Northwest, Keller ISDs’ bond packages building for current, future needs

For a growing district like NISD, a $737.5 million bond was passed in 2021, and there may be another bond issue on the ballot this spring. KISD will unveil four new indoor extracurricular buildings at each of the high school campuses. There are also four new KISD elementary schools and the soon-to-be opened Agriscience Learning Center that were part of the bond in Fort Worth. NISD has enrolled approximately 800-1,200 new students each year for the past 10 years. That equates to the population of a new elementary
or middle school each year, accord- ing to the district. Six new buildings were part of NISD’s bond package in 2021. That provided funds for school facilities and capital improvements totaling more than $712.4 million, while the remaining $25.1 million went to tech- nology updates and recreation facil- ity renovations. Four elementary schools will receive facility improve- ments and Gene Pike Middle School in Fort Worth could open by the 2024-25 school year. CONTINUED ON 16
There are multiple construction projects underway in Keller ISD and Northwest ISD, ranging from ren- ovations and expansions to new construction to replace out-of-date buildings. There are also four indoor multipurpose facilities being con- structed within KISD that will pro- vide a respite for inclement weather for students in a variety of activities. Going into 2023, some of items paid for by the bond have been com- pleted in both districts. The Keller ISD bond in 2019 was $315 million.

FROM CODY: As we look forward to 2023, in this issue we are focusing on looking back a bit at previous bonds passed by Keller ISD and Northwest ISD residents. Many of those projects approved in 2019 and 2021 have turned from proposed renderings to buildings. Others are still in the process of construction, such as the indoor multipurpose facilities at each of the Keller ISD high schools that should be done this spring. The indoor facilities will help each of the district’s four high schools keep up in what is an arms race, so to speak, between high schools to build the best athletic facilities for students. Northwest ISD is one of the fastest-growing districts in North Texas, and that student growth has led to many additions and renovations of facilities as well as construction of new buildings. The new Gene Pike Middle School in Fort Worth is one of those new buildings that will open this for the 2023-24 school year. What will the district do next to help the growth, and how many new schools will be needed? All of these topics were interesting ones to dive into. This issue will also look into the demographics in Keller, Roanoke, Fort Worth, Westlake and Trophy Club. 3 Truck Yard , a food and entertainment complex, held its grand opening Jan. 16 at 3101 Prairie Vista Drive, Fort Worth. Plans were announced in January 2020 and more than three years later, the grand opening was held for a 2-acre lot that features live music, a full bar and a rotating list of food trucks—includ- ing Truck Yard’s own cheesecake and nacho truck. The venue features 7,500 square feet of interior space, and the rest of the venue entails outdoor eating space, an outdoor game area, a dog park and a ferris wheel. 682-263-0017. www.truckyardalliance.com COMING SOON 4 Hutchins BBQ will be opening in Trophy Club at 3000 Hwy. 114 in late May, according to ling documents to the Texas Department of Licensing and Regulation. Before opening its doors, the existing two-story, 10,800-square-foot restaurant space will be renovated with new mechanical, electrical and plumbing equipment, according to documents. The location formerly was Bread Winners Cafe and Bakery. The menu features a bevy of smoked meats, including prime brisket, smoked sausage, pork ribs and pulled pork. https://hutchinsbbq.com 5 7 Brew is set to open a new location at 5001 N. Tarrant Parkway, Fort Worth, in February. 7 Brew is a drive-thru-style co ee concept that prides itself on quick service and the quality of its hand-craft- ed beverages, according to its website. 7 Brew serves espresso-based co ee, frozen drinks, teas, infused energy drinks and sparkling water. It has nearly 40
syrup avors, including toasted marsh- mallow and vanilla. This will be the company’s 39th location and the rst one in Fort Worth. https://7brew.com 6 North Park Landing Apartments is set to open in mid-February with a host of amenities for its future residents. The complex is located at 9001 N. Beach St. in Fort Worth and will o er one-, two- and three-bedroom apartments. There will be six buildings and 226 apartments when nished. Construction will start in February 2023 and is set to be completed in October 2024. FEATURED IMPACT EXPANSION After months of delays due to necessary engineering tweaks, The Keller Pointe reopened its indoor pool on Nov. 28 at 405 Rufe Snow Drive. What began as a ooring adjustment to smooth out the indoor pool deck quickly turned into a major infrastructure issue when workers began pulling up old rubber ooring on the pool deck, and they discovered extensive damage to the pool deck and the underlying infrastructure. Work on the original project began in November 2021. While the initial ooring

