Julie Oakley to become Bee Cave city manager
Lakeway expands golf cart ordinance Lakeway City Council expanded the city’s golf cart ordinance, which allows for the safe operation of golf carts on public streets within city limits, to include recreational o-high- way vehicles, or ROVs, at a Feb. 20 meeting. The gist The city updated the ordinance to include ROVs; neighborhood electric vehicles, or NEVs; and utility vehicles, or UTVs, accord- ing to city documents. The ordinance still prohibits the use of the following on city streets: • All-terrain vehicles, or ATVs • Sand rails, commonly referred to as a “dune buggy” • All other o-highway vehicles not outlined in the ordinance

The city of Bee Cave has hired Julie Oakley as the new city manager, according to a March 5 news
release. The gist
Oakley previously worked for the city of Lake- way for 12 years, with the last three years as city manager. She resigned from her position in mid- 2022 to pursue work at KPMG, a large accounting organization. Oakley will begin serving as city manager for Bee Cave on April 1, according to the news release. The backstory Clint Garza, former Bee Cave city manager, announced his resignation at a Jan. 23 City Council meeting after having served in the position since 2018. Garza’s last day was Feb. 29, according to previous reporting by Community Impact .
“If I wrote a screenplay, this is exactly as I would have written it,” Garza said in the news release. “Julie is incredibly capable, and I feel so happy knowing all that we have worked on in Bee Cave will continue moving forward under her leadership.” Garza is moving on to pursue a career in the private sector, according to the news release. What’s next? Co-interim City Managers Travis Askey and Lindsey Oskoui were appointed at a Feb. 6 special meeting and will serve through March, according to previous reporting by Community Impact .
West Lake Hills to use $8M for road, drainage projects West Lake Hills City Council approved a bid of $7.9 million to Smith Construction for roadway and drainage projects at a Feb. 14 meeting. In a nutshell The funds for the projects were approved by voters as part of the November 2021 bond package. Proposition B of the road and drainage bond package provided $11.8 million in funding for the six projects, according to a news release. What’s next? Construction for the Eanes Creek and Camp Craft Road project will begin this summer and will close a segment of Camp Craft Road to remove the low water crossing, according to the news release. More details will be shared with residents as work is scheduled, per the news release.

While many choose to live among West Austin’s scenic hills to get away from the city, longtime residents of the Lost Creek neighbor- hood had no choice—until now. On May 4, Lost Creek residents will be able to vote on whether to stay within Austin’s extra- territorial jurisdiction or leave to become an independent township once again. If the neighborhood votes to disannex, some city fees and public services, such as police, fire and trash pickup, would change. Two-minute impact Prior to state legislation passed in 2017, large cities in Texas could forcibly annex nearby townships to bolster their tax base. Lost Creek, a West Austin neighborhood with a population of about 1,200 residents, was added to Austin city limits in 2015, after the bill was first introduced. Lobbyists began working with Texas lawmak- ers who eventually passed House Bill 3053 last year, requiring large cities to hold disannexation elections for areas that were recently added. On Feb. 1, Austin City Council called elections for 783 acres of Lost Creek and five other areas in Austin’s ETJ, putting the decision up to residents on whether to remain or disannex. Why it matters If disannexation is successful, city staff said Lost Creek residents to vote on leaving Austin

Lost Creek residents would also have to pay Austin taxes until local shares of city debt are paid off, which is estimated to take about two years. Additionally, this bill is the first of its kind in Texas history, as no area has ever successfully disannexed from a city due to the lengthy and expensive legal process required, said James Quintero, a Policy Director for the Texas Public Policy Foundation. What residents are saying Since joining the city of Austin’s ETJ, Lost Creek residents have voiced concerns about decreased service levels to their neighborhood and higher taxes. Longtime Lost Creek resident Leslie Odom said she joined the fight for disannexation after her car had been broken into twice in the same week. Odom said she was disappointed with the lack of response from the Austin Police Department. “I looked at my child and thought in that moment ‘I need change,’” said Odom, who helps lead the Lost Creek Neighborhood Association. department had a substation by Lost Creek Park. Now, without their presence, Odom said she and other residents have noticed an uptick in crime. Disannexation from Austin’s ETJ would place Lost Creek back under Travis County’s jurisdiction for law enforcement. What happens next? Residents will head to the polls starting April 22 to cast their votes. Ryan Brannan, a state lobbyist who leads the Save Lost Creek PAC, said he has collected over 1,000 petition signatures in favor of withdrawal and believes the disannex- ation vote is likely to pass.

