The Coastal Texas Program reached a breakthrough in the U.S. Congress, where a bill containing the authorization for the construction of its various projects successfully passed. The $34.4 billion program aims to protect the Gulf Coast and parts of Harris and Galveston coun- ties from catastrophic storm surge caused by natural disaster events, such as hurricanes, through the con- struction of a coastal barrier. EXPANSIONS 9 The Memorial Hermann Pearland Hospital at 16100 Hwy. 288 will start construction sometime in 2023 on a new $18.4 million expansion project. The expansion will consist of adding space on the second floor for 33 new beds, adding two intensive care unit beds, relocating 10 ICU beds and adding 21 universal beds, totaling 97 beds in the hospital upon com- pletion. the first phase of a mixed-use develop- ment called Ivy at Lower Kirby, which is proposed to include offices, a retirement center, apartments, townhomes and retail stores, according to the release. The improvements to the corridor include additional land- scape elements, irrigation, lighting, water fountains, new pear sculptures, and sidewalks and gateway markers from Beltway 8 to Magnolia Parkway. Some pear sculptures have already been installed along the highway. FEATURED IMPACT COMING SOON Houston City Council approved a food and beverage concessions contract with LaTrelle’s Galley LP for 10 new restaurants at the Hobby Airport . Some of the new concession locations will include Common Bond Bakery and Bistro, Dish Society, Pink’s Pizza, Jersey Mike’s Subs, The Rustic and Wendy’s, according to a Jan. 4 news release. The agreement is expected to create nearly 300 jobs across the new facilities. The release stated the 10-year agreement with LaTrelle’s Galley is projected to generate as much as $74

million for Houston Airports. The new management team is expected to begin its transition into the airport’s concessions program in April. Houston City Council will review a second concessions contract for Hobby Airport in the coming months, the release stated.

PEARLAND Founded in 1894, the city of Pearland went on to experience rapid population growth in recent decades. That trend continues as the city saw a 15.41% population growth over the ve-year period of 2016-21. The diverse city is located 20-30 minutes from downtown Houston is located primarily in Brazoria County with parts in Harris and Fort Bend counties.

FRIENDSWOOD Founded in 1895, Friendswood is a small city located primarily in Galveston and Harris counties. Friendswood’s percent population growth from 2016-21 is comparable to the state’s overall, and the city’s median income increased signicantly in that period. The city has its own school district, Friendswood ISD, and has some Clear Creek ISD schools.

Kelsey-Seybold Clinic will break ground in 2023 on its new Clear Lake Cancer Center in Webster. The Kelsey-Seybold Clear Lake Cancer Center will be located at 18833 Gulf Freeway in Webster. The 36,309-square-foot facility is esti- mated to cost $17 million, according to the Texas Department of Licensing and Regulation. Kelsey-Seybold Clinic plans for construction to begin in February with the facility projected to open in April 2024. “The Kelsey-Seybold Clear Lake Cancer Center will bring specialized services closer to home and work for the people living in the Bay Area,” said John Lyle, Kelsey-Seybold Clinic’s senior vice president of health care service lines. The facility will provide access to hematology and oncology physi- cians, a radiation oncology physician, and treatment and infusion therapy. It will also oer mobile positron

New tenants, technologies coming to Houston Spaceport in 2023 The Houston Spaceport, an urban commercial spaceport, has plans to take its oerings to the next level in 2023, including adding new tenants and releasing plans for a consumer- focused Phase 2 of development. The spaceport has two large prospects seriously looking at the spaceport, Director Arturo Machuca said. “There’s very easily north of $4 billion of contracts for these companies,” Machuca said. “So that’s really good for our community.” Phase 2 of spaceport construction includes large additions to its infrastructure, Machuca said. A full- length taxiway will also be constructed along Runway 4-22, opening in 2024.

Memorial Hermann nishing Pearland Sports Park in 2023 Memorial Hermann plans to nish construction on its Pearland Sports Park in December. The facility, which broke ground in May, will provide the Pearland community with an orthopedic center for athletes. The sports park will house on-site athletic trainers, board-certied rehab and medical professionals, and athletic performance coaches. This will provide patients with services for acute injury management, post- injury rehabilitation, and return to or enhancement of performance. The center will also be a site for orthopedic research, Memorial Hermann Communications Specialist Drew Munhausen said.

