DO I NEED A PERMIT FOR A SHORT-TERM RENTAL IN THE WOODLANDS?

The Woodlands Township Board of Directors addressed a wide range of community achievements during its most recent meetings, highlighting athletics, public safety, parks and transportation. The Township recognized The Woodlands College Park High School boys soccer team for capturing the 6A Division II State Championship, securing the program’s first-ever 6A state title. Players, coaches, trainers and team staff were recognized for their dedication and teamwork throughout the season. Following public hearings, Township Directors approved amendments to Township Park Orders governing park use and fee structures. Updates included language aligning with Senate Bill 12, clarification of permit requirements for amplified public performances and revised fees for pavilions, athletic fields and aquatics facilities following the 2026 Parks and Recreation Fee Analysis. Proposed Commercial Use Fees for Waterway Square and Hughes Landing were excluded due to concerns over parking and large- scale commercial activity. Additional action included approval of revised Covenant Administration fees effective July 1, 2026, and authorization of $250,000 for a Mobility Hub Alternatives Analysis focused on future transportation and connectivity opportunities. During the May 28 meeting, the Montgomery County Sheriff’s Office provided an update on the implementation of 30 Flock Safety License Plate Reader cameras funded through the FY2026 budget. MCSO outlined the latest operational data and program updates and addressed Board questions related to privacy, transparency and assistance with stolen vehicles and other crimes. The camera system is owned and managed exclusively by the Sheriff’s Office. The Township neither operates nor has access to the cameras or associated data. The Board also approved a new wrap design for The Woodlands Express buses following recommendations from the Ad Hoc Communications Committee. The updated branding will appear on both the existing fleet and new buses scheduled for delivery beginning late this year. The Woodlands Township approves $250K for mobility study

The Woodlands Township board of directors voted 6-0 to approve moving $250,000 from the Hotel Occupancy Tax reserve to fund a study to determine the feasibility of a mobility hub in Town Center, according to agenda documents. A mobility hub is a multifaceted transit center including different types of transportation such as rideshare, micromobility and public transit all in one location surrounding a parking garage, Director of Transportation Ruthanne Haut said. Why it matters The hub could also serve as an anchor for development such as offices, retail art centers and apartments, Haut said. The estimated total cost for the study is $215,000, but additional funds will cover contingencies, officials said. The Goodman Corp. is under contract as a transit consultant for the project and developed the township’s 2024 transit plan, Haut said.

What they’re saying Board Chair Brad Bailey said parking is outdated in Town Center, with limited spaces available. He said responding to the issue will help spur economic development. “We’ve got to start looking at that and having more and more people come here, and having a place where their cars are not getting towed because they parked in the wrong spot is critically important,” Bailey said. Board member Shelley Sekula-Gibbs said she supports the idea and hopes the study will help enhance the experience residents and visitors have when they visit Town Center, as well as improve connectivity and mobility. Before you go Haut said the plan could be used to identify public-private partnership models or develop a plan to shop around for federal grants, she said.

Texas General Land Office officials said the development of 5,500 acres of green space near Benders Landing will not happen as previously planned, as pushback continues to mount due to flooding concerns. Scarborough Lane Development bought the land in early 2025 with plans to build up to 7,000 homes. The land is largely located within the 500- and 100-year floodplain and, in some areas, the actual floodway, Montgomery County Precinct 3 Commissioner Ritch Wheeler said. “If that land is developed, we are concerned that water may end up backing up into those residential communities just north of the property,” Wheeler said. In December, Wheeler announced he and a group of local officials were working with state officials to explore options for preserving the land. Pushback stalls development

