Water Wisely Help Plano

• Water early in the morning or later in the evening. Watering with sprinklers between the hours of 10 a.m. and 6 p.m. is prohibited, as these are the hottest hours of the day. • Reduce runoff by shortening your watering times. Run your sprinklers in short cycles and wait 30-45 minutes in between to allow grass to absorb the water. • Direct spray onto landscape. Avoid accidentally watering the fence, sidewalk, street or driveway. • Inspect your irrigation system monthly. Check for broken, damaged or missing sprinkler heads to avoid wasting water. Ensure hoses and pipes are connected properly to avoid leaks and fix any breaks. Watch for upcoming sprinkler repair classes at Plano.gov/SEEDPrograms • Use compost and mulch in your yard. Compost creates nutrient rich soil that holds moisture, allows better root penetration and releases water and nutrients to plant roots. Mulch around plants keeps temperature consistent and reduces evaporation. Consider using Texas Pure Products mulch and compost – shop at • Prevent water evaporation by covering your pool. Pool covers can prevent up to 90% pool water evaporation. Visit Plano.gov/Water for more guidance. TexasPureProducts.com Twice per week watering is permitted April 1 through October 31. Once per week watering is permitted November 1 through March 31. Resident addresses with an even number (0, 2, 4, 6 or 8) as their last digit and HOA common areas water Mondays and Thursdays. Resident addresses with an odd number (1, 3, 5, 7 or 9) as their last digit water Tuesdays and Fridays. • Only water when needed and only on assigned watering days. You may not need to water if rain is in the forecast. Subscribe to WaterMyYard.org for weekly watering recommendations. Plano.gov/Watering

Water is our most precious resource, so it’s important we protect it. If we all do a small part to conserve, together we can make a big impact.

Shiloh Road construction set to finish this spring A series of projects along a segment of Shiloh Road in Plano is expected to wrap up this spring. Several projects along Shiloh Road between 14th Street and Park Boulevard are expected to be com- pleted in April, Plano Director of Media Relations Steve Stoler said. The overview Construction on the widening of Shiloh Road between 14th Street and Park Boulevard began in May 2022 and is budgeted at nearly $15 million. Stoler said that city bonds have covered $5.9 million, Collin County has contributed a little over $5 million, and an interlocal agreement with Dallas Area Rapid Transit provided $4 million. The expansion of Shiloh Road will convert it from two to four lanes, according to information on the project. About 95% of the project was complete as of late February, according to a city update.

$30M awarded for new TRE trains Dallas-Fort Worth’s Regional Transporta- tion Council awarded $30 million in federal funds to obtain new vehicles for the Trinity Railway Express. What’s happening? The funds will be used to purchase nine replacement vehicles for the TRE, according to the Regional Transportation Council’s agenda. Dallas Area Rapid Transit and Trinity Metro will each contribute $30 million in local funds to the project. “Our Trinity Railway Express rail vehicles are past their point of beauty,” Senior Pro- gram Manager Christie Gotti said. “They’re still clearly running, but they’re getting to that point that people are maybe getting uncomfortable being in those vehicles, so we wanted to help with that.”

restaurant area will be preserved. Braster said the redeveloped property will align much better with current market conditions. “The interesting thing about this development plan is that it’s going to be much more of an all-year place,” Braster said. Muns said Plano City Council carefully evaluated the property to ensure that there was not an overabundance of apartment units and that the new development fit the character of the area. Council also encouraged Centennial to get buy-in from the community. “It was something that we wanted to make sure was done right, but time was of the essence,” Muns said.

