets differently with declining enrollment

Pearland, Alvin and Friendswood ISDs each presented preliminary budget updates for fiscal year 2026-27 during April and May. PISD projects around $231 million in revenue and nearly $229 million in expenses, leaving an estimated $2.5 million surplus for FY 2026-27, according to budget documents from the district. PISD’s projected tax rate would remain unchanged at $1.135 per $100 valuation of a home. AISD projects a flat budget for FY 2026-27 of about $391.4 million and a tax rate of $1.1353 per $100 valuation of a home, both unchanged from the FY 2025-26 budget. While the FY 2025-26 budget was based on enrollment assumptions of around 30,400 students, updated projections for FY 2026- 27 estimate enrollment closer to 30,200 students, according to budget documents from the district. FISD projects nearly $70.9 million in revenue and about $70.6 million in expenses. The projected tax rate is $1.0040 per $100 valuation of a home. Calculations for the updated tax rate are still underway after three out of four bond propositions passed May 2 in FISD’s $81.5 million bond package. After salary increases and revenue adjustments made since the district’s March 23 workshop, officials anticipate a surplus of about $234,000.

PISD Superintendent Larry Berger noted that shrinking enrollment is significant because both student enrollment and average daily attendance, or ADA, directly affect state funding. The decline reflects a broader regional trend, with several Greater Houston-area districts also declining in enrollment, including Houston, Aldine and Pasadena ISDs. For Region IV, which includes PISD, AISD and FISD, student enrollment fell 0.9% since the 2021-22 school year.

PISD’s teacher incentive allotment rises to $2.2M Over $2.2 million has been designated for teacher compensation for the teacher incentive allotment, or TIA, at Pearland ISD, according to a May 22 news release from the district. The overview The TIA was established by House Bill 3 in the 86th Texas Legislature in 2019 to provide a pathway for top-tier educators to earn six-gure salaries while helping districts across the state retain high-performing teachers. Last year, PISD generated about $1.55 million through the allotment program, the release notes. The number of high-performing teachers receiving these designations has also risen from over 164 teachers last year to nearly 230 in the current cycle, according to the release.
FISD updates district of innovation plan Friendswood ISD trustees approved an updated District of Innovation, or DOI, plan at its May 11 meeting, renewing the district’s ability to seek exemptions from certain state education requirements. DOI designations allow school districts to opt out from certain provisions of the Texas Education Code. What you need to know Under the updated plan, FISD will no longer seek exemptions related to teacher appraisals, group health benets for school employees and certain student-discipline requirements, including the designation of campus behavior coordinators. The changes align FISD with current law and existing practices, district documents note.

While the state provides funding for teacher pay increases through the Teacher Retention Allotment, ongoing COLA increases are not separately funded. HCA Houston Healthcare Pearland to undergo $60M expansion
HCA Houston Healthcare Pearland is slated to undergo $60 million in an expansion project to “enhance the hospital’s capacity and infrastruc- ture to meet growing needs of the community,” according to a December news release from the hospital. What you need to know The expansion will double the size of the hospital, increasing patient rooms to provide more beds, expanding the emergency room to improve access and reduce wait times, according to the news release. According to the Centers for Medicare & Medic- aid Services, the median ER visit time is over 160 minutes long, while HCA Pearland’s is 141 minutes from arrival to discharge or admission. While the new expansion will tackle lower wait times, it’s also to provide more resources for the nurses and care teams, Chief Nursing Ocer Jenn Bowman said in an email May 13.

As residential development drives population growth in Manvel, healthcare providers are increasing their presence in the city with new facilities aimed at meeting residents’ medical needs. With two urgent care facilities, two primary care clinics and a 24/7 emergency room under construction, residents have greater access to local healthcare options, Mayor Dan Davis said. Major ongoing residential developments, including Meridiana, Pomona and Valencia are expected to bring 6,500-7,000 homes to Manvel at full buildout, development documents note. “Having quality care nearby can make a real difference for families when they need help quickly,” Davis said. “That matters not only for convenience, but especially in emergency situations, every minute matters.” Manvel expands health care access

The city’s emergency care options initially expanded in 2024 with the openings of Memorial Hermann-GoHealth Urgent Care and Next Level Urgent Care. Primary care services also expanded in April when Memorial Hermann Medical Group opened a clinic in the Manvel Town Center, joining Infinity Family Clinic as local options for residents. In addition, the Manvel Emergency Center is currently under construction and is projected to open in early 2027 to provide 24/7 emergency care. As development continues across the city, Davis said dependable healthcare services remain essential to supporting residents and improving quality of life. “At the end of the day, it’s about making sure residents have access to the services and care they need without having to leave the community,” Davis said.

Renovations in Memorial Hermann Pearland’s fourth oor also complete with 10 additional beds, as well as renovations to the hospital’s nuclear medicine room.
2 Memorial Hermann Southeast Robotic bronchoscopy, which is a minimally- invasive procedure for patients with pulmonary ailments that allows examination of the trachea and lungs, is now available at Memorial Hermann Southeast. In other news, Noel J. Cárdenas, senior vice president and CEO of Memorial Hermann Southeast Hospital and Memorial Hermann Pearland Hospital, has been named chair-elect in 2025 and chair in 2026 of the American College of Healthcare Executives.