Local leaders said they are now looking to the next state legislative session to help fund a permanent solution for the property. “We would like for the state to appropriate enough money to the General Land Office so that [they] could buy that land,” Wheeler said. “It could be a state park, a state forest ... but the main thing is to keep it a green space and to have regional detention.” Wheeler said he’s already spoken to engineers about existing sandpits on the property that could be further excavated to provide regional stormwater detention. Additionally, the land could potentially feature small pocket parks and trails. In the meantime, Wheeler said he encourages residents to continue voicing their concerns to elected officials. “Until this land is transferred/purchased and protected as natural green space or park, we will not back down,” Marrero said. “Right now, there are no guarantees.” Scarborough Lane Development officials did not respond to requests for comment. In early May, a group of concerned residents started an online petition opposing the develop- ment, which has since garnered more than 7,500 signatures as of June 10. Susan Marrero, a resident of Benders Landing Estates, said the back of her community flooded during Hurricane Harvey. “My business flooded during Harvey, and I can only imagine what people in the Kingwood, Humble and Lake Houston [area] went through—I want to try to help it from happening again,” Marrero said.

“This is a catastrophe waiting to happen if developed.”

Bob Rehak, local flooding expert and author of “Reduce Flooding - Now,” said the develop- ment would create a public safety issue for both residents of the development and surrounding communities. The GLO has an investment in the development through the School Land Board. In a May 6 emailed statement, GLO Commissioner Dawn Buckingham told Community Impact the project would not be moving forward as planned. “We have heard the concerns of the local com- munity surrounding this potential development and as previously stated, this project will not be proceeding as planned,” Buckingham said. “We are exploring ways for this property to be a part of a transformational flood mitigation project.”

Township board discusses FY 2027 budget plans The Woodlands Township board of directors held a strategic planning session meeting May 15 to discuss goals as they begin discussing the fiscal

Shenandoah OKs $2M meter system The city of Shenandoah will replace its current water metering system with a new system for $2.04 million, a figure higher than the $1.5 million originally planned. The city approved infrastructure company Ameresco for construction. City Council unanimously approved the expense at the May 13 meeting following a presentation by Chad Nobles, representing Ameresco. He said work on the system, which will allow customers to track use hourly, would begin in August and take about three to four months to install about 1,700 meters. Next steps City Finance Director Lisa Wasner said the additional funds needed above the $1.5 million originally estimated will come from water and sewer reserve funds.

The board discussed several options for the FY 2027 budget, including the potential effects of increasing current property tax exemptions. The fiscal year runs from January to December. Township President and CEO Monique Sharp said the township has offered a $50,000 exemp- tion for residents age 65 and older as well as a 3% homestead exemption for qualifying homeowners since 2024. Changes to homestead exemptions must be submitted before June 30; however, the township’s budget workshops are not held until August. Sharp said historically the township has opted to work on lowering its tax rate instead of

increasing exemptions. “You can offer tax relief through an exemption, or you can offer it by looking at the tax rate, which impacts all taxpayers,” she said. What's next The board told staff to schedule pre-budget meetings potentially in June and July, preceding the Aug. 17-21 workshops.

Conroe ISD approves bond contracts

CISD board President Misty Odenweller said using taxpayer dollars eectively is the board’s highest priority. Over the last few years, the district has operated under “crisis mode,” trying to make sure it dealt with overcrowding and got as many students in the classrooms as possible, she said. Odenweller said now that the district is eectively out of crisis mode, it’s important that they “maximize” every taxpayer’s dollars. “As trustees, aside from the educational point, the most important thing we do is manage taxpayers’ money being spent on bonds,” Odenweller said. “We need to make sure we are showing the people that we’re taking the money from, especially in times like this, that we’re being ecient and eective.” Most of the projects approved May 12 were slated to be completed in August 2028.

The Conroe ISD board of trustees on May 12 authorized several construction contracts for 2019 and 2023 bond projects. The district originally had 39 campuses that were over capacity. That number has been reduced to six after ocials completed multiple projects, Assistant Superintendent of Operations Chris McCord said. The board approved Marshall Constructors for The Woodlands Ninth-Grade Campus and College Park High School renovations project. The project’s focus is on upgrading the campus chillers, boilers, roof sections and handlers. The cost was not discussed at the meeting. Marshall will also work on projects and Anderson and Glen Loch elementary schools. The board also approved Ellisor Constructors for district security upgrades and Millennium Project Solutions for auxiliary facility renovations.