In partnership with Harris County Precinct 2, Friendswood will make improvements to a stretch of Black- hawk Boulevard this year. Engineering for the project is ongoing since the county signed an interlocal agreement with Friend- swood in October, Public Information Ocer Glenda Faulkner said. Friend- swood will open the project for bids by late spring 2023, and construction will begin within two months of the project being awarded. The project is a continuation of past

renovations that ended south of Pen- nystone Way and continues north to Geneva Drive, Director of Engineering Jil Arias said. Friendswood will cover $1.2 million of the $2.4 million project cost, with Precinct 2 contributing $1.2 million. Friendswood will prepare plans, specications and estimates for con- struction of the project and assume responsibility for maintenance once it is completed, according to the interlocal agreement.

AISD will complete three projects this year from its $480.5 million bond that passed in November 2018, Executive Director of Communications Renae Rives said. The district plans to open Delbra Orum Nichols-Wilma Fountain Mock Elementary, Iowa Colony Jr. High and Harby Jr. High schools after completing construction and renovations at the schools, Rives said. Friendswood ISD considers tax rate election for FY 2023-24 Anticipating an estimated $4.2 million budget shortfall and a compressed tax rate for scal year 2023-24, Friendswood ISD is considering a voter-approval tax ratication election for November. FISD adopted a tax rate of $1.2094 per $100 valuation for FY 2022-23. With an estimated 7% increase in property values, the FY 2023-24 tax rate would be $1.195, ocials said. If approved, the election would increase the FY 2023-24 rate to $1.2526.

Because schools receive funding based on attendance, some administrators said their districts lost funding during the 2021-22 school year. Average daily attendance, or ADA, is the sum of students present throughout the school year divided by the number of days that schools are required to be open, according to the Texas Education Agency. Schools earn $6,160 per student who meets the average daily attendance threshold, but ocials at local school districts said a more stable system is preferable. Pearland ISD Superintendent Larry Berger said the dependence on ADA for state funding has contributed to budgetary concerns for the district, which is projecting

a $15.1 million budget shortfall for iscal year 2023-24. “Even though a kid may be outside of school and I may only have 96% of the kids attending on a certain day, I’m paying for 100% of the school, I’m paying for 100% of the teachers and 100% of the facilities,” Berger said. Friendswood ISD also anticipates a budget shortfall for FY 2023-24. Similar to the $3.1 million decit passed in the FY 2022-23 budget, the district expects to be short nearly

PISD budget documents state it will review its programs and services for possible budget cuts and consider a voter-approval tax rate election to increase the mainte- nance and operations tax rate. Meanwhile, Alvin ISD projects a $10 million surplus for the second year in a row in FY 2023-24. This is based on the assumption of an ADA of 1,000 students at the current rate, per the district’s comprehensive annual budget report for 2022-23.

“The way the law is set up, if there’s a clerical error or any kind of an error in the [property tax value assessment] worksheet, you can’t x it. So everybody knows it’s wrong, but there’s no x,” Cole said. Cole said a corrected worksheet would allow the city to work with the correct values in the creation of next year’s budget. He said he could not comment further due to the potential for litigation. The original worksheet sent to the city July 29 incorrectly listed the city’s total taxable value at about $11 billion, but the real value was about $9.5 billion. This overvaluing brought the city a $10.3 million decit. Council members did not specify the target of the potential litigation. In comments provided after the meeting, Kamkar said the city was hiring legal counsel to “possibly take this to court and force the county to do something they may end up being supportive of.”

THE CAUSE OF THE CRISIS The original tax worksheet sent to the city July 29 featured incorrect information that lead to a large overvaluing of the city’s properties and a decit.

PEARLAND The Pearland City Council authorized the hiring of legal counsel in December for potential litigation following a worksheet error that caused a $10.3 million decit and began the process of hiring a new city manager. The council voted 6-1 with Council Member Alex Kamkar dissenting to hire unspecied legal counsel. The council also tapped into government resources to assist in the search for a new city manager after it unanimously voted to re previous City Manager Clay Pearson and appoint Deputy City Manager Trent Epperson to the role in the interim in November. Mayor Kevin Cole said the city is hiring legal counsel for the purpose of acquiring a “corrected worksheet,” referring to the sheet from Brazoria County that contained incorrect information regarding property values in Harris County, causing the city’s decit.

PEARLAND At a Dec. 12 Pearland City Council meeting, the Citizens Drainage Bond Advisory Committee recommended to the council 14 drain- age projects totaling $106.17 million to be funded by a potential May bond program, which is widely supported by council members. Proposed projects include drain- age improvements to Harkey Road, the Shady Crest and Creek View subdivisions, and the southwest quadrant of Old Town. The council also discussed non-drainage items that could be in the bond, including up to $51 million in adjustments to facilities.

An engineering study for the FM 1959 detention basin has been completed, and a project kicko meeting will be held in January for the parties involved.
