Millennial migration Housing diversity, outdoor amenities drive millennial growth in Round Rock

Mike Wilson hadn’t spent much time in Round Rock until he began looking for a new home. As he and his family browsed dierent neighborhoods, he said the aordability, lower property taxes compared to surrounding cities, and the diversity of the city made purchasing their home in Round Rock a “no-brainer.” “Just seeing that mix of people, mix of race, mix of culture was really attractive to us and made us want to nd a home there,” Wilson said. Whether it’s from around Williamson County, the Austin area, out-of-state or from abroad, more millennials like Wilson are deciding to put down roots in Round Rock, a recent study shows.

8 The Goddard School A new early childhood education facility broke ground in Round Rock in April. The Goddard School provides childcare and early education for children ages six weeks to six years old. The new campus will include a multi-purpose room and multiple playgrounds. Round Rock’s Commercial Facade and Site Improvement Grant program has been updated—expanding the number of businesses along certain roads that can apply for the grant—in an effort to encourage redevelop- ment and business investment. The overview City officials in March expanded the boundaries of the grant pro- gram, launched in 2023, to include more properties along Mays Street and Round Rock Avenue. The grant program offers a Round Rock expands facade grant program

50-50 cost match, with a min- imum project investment of $5,000 and a maximum reim- bursement of $100,000. Eligible improvements include exterior upgrades such as paint, signage, lighting, landscaping and facade materials. To qualify, applicants must be current on property taxes and cannot have active code enforcement vio- lations, although city staff said the program can help property owners address certain issues. Since its launch, the program has awarded about $215,000 in grants, helping generate roughly $292,560 in total private invest- ment. City leaders said expanding the program’s boundaries is aimed at building on that momentum, particularly in high-visibility commercial corridors.

The city of Round Rock is a step closer to extending wastewater services in its extraterritorial jurisdiction, just across SH 130 near the city’s border with Hutto. What you need to know Round Rock officials approved a contract April 9 with BGE Inc. to provide engineering services for a future wastewater lift station and force main located near the intersection of CR 100 and CR 118, east of SH 130. The scope of work covered by this agreement includes confirm- ing flows as well as determining the exact location and layout for the lift station and force main. The approved contract amount is $289,298, and will be paid out of the city’s self-funded water construction budget.

The details Round Rock Public Works Director Michael Thane said the area’s geology only allows for gravity wastewater drains to flow southeasterly, necessitating a lift station and force main. Lift stations, Thane said, function by using a wet well to pump waste- water uphill back west and drain into the city’s wastewater system. What’s next? Thane said the project will take five years from start to finish, and that the city is coordinating with the city of Hutto to temporarily drain wastewater from the area into Hutto’s wastewater system until the Round Rock lift station is fully constructed. As the contract only includes engineering, a future item will be brought to council to fund the construction.

In March, Round Rock officials entered into an agreement with Travis County Emergency Ser- vices District No. 2 to coordinate fire response across jurisdictions. The overview The agreement creates a two-way automatic aid system between the Round Rock Fire Department and ESD No. 2, which

operates the Pflugerville Fire Department. Fire units from either agency can be dispatched automatically to structure fires and other emergencies in designated areas— regardless of city boundaries. The initial response period is defined as 12 hours, after which extended assistance could involve reimbursement.

New home development to be added to water service

Round Rock will add 76 acres, near the city’s border with Georgetown, to its water utility service area. The property is part of a 230-acre, in-city municipal utility district that will add about 900 homes to the area. What you need to know Round Rock Public Works Director Michael Thane said because the MUD is planned to be within city limits, it made sense to transfer the area’s water service from the Jonah Water Special Utility District. City documents show the transfer of water service is “mutually advantageous.” The city council moved to approve the measure in an April 9 meeting. How it works Planning and Development Services Director Brad Dushkin told council members in June that the MUD is a funding model that the developer uses to issue bonds and finance the construction of homes and infrastructure.

Handmade history: Round Rock Donuts reaches a century

Since 1926, lines have wrapped around Round Rock Donuts as customers wait to get their hands on the legendary light, uy treats. How we got here Round Rock Donuts originally began as the Lone Star Bakery. In the 1930s, founder Reinhold Moeh- ring began experimenting with dough recipes in an eort to produce a specialty product that would enable his small-town bakery to survive. “The original owner, when the depression started hitting, started experimenting with dough- nuts to keep the bakery alive,” Bakery manager Deanne Mohen said. “By the ‘40s, he had perfected the dough, and that’s where it all started.” What’s special about it? While some things have changed over the years, such as the shop eliminating its indoor lobby and opting for drive-thru and walk up orders, the doughnuts are still hand-rolled, hand-cut and hand-fried. The doughnuts are known for the distinct yellow color from fresh eggs. “A lot of love goes into our doughnuts,” Mohen said. “There’s a denite process. A lot of attention to detail and the atmosphere makes our dough- nuts light and uy, not greasy.” Mohen said the top-selling doughnut is a classic glazed, with chocolate covered and strawberry sprinkle rounding out the top three. The shop is now owned by Cathy Guderyahn, daughter of Jan and Dale Cohrs, who bought it from the fth owner, Charlie Baird, in 1978.

Round Rock gives second option to developer as rental prices drop

Dushkin said city staff are using the Planned Unit Development “as a template” as the department looks at other amendments to Round Rock’s zoning, comprehensive plan and development code that staff will bring to council in the coming months. If the developer chooses to go forward with the high-density housing option, it would allow up to 375 apartment units, with up to four- and five-story tall buildings. It also allows for up to 12 townhouse units per acre on the southern portion of the property. The medium-density option would instead allow up to 285 multifamily units, with three- and four-story tall buildings. Four-story buildings could not be built closer to the southern property line than any three-story buildings.

Developers of a new housing project in Round Rock now have more options after City Council approved an amendment to a Planned Unit Development April 23. Plans are underway for a housing project on a 10-acre tract of land on East Old Settlers Boulevard, which was originally designated for commercial use on the city’s 2030 Future Land Use Map. In 2023, the city amended the map to make way for high-density multifamily housing. However, developers now have a second option to bring medium-density multifamily housing after officials said rental prices have dropped in recent years. Brad Dushkin, Round Rock Planned and Development Services director, said in 2023 the high-density option “made sense economically.”