Keller ISD set to implement guardian program within schools The Keller ISD board of trustees voted 4-3 in December to move forward with the guardian program that will allow teachers and other sta members to carry guns on school campuses. The Texas School Guardian Program was developed in 2009 as an e ort to have an armed approach on school campuses, especially in rural areas, according to a presentation during the meeting. According to board President Charles Randklev, 40% of school districts in Texas use the guardian program. Police departments in Fort Worth and Keller provide 16 school resource o ces, or SROs, that cover the district’s middle schools and high schools at a cost of $1.7 million. Five were added this fall. encouraged me at a time in my life when I did not believe in myself,” Foust said. “I became an educator because I was sure that there were other kids like me who needed to be inspired and needed to be pushed.” Foust said he recognizes that the greatest challenge facing Northwest ISD is the rapid growth and the number of new families joining the district. “Our facilities and construction teams are working at a feverish pace to ensure we have the best learning spaces for our students,” he said. “Next year, the district will open four elementary schools and our seventh middle school. Two of those elemen- tary schools are replacements for aging facilities, but two are additional campuses to address the growth.” Foust realizes the key to managing such a large and fast growing district as Northwest ISD is communication.

Foust said he became an educator because he was inspired by his high school English teacher and a coach. “They believed in me and

The 2021 numbers showed an increase, but the report stated the COVID-19 e ects still had conditions below the prepandemic congestion. The West Loop in Houston was the most gridlocked stretch in 2021 for the second year in a row, and eight of the top 10 remained unchanged from the previous two years. Researchers emphasized tra c will eventually return to familiar intensity as the state’s population grows and its economy recovers, according to a press release. “Tra c congestion isn’t just a big-city problem, and that problem is almost sure to get worse as our population surges by almost 20 mil- lion in the next 25 years,” said David Schrank, the TTI’s lead researcher on the annual study. “With that kind of growth, Texas needs to use every pos- sible means to keep people and goods moving. We need to add capacity,

The report started in 2009 and rates the 100 busiest segments of roadways in the state with a study looking at congestion and the delay it costs in terms of time spent stuck in gridlock. There were 1,860 roadways in 23 urban areas that were reviewed during the study—funded by the Texas Department of Transportation— which looked at how much longer drivers were on the road in tra c jams compared to noncongested conditions. The delays have large nancial implications. According to research, a total of $3.8 billion was lost between wasted fuel and lost time in 2021. Truck congestion costs were $620 million.

ROANOKE The Peabody Hotel’s sixth amendment to a contract gave the developer until Jan. 1 to start construction on the project. How- ever, that deadline was not met. According to City Manager Cody Petree, the city and the Memphis-based hotel is going over the nancing agreement for a seventh time. The plans were originally approved by the council on May 28, 2019, but city sta said the project has yet to come to fruition more than three years later, partially due to the COVID-19 pandemic. The project was initially sup- posed to have started construction by April 1, 2020, which was approved in May 2019. In 2021, a Community Impact report, the projected groundbreaking should have happened on March 1, 2022. The hotel project was announced in June 2017. The city agreed to issue up to $30 million in bonds to

TROPHY CLUB Two council members and the mayor are up for election in May in Trophy Club. During the Jan. 10 council meeting, Town Secretary Anita Otterson provided updates on the May 6 election, noting important dates. Mayor Alicia Fleury’s rst term is up, as is Place 1 Council Member Greg Lamont’s term and Place 2 Council Member Je Beach’s term. Lamont is also the mayor pro tem. Fleury garnered 61% of the vote in the delayed 2020 elections. She previously served a term as the Place 1 council member. Each of these positions serve three-year terms. FORT WORTH Trinity Metro’s TEX- Rail saw an all-time high for monthly riders in December. A total of 61,689 passengers rode the train, the highest number for revenue service since the rail line o cially launched in January 2019. TEXRail ridership to and from Dallas Fort Worth International Airport was 28% higher in December 2022 than in December 2021. When comparing the last quarter of the calendar year, total ridership rose 16% for October-December 2022 over the same period in 2021, according to TEXRail. “Our ridership has continued to rebound from the impact of COVID[- 19], and we are so excited to see the TEXRail numbers soar as they did [in December],” said Richard Andreski, Trinity Metro president and CEO, in a press release.

sustainability with native plants that have lower water requirements, large trees to provide shade and a water-based system for irrigation. According to Gutt, the future City Hall will be completed in phases with the tower move-in starting in the fourth quarter of 2023 and conclude in early 2024.
