Officials table new retail at Dallas Parkway, Frontier Parkway again
Some context
Sagar Pelaprolu, the project’s developer, said previously that the team is working to build a development that was “right for Prosper today” while also preparing for the town’s future growth up the tollway. Mallory Muse, representative for the developer, emphasized that the proposal meets all town development requirements and does not require zoning changes. “This isn’t a zoning case. We’re not asking for a variance,” Muse said. “This is a site plan that complies with all development requirements.” However, several commissioners had concerns about the layout of the planned open space and the overall vision for the site. “This is a gateway for us,” Commissioner Josh Carson said. “It feels like we’re not organizing it in a way to really create a space that’s really special. It feels very much like a power retail center.” The proposal was expected to go before com- missioners at their April 14 meeting, but meeting documents state that town staff are asking that the item be tabled until May.
After several months of discussion, plans for new retail and office space at the intersection of Dallas Parkway and Frontier Parkway remain under review. Prosper Planning and Zoning commissioners tabled a preliminary site plan for the project at their March 25 meeting, marking the third time the proposal has been delayed. Commissioners previously tabled the item due to concerns about the project’s vision, walkability and how the space is laid out. They also wanted the applicant to consider adding more diversity to the retail spaces and potentially adding office spaces to the layout. The 34.6-acre property is currently planned to include a mix of restaurants and retail, including a pharmacy with a drive-thru, office space, and smaller retail and restaurant buildings. The project would be constructed in two phases, with the northern section built first.

Celina passes e-bike regulations amid safety concerns
Officials consider lower speed limit
Under the new ordinance, e-bikes have to be registered with the Celina Police Department. Riders can apply for an individual permit or a family permit, which allows immediate family members living in the same household to use the same e-bike. Parents are responsible for making sure children riding e-bikes follow traffic laws, officials said.
The city of Celina will now require riders to register their electric bicycles, or e-bikes, with the Celina Police Department. Celina City Council passed new rules regarding e-bikes, including the permit requirement, at a March 10 meeting. The ordinance was driven by “increasing safety concerns related to juveniles operating e-motorcycles and e-bikes,” according to a report by city staff.
Drivers in Prosper and Celina are set to see a new speed limit on sections of FM 1385 coming soon. Prosper Town Council members approved changing the speed limit within town boundaries at their April 7 meeting. What you need to know The Texas Department of Transportation recently completed a speed study on FM 1385 from US 380 to FM 455. The study showed most drivers were within a range of 47 to 53 mph, while the road’s existing speed limit sits around 55 mph. Town documents note that due to the “developed area and high number of drive- ways” along FM 1385, TxDOT recommended reducing the current speed limit of 55 mph to 45 mph.

Prosper plans for mixed- use, multifamily areas As Prosper prepares for its next phase of devel- opment, town officials are working to solidify their vision for how land along the Dallas North Tollway will develop over the next few years. Prosper Town Council discussed and adopted the standards at a Feb. 24 meeting. How we got here Town officials hired consultant Paris Rutherford to help draft and advise on the proposed stan- dards, which would reorganize Prosper’s tollway corridor into seven subdistricts with specific development goals. The tollway’s current zoning is a “patchwork of varying and inconsistent development controls,” while the proposed standards would help create a more cohesive vision to guide future projects, according to town documents. which runs through Ousley Park. The project includes installing retaining walls, a pedestrian bridge and a 12-foot concrete trail. Assistant City Manager Kimberly Brawner said city sta were pleasantly surprised to see the winning bid for the project come in under budget. “We’ll take that money and put it into Ousley Park,” she said. Brawner said the reconstruction will take roughly two years to complete. The spending is part of a ve-year infrastructure plan that council approved March 10. The plan allocates $16.7 million for Ousley Park construction in 2026, and another $8 million is planned for 2027.
Celina City Council allocated $11.9 million for stream reconstruction at Ousley Park plus $2.9 million for design services related to the park at a March 10 meeting. The gist Parks Director Steve Walsh said the design contract will cover “the nal piece” of Ousley Park. The contract also includes design services for improvements to South Arkansas Street, which runs along the western border of the park. The design phase will take roughly 12 months, and construction will last another 12-18 months. The stream restoration and trail project will help mitigate the erosion of the Doe Branch stream,

Denton County Commissioner Ryan Williams, whose precinct includes the western side of Prosper, said the improvements are already helping trac ow. “[The overpasses] alleviated a lot of the pressure,” Williams said. “It allows the trac to ow so much better.”

Crashes in Prosper on US 380 increased by nearly 40% between 2020 and 2022, which is the same year construction began, according to Prosper Police Department data. Although accident reports have declined slightly in recent years, total crashes have remained higher than preconstruction levels. Williams said some businesses have also struggled due to construction-related trac and hazards, but he said he hopes they’ll start to see some relief as the project wraps up. While the Denton County portion of US 380 is nearing completion, additional construction is still expected across the corridor in Collin County. Grant said a start date on the Collin County portion in east Prosper is not available at this time, as TxDOT is still working to identify funding for the project. The total cost to widen and improve US 380 in Collin County is estimated at around $8 billion, Grant said. “The goal is to have a freeway from county line to county line,” Daugherty said. “Now, it’s a matter of implementing it, which takes time and money.” Ewings said the town must relocate utilities along US 380 between Coit and Custer roads by June 2028. He said while the utility relocation should not impact trac ow, town ocials expect the next phase to increase congestion on US 380 again.

When families rst visit KidStrong, they often say they were drawn to the business—which was founded in 2015—because of marketing videos showing kids ipping tires or pushing sleds but quite often return visits are due to non-physical growth development. “They stay for the social and emotional [ben- ets]. They stay for the public speaking,” said Courtney Moscovic, KidStrong vice president of marketing. “They stay because they learn how to order their own food at a restaurant. They stay because they’ve learned how to introduce themselves.” The set up KidStrong oers classes for children from early walkers up to 11 years old. Classes, which are 45 minutes long, follow a routine featuring character, cognitive and physical development and are taught by certied KidStrong coaches, KidStrong Regional Director Ryan Schwartz said. Classes always include a social greeting, where kids learn how to introduce themselves, give a rm handshake and make eye contact. “Class is very structured ... there are eight dis- tinct blocks we go through,” Schwartz said. “We do it around active play with fun, fast-paced games.” The KidStrong programming team provides new age-specic programs every three weeks. “An example is public speaking—we’ll work on a child’s public speaking skills over a three-week

I can do this.’ Schwartz said the Sharps instilled this concept into their daughter and used it as a cornerstone when starting the business. “It’s amazing when you see kids [outside of KidStrong] reciting it the rst time they go down the tallest slide,” Schwartz said. “That is their boost in self-condence that they can do it.”
