New Bee Cave library stalls after failed bond Bee Cave City Council moved to cancel contracts for the proposed new Bee Cave Public Library construction at the April 14 meeting after residents voted against issuing bonds to fund the library last November. The gist During the November bond election, voters approved Proposition A to authorize the construc- tion of an 18,500-square-foot library. Yet, voters did not support Proposition B, a measure that would have authorized the city to issue bonds and levy a tax to fund the $19.98 million project. The bond would have increased property taxes up to $0.0148 per $100 of valuation, according to the city. Due to the lack of support for Proposition B, the project has been paused since the vote.

Lakeway considers revised permit rules Lakeway City Council provided guidelines to potentially amend the special and condi- tional use permitting process to streamline city processes April 20. This involves remov- ing the duration requirement or giving an automatic duration to permits, changing the transfer process and adjusting what is listed as special or conditional use. The background The city’s current special use permit and conditional use permit framework requires approval for many commercial uses located near residential areas. This results in a public hearing process. Since 2021, 95% of SUPs in Lakeway have been approved. City Council will later decide if the amended process should be presented to the Zoning and Planning Commission in June.

The details Bee Cave entered into a contract with Hoar Construction and Lake Flato Architects in 2023 for the planning and construction of the library. “It’s really sad that we had to get to this point,” Mayor Kara King said at the April 14 meeting. “The community spoke ... and this gives us time to see how we want to proceed with our next steps.” In March, City Council sta met with the Capital Improvement Plan Subcommittee to discuss the status of city projects, including the library. The subcommittee decided to consider the revision of the Bee Cave Public Library’s space needs through “alternative methods.”

Travis Club, a 1,500-acre development near Spicewood along the southwest shore of Lake Travis, is transitioning to constructing homes to prepare for move-ins beginning in early 2027, Travis Club CEO Leisha Ehlert said in an email. Travis Club is a residential community planned for nearly 700 custom homesites, ranging from just under half an acre to over 3 acres per site, Ehlert said. Pricing for the homesites start in the low $700,000s. Currently, 150 listings have been closed, with several more in escrow or pending, Ehlert said. Of those, over 35 homes are in the design review process, while 10 are in active construction. “Travis Club’s design review process is intended to create a unied but varied community character while celebrating the natural beauty of the property,” Ehlert said. Travis Club will feature a members-only golf course designed by Beau Welling of Frisco’s Fields Ranch West and Pelican Golf Club in Florida. Construction for the golf course began in September 2024 and is planned to be open for members on Labor Day weekend. Additionally, there will be over 30 miles of trails, waterfront recreational facilities, racquet sport facilities and the Peninsula Club, a community hub featuring a pool, full-service bar, recreational elds and courts, and other social spaces. The Lake Travis-Westlake area is home to dozens of Homeowners Associations, which Austin-area HOA management expert Peggi Brannon said play a role in a homeowner’s personal investment by helping their property appreciate. “The benet is that you’ve got a baseline contract with all of your neighbors that we’re all going to maintain the same standard of care, so we can all keep our property values growing and our net worth growing,” Bannon said. “It’s equity.” HOAs often regulate things such as trash can visibility, landscaping and exterior house maintenance, Bannon said. Instead, associations are governed by resident-elected board members, and decisions— including violations—are usually made by a majority vote. Board members are also required to follow state law and act in the community’s best inter- est just as any other commercial board would, Bannon said. “What homeowners fail to understand is that once [an HOA is] incorporated into a business, it is a commercial business and you have to operate o of commercial codes and compliance in accordance with the state of Texas,” Bannon said. “Yes, it’s your backyard, but we’re still responsible.”

