Hyliion incentives deal changes following layoffs The city of Cedar Park has revised its million-dollar incentives deal with Hyliion Hold- ings Corp. after the energy technology company underwent mass layoffs in November. The rundown Hyliion, headquartered in Cedar Park, announced it would lay off 67% of its workforce Nov. 8, halt production of electric semitruck engines and transition to electric generators. The move left only 60 local employees, bringing the company out of compliance with Cedar Park’s 2018 incentives deal, which included the promise to create over 200 local jobs. On March 7, City Council unanimously approved a plan that will require Hyliion to immediately pay $745,000 back to the city of the $1.15 million it received prior to the layoffs. The amended incentives deal will allow them

Leander names Todd Parton city manager Leander City Council announced Todd Parton as the city’s next city manager at a March 7 meeting. The gist Parton is a Denton native with over 19 years of city management experience in cities including Kerrville and Cibolo, and most recently, in California, according to a city news release. What’s next Parton will replace Interim City Manager Isaac Turner on April 16 and assume his duties managing the city budget, enforcing policy, and overseeing all city operations and personnel. Parton’s five-year contract includes an annual salary of $275,000.

Natural gas providers raise residential rates Starting in late May or early June, Cedar Park and Leander residents will see a $2-$6 increase on their monthly natural gas bill. Natural gas companies are filing for rate increases under the Gas Reliability Infrastruc- ture Program, which allows companies to cover return on capital costs associated with

City nixes agreement for Leander Springs project The city of Leander has pulled out of a deal that would have allowed the $1 billion Leander Springs development, after nearly four years of planning. As proposed, Leander Springs would encompass 78 acres and feature a 4-acre crystal lagoon as well as restaurant, retail, entertainment, hospitality, residential and office elements. The site for the proposed development is at the southwest corner of RM 2243 and 183A Toll. What happened Leander officials sent a notice of termination letter to the Leander Springs developers March 18. The letter informed the developers the 2020 development agreement with the city of Leander was canceled due to their failure to meet the construction deadlines and requirements outlined in the agreement, according to a copy of the letter provided to Community Impact .

As of press time, Leander Springs developers have not responded to Community Impact ’s request for comment. The bottom line The developers still own the property and are allowed to pursue commercial development, as long as it’s in accordance with Leander’s development regulations, according to the letter. However, the crystal lagoon portion is no longer cleared for development, officials said, and the developers will not receive economic incentives from the city.

T.C. Broadnax chosen as Austin’s city manager Dallas City Manager T.C. Broadnax has been chosen to serve as Austin’s next permanent city manager, Mayor Kirk Watson announced March 26. City Council’s preliminary selection of Broadnax wraps up a months-long search and came after a full day of private interviews and deliberations, as well as a public town hall with nalists Broadnax and Denton City Manager Sara Hensley March 25. A subcommittee made up of Watson, Mayor Pro Tem Leslie Pool and members Paige Ellis, Chito Vela and Vanessa Fuentes helped manage the search process. If elected, what are your goals for the city of Cedar Park? To execute on our current strategic plan, to maintain fiscal responsibility and our AAA debt rating, promote safe streets and neighborhoods through support of public safety growth and expansion, support small business, increase job opportunity, expand livability investments in parks and other amenities, re-engage transit pilot studies, as well as maintain the high quality of city services funded by the expansion of our tax base, which should help to keep property tax rates low. As a police sergeant, my natural focus is to maintain a high level of public safety. Laura and I moved to Cedar Park because it is a safe place to raise kids, and we want to keep it that way. We’d like to see a continually growing array of employment opportunities, entertainment, restaurants, and green spaces so that Cedar Park residents’ time, investment, and tax dollars can stay within the city.

What are some of the biggest challenges facing Cedar Park, and how would you work to address them? Mobility, infrastructure and eventual redevelopment will all require continued thoughtful and proactive long- range planning, which we have already started working on as a council and staff. Major water infrastructure investments are well underway, based on not only the reality of our current climate and resources but also our projected future population. We will need to execute on our recently approved Master Mobility Plan, Economic Development strategic plan, and Phase I of the Bell District redevelopment. One challenge is reducing the tax burden per resident. I’d address this by growing the tax base through allowing incrementally more productive uses of land. A second is reducing traffic congestion by making it easier for our employment locations and daily necessities to be located a shorter drive, if not a walkable distance from home. A third is increasing the variety of housing options, size ranges, and price points to make ownership more attainable.

Texas school districts received unwelcome news in late 2023—they would lose about $300 million in Medicaid reimbursements for special education students through the state’s School Health and Related Services, or SHARS, program. SHARS allows school districts to be reimbursed for providing Medicaid health- related services to special education students. The reduction comes as the Texas Health and Human Services Commission lost an appeal to the ndings of a federal audit in October. The audit found the agency owed the federal government about $16 million it received for non-medical services. HHSC plans to repay the $16 million by recovering funds from districts and has made cuts to districts’ reimbursements. Districts lose $300M from special ed funds

when it expected $1.1 million, Chief Financial Ocer Rosanna Guerrero said. “The notications that HHSC sent in December were not full [and] were not complete of all the reductions they were making,” Guerrero said. Pete Pape, Leander ISD Chief Financial O- cer, said the district was notied it owed HHSC $183,000 when it expected to receive $7 million—a decision the district has appealed. The district is now anticipating a $3.8 million decit for the 2023- 24 scal year mainly due to the funding loss.

Some Central Texas school districts told Com- munity Impact they are seeing cuts beyond what HHSC has reported as a result of the audit. Lake Travis ISD will see a total reduction of $285,236 despite HHSC notifying the district of a $72,568 cut due to recoding some services, said Pam Sanchez, LTISD assistant superintendent for business services. Liberty Hill ISD will have to realign funds to cover some special education services as the district will receive $247,403 in reimbursements

“My hope is that we reduce the amount of loss,” Blanco said. “I think the longevity of [SHARS] is incredibly important to education and school nance in Texas.” Wood said TASB will continue to seek solutions, including legislative assistance, to improve the SHARS program so “school districts can spend more time serving [the] most vulnerable students and less time ... [navigating the] reimbursement system.”

Texas districts had until Jan. 31 to appeal the nal amounts they were notied of in December. HHSC expects to nish reviewing districts’ appeals by May, spokesperson Tiany Young said. Third-party billing company MSB School Services assisted almost all of the 460 districts it represents in submitting an appeal to HHSC, Chief Strategy Ocer Emily Blanco said.