Why are you running for this position?
What are your major areas of concern for the city?
As a current council member, my responsibility is resident safety, protecting the city from lawsuits, and maintaining Lakeway’s infrastructure and amenities. I listen, learn and advocate for citizens. From moms concerned about their child’s safety to residents unable to exit their neighborhood due to unsafe driving conditions, or residents without water, electricity or gas during a weather event, I want to continue fighting for our residents. I have enjoyed being your advocate and voice on council. Lakeway has a leadership vacuum that has not been addressed through recent elections. This, combined with extensive growth and community issues, has created a need for change. My goal is to lead the effort to reform our leadership structure and improve the quality and stability of the city’s operation. I am running for council to honor Lakeway’s heritage while shaping our future. My wife and I are raising our young daughter here, fully invested in preserving Lakeway’s unique character and high quality of life. My service on the Zoning and Planning Commission (ZAPCO), as chair of the 2024 Comprehensive Plan, and regular advocacy at city meetings demonstrates my dedication to improving our community for future generations and my ability to get things done.
Candidates always say development, traffic, connectivity, safety and green space, but keeping campaign promises is what matters, and I do just that. On PUD development, I give developers guidance on what residents want and are against. I met with TxDOT and worked with Public Works to make our streets safer. I voted for parks and small businesses, voted against development that does not align with Lakeway, and was the only council member to vote against raising property taxes. The city needs a strong plan to survive the growth phase we are entering while stabilizing and increasing revenue from sales taxes. As part of the Lake Travis region, Lakeway needs to expand on and build out our partnerships with neighboring municipalities, developers, [the Texas Department of Transportation] and [Lake Travis] ISD. Our most pressing concern lies right there in our name—Lake Travis and its water supply are facing an extraordinary drought. We must collaborate with the Lower Colorado River Authority (LCRA), utility partners and neighboring cities to educate our community, foster smart development and enact water-conserving measures. Furthermore, we must prioritize updating our parks, reducing dependence on property taxes, improving traffic conditions, promoting the safety and well-being of our children, and steadfastly preserving our character.

School finance. The state has collected billions of dollars of school taxes that have not been released to school districts. Meanwhile, inflation has driven up the cost of education by 19% over the last five years. We need to lobby the Legislature to distribute the education taxes we’ve paid.

Safety and mental health practices should always be developing. The official swearing in of the police force and car arrival will add layers of needed security. More community programs around seatbelts & student work/life balance. State mandated tax compression lowered taxes but unfortunately lowered investment income around $1 million.

Eanes is one of the best school districts in the nation, but I want to take Eanes to the next level of excellence by working to build community trust; reward great teachers; forge partnerships with parents; achieve excellence in the classroom; and keep an entrepreneur’s eye on the budget.
Community trust in the board, teacher retention, alarming financial practices, the “success failure,” and the lack of an Eanes dad or CEO-level business experience on the board. We must address these issues and bring these perspectives to the board to preserve the great legacy of Eanes ISD.
I’m a mother of children in EISD middle and elementary schools. All three receive special education services. We’re a Spanish Immersion family, acknowledging its imperfections. I possess the financial acumen, executive experience, and discernment to support the board, administration and families through financial decisions crucial for the district’s long-term well-being.
Long term financial stability and sustainability; public education funding challenges are real but not insurmountable. Spanish Immersion attracted us to Eanes, yet it hasn’t met expectations. It has potential as a revenue source but mustn’t burden finances. Early screening for learning disabilities is essential; improvement is necessary despite good intentions.

Lake Travis ISD has updated its food allergy management plan for the first time in four years and launched initiatives to raise students’ awareness around food allergies. The efforts come after two Lake Travis High School students placed peanuts in the locker of a student with a peanut allergy in the fall—an incident the district determined was not bullying, a district official told Community Impact . Under the updated plan, every student with a severe food allergy will be referred for a 504 consideration, which provides protections for students with disabilities. Previously, nurses reviewed student information before making the determination, said Tasha Barker, LTISD assistant superintendent of organizational services. LTISD updates allergy plan

LTISD parent Shawna Mannon said two of her son’s LTHS varsity football teammates placed peanuts in his locker and belongings after learning her son had a life-threatening peanut allergy. District officials said they could not legally share how the students were disciplined, but Mannon said she believed the students received minimal consequences from the football department. District investigations determined the incident didn’t warrant criminal charges and wasn’t legally “bullying” under state law, said Marco Alvarado, LTISD executive director of communications and community relations. After Mannon filed a grievance, the district granted her request to educate students on food allergies but denied reevaluating its disciplinary response, she said. Mannon said her son has since transferred to Leander ISD.

The district also made the following changes to the plan:
Elementary classes with students with severe food allergies will always eat lunch in the cafeteria, even on early release days. A food and nutrition services representative will now serve on a campus’ food allergy management team. Exceptions can no longer be made with principal approval to the district’s elementary school food allergy policy.
The district began showing a food allergy awareness video to secondary school students and is planning assemblies for elementary schools later this spring, Alvarado said. LTISD will post new food allergy awareness posters in campus cafeterias and information about the importance of hand washing at elementary schools, Barker said. Every classroom will also have a document for teachers detailing anaphylaxis signs before the end of this school year.