Several factors that go into determining HOA fees, Bannon said, including what land the neighborhood is built on and the associa- tion’s “cost of doing business,” such as pool or landscaping costs, legal fees for violations, and maintaining infrastructure such as roads within the community. “You’re part of an incorporated business, and because of that, you’re responsible to the insur- ance for the liability and the commercial replace- ment of all the property,” Bannon said. “The reason why the association gets to say what they can and cannot do on a property owner’s prop- erty is because everybody’s property is aected by the way that everybody else’s property looks. If they install something that’s a liability that’s going to cause future damages down the road to other properties, it stops them from being sued

Some changes in recent years have included lessening restrictions on homeowners’ religious displays, and implementing a policy that prevents HOA board members and Architectural Control Committee members from being married to one another or living in the same household in order to “even out the governance of power.”

According to the Texas Real Estate Commission, information about HOAs, including the names and where homeowners can nd rules, is required to be recorded with the county.

They may end up losing out. If the guy you hired is not willing to work with you, go nd another one. Take a moment to decide if you actually like the contrac- tor that you’re choosing. ... There are stressful moments and it’s not cheap, but there should be enjoyable moments. What’s your advice to someone who’s currently debating remodeling or buying a new home? Get a good Realtor. Get somebody who knows the neighborhood. Get a real market analysis on your house and discuss the dierences. A good real estate agent can go a long way.

Thomas Ranch, an over 2,200-acre community, is progressing, Managing Director Joe Rentfro said. Thomas Ranch will host single-family and multifamily housing totaling 3,500 units. Currently, 1,300 units are in various stages of build-out, Rentfro said. Multifamily apartment complex The Oakley accounts for 500 of those units, but 100 for-sale townhomes will also be developed. Construction for The Oakley is scheduled to start in September 2026, with the first occupancies in late 2027, Rentfro said. According to Rentfro, Baylor Scott and White will provide medical services in the area. Currently, the organization is interested in providing concierge medicine and wellness care, he said. Thomas Ranch will bring a school to the community, potentially with Marble Falls ISD or a private school, Rentfro said. Community features include over 40 miles of trails, a history and cultural center, over 2 miles of river frontage, and over 1,200 acres of preserved open space. Bids for Phase 3 of Loraloma’s construction will be sent out in June or July, which includes constructing roads to connect Hwy. 71 to the north end Pale Face Ranch Road, Rentfro said.

Barton Springs Nursery has been a dedicated green space in Austin for four decades, with an equally dedicated sta to maintain it. Five years ago, couple Amy Hovis and Greg Thomas bought the nursery and have since been transforming it into a space that’s “presentable, welcoming and centering in on education and community,” Hovis explained. The background Hovis and Thomas relocated to Austin from New Jersey several years ago. After the move, one of Hovis’ rst acts was to landscape their new residence; thus, she drove straight to Barton Springs Nursery. “I used to always say, ‘I wish I could just work at Barton Springs Nursery,’” Hovis said. Her wish came true, and her ties to the nursery deepened as she leased an oce space at Barton Springs Nursery for her architectural landscaping business, Eden Garden Design. Hovis wanted to help redesign and restore the business, and when the previous owners were ready to retire, they approached her about buying Barton Springs Nursery. Regional Property Manager Keri Denson said. One week after starting tours, 10 units were already leased, Denson said. In Lakeway, the two largest population groups are those ages 45-54 and 65-74. With over 200 units, Jovie Lakeway offers resident events several times a week to create a sense of community, Denson said.

As affordability continues to be a concern in the area, multifamily developments are becoming a key option for families trying to enter the Lake Travis market, said Angel Ceniceros, leasing and marketing manager for BB Living. Nearly 48% of occupied housing units in Bee Cave were multifamily units in 2024, according to U.S. Census Bureau data. “A lot of people are starting families and have outgrown traditional apartments,” Ceniceros said. “The multimillion-dollar homes are not attainable for everyone.” In April, the median home sale price for the Lake Travis area was $600,000, Unlock MLS data shows.

Since 2014, both Bee Cave and Lakeway have seen significant total population growth, with Bee Cave increasing by over 80% and Lakeway by nearly 52%. With this population growth comes an increased demand for housing. “There’s high traffic,” Ceniceros said. “Many people that can’t get into a home yet or are looking to build in the future come here.” Jovie Lakeway has also seen high demand,