Redevelopment of The Shops at Willow Bend has been identified as a way to revitalize an underperforming commercial center. Director of Special Projects Peter Braster said there has been a decline in leaseholders that has taken place because of major tenants, such as Apple’s retail store, leaving the property. “Time is important because at some point anchors were going to throw up their hands and look elsewhere,” Plano Mayor John Muns said. According to plans shared by Centennial, up to 530,000 square feet of the existing mall will be demolished. About 400,000 square feet that includes Dillard’s, Macy’s and Neiman Marcus, parking structures, and the existing

Centennial’s purchase in 2022. Levin thinks this development could finally provide some stability for the mall, which has never estab- lished itself in the community. “It has the potential to be one of the most dynamic, communi- ty-based retail, restaurant, enter- tainment, shopping destinations in Dallas-Fort Worth,” he said.

Ownership of The Shops at Willow Bend has changed hands several times since opening in 2001. Starwood Capital acquired the mall in 2014, with plans to pump $125 million into a redevelopment, but the company lost the property in 2020 after defaulting on its loan. Two other companies, Trigild and Spinoso Real Estate had ownership of the mall between 2020 and

Diving in deeper

Many business owners are hoping that the redevelopment brings much-needed foot traffic to the mall. Brian Dunne and George Stergios, owners of Mexican Bar Company and Knife Steakhouse, respectively, both said that their restaurants in The Shops at Willow Bend’s dining district won’t be able to stay without a major revamp. “We all feel strongly that this needs to happen for us to survive,” Dunne said. “The sooner the better, because we’re hanging on by a string.” Chris Anuwe and Justin Patterson—owners of Incite, a skateboarding shop that also sells vintage clothes and sneakers—said they are also hoping the changes will bring more shoppers to the mall. But with Incite’s storefront included near the area of the mall set to be demolished, its immediate

future is less certain. Anuwe said Incite is hoping to maintain a presence online and at trade shows while he and Patterson wait for construction. But he added that the transition period will be a challenge for the mall’s small businesses. “Everybody is excited for some- thing brand new, but prior to the brand new, there’s this in-between period,” Anuwe said. “We want the community to realize that there’s still something here for them.”

"All of the small businesses here are going to have a hard time staying afloat, but we’re really trying to stick it out." CHRIS ANUWE, INCITE CO-OWNER

permits for the demolition and future redevelopment of the mall throughout 2024. Initial redevelopment is likely to begin in 2025. “Centennial had an idea to make it walkable and really bring more of a Legacy West or The Domain in Austin feel, which [are both] very successful,” Muns said.

The first of four phases is expected to add the core redevelopment of the project, which includes the new residential and retail spaces, Platt said. Information shared with council projects the full development plan to occur between eight and 10 years. Platt added that Centennial will be looking to obtain

The new regulation would allow the operation of small drone delivery hubs, which utilize aircraft weighing less than 55 pounds, within regional commercial and retail zoning districts, according to city documents. Large drone delivery hubs that utilize heavier aircraft would be required to obtain a specic-use permit. Screening would also be required for outdoor storage areas within the hubs, per city documents. Director of Planning Christina Day said screening requirements could be waived by the planning and zoning commission during its review of site plans.

Cameron Satterthwaite said his favorite things about owning Georgia’s Farmers Market are how it changes seasonally and the relationships he gets to build.

Georgia’s Farmers Market stocks fresh produce year-round

Cameron Satterthwaite is the third owner of Georgia’s Farmers Market. Georgia Massie-Machala was the original owner; then, in 2001, Satterthwaite’s grandfather Vic Woolsey bought the business. Satterthwaite was 17 years old when he started working for his grandfather. In 2018, after nine years of learning the ropes, and when Woolsey said he was ready to retire, he bought the business. The approach Tomatoes are Georgia’s Farmers Market’s No. 1 seller year-round thanks to the fact that their toma- toes are always homegrown and vine ripened, Satterthwaite said. “I like to use people who specialize in what they grow,” he said. Then/now Many customers who started shopping at Georgia’s Farmers Market as kids are bringing their own kids now, Satterthwaite said. “Even myself, I was this tall when I was checking them out,” he said, holding his hand near his shoulder. “Now I have kids.”

Tomatoes are the business’ No. 1 seller year-round.
