With construction on the future Dallas North Tollway corridor expansion wrapping up next fall, Prosper and Celina ocials are planning for what development along the corridor should look like. Celina approves $18.39M Glendenning water line project
As Celina continues to grow, city ocials are moving forward with several projects to help meet the city’s water needs. Celina City Council approved an $18.39 million contract with S.J. Louis Construction for a transmis- sion line project at their April 14 meeting. Celina Assistant City Manager Kimberly Brawner said the Glendenning transmission line project will extend infrastructure from FM 428 to the city’s new high-pressure pump station on Old Glendenning Road. The project includes about 12,500 linear feet of 54-inch pipeline that will provide service to the high pressure pump system directly, along with another 1,800 feet of pipeline connecting back to the pump station. City documents note that the project will be funded through bond dollars. other two projects include construction of a new 25 million gallon pump station and an 8 million gallon storage tank. Construction on the pump station and storage tank is expected to be complete next summer. Construc- tion on the transmission line is estimated to wrap up in about a year. Brawner said the city has been working to expand its water supply and wastewater capacity over the
last few years. One project expected to help increase future water supply is the construction of Lake Ralph Hall in Fannin County, which is expected to begin delivering water to Celina and other communities in the next year. “All this is in anticipation of Lake Ralph Hall coming online in 2027,” Brawner said.

New Prosper fire station to reduce emergency response times
Prosper officials, community members and members of the Prosper Fire Department gathered April 28 to celebrate the opening of Fire Station No. 4, located at 3980 E. Prosper Trail. The new 12,212-square-foot facility is expected to improve emergency response times. The details Fire Chief Stuart Blasingame said the new station will help reduce emergency response times in parts of east Prosper by as much as six to eight minutes compared to previous coverage areas. “That can absolutely be the difference between life and death,” Blasingame said. Blasingame said the department began staffing the station in early April with nine personnel, with staffing expected to phase in over time. Funding for the $13.8 million facility came from the town’s 2020 bond program. Fire Station No. 4 includes five fire engine bays

As the Dallas North Tollway extension gets closer to opening next year, Prosper and Celina ocials are working to dene what growth along the corridor should look like before development pressure accelerates. Both cities have spent the past few years working with property owners and rening land-use plans and development standards for their stretch of the tollway. Celina has at least 10 miles of future tollway, while Prosper has 3 miles. In February, Prosper Town Council adopted new tollway development standards for seven areas to guide future land use and infrastructure needs. In Celina, city ocials recently approved authorizing a market study to evaluate which future land uses would bring the best long-term return. Celina Mayor Ryan Tubbs said the city sees the tollway as Celina’s “golden growth corridor,” particularly in the stretch from Punk Carter Parkway to Moberly Road, where ocials are targeting higher-intensity commercial development that can anchor long-term job growth. “We really want the highest and best use [there], whatever is going to drive the most commercial trac, whether that be retail or it may be corporate relocations and job centers,” he said.

While Prosper and Celina are using dierent tools, local ocials said the goal is to set clear expectations for development before the tollway opens. The majority of high intensity development would be in Celina’s high-rise zone and Pros- per’s entryway corridors at US 380 and Frontier Parkway. Anthony Satarino, president of Celina’s Eco- nomic Development Corp., said Celina would tailor incentives to specic users or developers using tools such as job grants or tax rebates. In Prosper, Mayor David Bristol said the town is focused on attracting developments through performance-based incentives. The Town Council also created a special funding zone in December encompassing the tollway, called a tax increment reinvestment zone. Satarino said tollway planning is tied to broader regional transportation corridors, such as US 380 and the Collin County Outer Loop, which will help shape future employment and commercial growth areas.

Michael Rey, North Texas Tollway Authority media relations manager, said the tollway expansion to FM 428 is expected to open in late 2027. In Celina, local ocials have used the city’s tollway district standards in recent discussions, including the approval of the city’s rst car dealership. Similarly, Prosper ocials delayed several tollway- area proposals as council determines whether they align with the newly adopted standards. “We’re working simultaneously with the construction,” Prosper Town Manager Mario Canizares said. “When developers do come in, we have all the tools ready to use at our disposal that allows that quality development that the council and the community are really striving for.”

When Celina residents and longtime friends Brent Chism, Ashlee Chism, Russ Moett and Mica Moett started entertaining the idea of going into business together, the two married couples hired a franchise consultant who presented them with ve business concepts, including Stella’s Ice Cream. “I joked that the Lord was shining down on Brent because his last meal, and everyday meal, would be ice cream,” Ashlee Chism said of her husband. The couples opened their rst Stella’s Ice Cream shop in Celina in September 2025 followed by a second Stella’s franchise in McKinney in January. “Being from Celina, we wanted to be a part of the community—not just live here, we want to be a part of it,” Ashlee Chism said. “It's such a cute downtown and they have so many events. It looked like a perfect place to be.” The scoop Ice cream and wae cones are made fresh daily—following recipes provided by Stella’s Ice Cream corporation—at the Celina ice cream shop. The Chisms, Moetts and their production manager all attended ice cream school at Stella’s corporate oce in Idaho. Mica Moett said their top three selling ice cream avors are cookies and cream, salted car- amel, mint chip and All Nighter, which features dark chocolate, coee and cookie dough. “What makes our cookies and cream extra special is it has a powdered white chocolate,” Mica Moett said. “Our mint chip is very popular and is made with Andes mints.” Ice cream served in wae cones and cookie bowls are crowd pleasers, the business owners said. What makes them special Stella’s serves 11 ice cream avors year round including their award winning vanilla featuring Madagascar vanilla. One space in the ice cream cooler is reserved for a avor of the week, four are seasonal avors and eight are dairy-free options. Stella’s dairy-free avors are made with coconut milk, which provides a creamy ice cream, not sorbet-like texture, Mica Moett said. “They can make a shake out of it,” Mica Moett said. “People say they haven't had ice cream in 10 years. Build-to-rent housing in Prosper, Celina continues to grow
Development of build-to-rent housing com- munities has continued to surge in Prosper and Celina in recent years, adding another housing option as North Texas continues to grow. The details Bryan Lawrence, senior vice president of consulting at real estate research firm John Burns Research & Consulting, said the metroplex has seen significant growth in the built-to-rent industry since the COVID-19 pandemic, including in Prosper, Celina, McKinney and Denton. While the housing type varies by development, Lawrence said build-to-rent communities can include options like attached townhomes and duplexes to detached single-family homes. Lawrence said build-to-rent communities help fill a gap between traditional apartments and for-sale homes, providing options for people looking for a more affordable option and renters by choice.
“A lot of people just enjoy the flexibility of being able to rent,” Lawrence said. Zooming in Many build-to-rent communities include features that appeal to renters looking for more privacy and space, including private yards, attached garages and neighborhood-style layouts. “Build-to-rent can be more of a luxury product as opposed to multifamily, depending on how it’s designed and the community type,” Lawrence said. Lawrence said John Burns Research & Con- sulting began tracking the industry in 2012. Since 2021, Prosper and Celina have seen at least eight build-to-rent communities open or begin construction. “If there wasn’t demand for rental, then it wouldn’t fill up,” Lawrence said. “Clearly, there’s demand because these units lease up, and you have high retention rates, and even when you have turnover, you’re able to backfill.”
