Friendswood to revamp downtown

Pearland, Friendswood aim to mitigate ooding, incorporate recreational space BY ANDY YANEZ

through Pearland Assistant CityManager Trent Epperson said. Clear Creek snakes around Pearland’s northern portion, moving east into Friendswood and Clear Lake, and nally into Galveston Bay. Clear Creek, “It all ties together,” Epperson said. “It’s not jurisdictional, either. Clear Creek is our border between us and Harris County, and so it’s multijurisdictional.” Pearland will work on several drainage projects throughout the year, including smaller ones such as improvements to the Brookland Acres

neighborhood, Garden Road and O’Day Road. For drainage projects incorporat- ing recreational spaces, the city is pre- paring to expand the Hickory Slough Sportsplex—which also acts as a deten- tion pond—in 2023 and 2024, and it plans to begin construction on a new portion of the Clear Creek Trail in 2022. Similarly, Friendswood has a few dual-purpose projects planned, including the Forest Bend Park deten- tion basin the city expects to begin construction on in the rst half of 2022 as well as the FM 1959 detention CONTINUED ON 18

There were several drainage projects throughout Pearland and Friendswood that broke ground or nished up in 2021, and there will be more in 2022. Both cities will take on projects this year that are designed to help mitigate ooding issues, but there is also a dierent aspect Pearland and Friendswood ocials said they look to include: incorporating recreational and green spaces with these projects when possible. PEARLAND Pearland experienced 37.89% population growth in the last 10 years. During that time, the city’s white population dropped from about 60% of Pearland’s total population in 2010 to 42.53% in 2020.

FRIENDSWOOD Friendswood’s population increased by 15.1% in the last 10 years. Unlike Pearland, Friendswood’s white population remained the overwhelming majority, making up 73.93% of its total population.

The McHard Road project that will extend the thor- oughfare from Mykawa Road all the way to Cullen Bou- levard in Pearland is still on track to nish by October, Pearland Assistant City Manager Trent Epperson said. Currently, drivers using McHard within Pearland could only go from FM 521—or Almeda Road—to Stone Road if on the west side of town, or from Pearland Parkway to Mykawa Road on the east side of town. “[The extension] is going to allow people to have additional options other than the Beltway [8] or if you’re just traveling a short distance, 518 [Broadway Street],” Epperson said. Construction for the $46.68 million project began in September 2020 and will provide the city with its fourth full east-to-west thoroughfare within the city that stretches from at least Hwy. 35 to Hwy. 288. The scope of the entire project includes the creation of a four-lane, divided roadway with concrete curbs between Mykawa Road and Cullen Boulevard. It will also include raised medians, underground drainage, new storm sewers, outfalls and detention, and the installation of ve trac signals at secondary roads, according to the city of Pearland. Once the project is fully complete, travelers on

The Texas Department of Transportation is working on a Friendswood Drive sidewalk project from FM 2351, or East Edgewood Drive, to Whispering Pines Avenue. McHard Road will be able to go from Pearland Parkway to the city’s limit on the west side at Almeda Road and beyond into Missouri City. Despite the length of the road, it is mainly zoned for residential, and city ocials expect that to remain the case with few exceptions, Epperson said. For example, Mykawa Road has general commercial and mixed-use zones. “A lot of [McHard Road] is zoned residential,” Epperson said. “There’s pockets as you get closer to Mykawa that are general commercial and some that are mixed use. A lot of it has got a large acreage … [and] is zoned residen- tial, so I don’t know if we see that changing signicantly.”

Alvin, Friendswood ISDs to focus on bond projects ALVIN, FRIENDSWOOD ISDS In 2022, both Alvin and Friendswood ISDs will be making progress on a number of projects from the districts’ 2018 and 2020 bonds, respectively. AISD’s $480.5 million bond, which is the largest yet for the district, was approved by voters in November 2018. There are eight projects in total: Two are underway; two are completed; and four are in planning stages. BOND PROJECT BREAKDOWN Both Alvin ISD and Friendswood ISD will make progress on major bond projects in 2022. PROJECT TIMELINE COST FRIENDSWOOD ISD Friendswood High School renovations and additions April 2022-summer 2023 $51.6 million New Cline Elementary School March 2022-summer 2023 $37 million

School board elections to happen in May, November Pearland, Clear Creek and Alvin ISDs will hold elections May 7, and Friendswood ISD’s election will take place Nov. 8. The ling deadline is Feb. 18 for the May election, while the deadline is Aug. 22 for November. In PISD, three positions will be up for election in May: Positions 5, 6 and 7. Also in May, two AISD and two CCISD positions will be on the ballot. Position 5 and Position 4 are up in AISD; District 1 and the at-large Position B will be on the ballot in CCISD. In November, three FISD positions will be on the ballot: Positions 5, 6 and 7. Manufacturing company to build complex in Alvin ISD Maxter Healthcare plans to break ground in 2022 on a manufacturing complex within Alvin ISD boundaries that will eventually provide jobs to more than 1,000 local residents. The company, a subsidiary of Malaysian glove maker Supermax Corp., plans to build a 200-acre complex in Brazoria County, according to materials presented to AISD’s board of trustees by Eric Geisler, president of Economic Incentive Services, Dec. 13. “We’ve been told that this project is the biggest [initial job creator] that Brazoria County has ever seen, so it’s a great opportunity for diversifying the economic base here,” Geisler said. The eastern portion of the planned complex is within AISD boundaries just west of Hwy. 288 at the intersection of CR 52 and CR 48. Construction is estimated to begin in the rst quarter of 2022.

ALVIN ISD Iowa Colony High School replacement

This year, one campus will open, and three will break ground. In the summer, construction will begin on the new LeRoy Castro Junior High School, which will open in fall 2024. The board of trustees Dec. 13 heard a presentation on the junior high school’s schematic design from AISD Director of Building Program Bill VanWagner and Brendon Homan with architecture rmHuckabee. The campus will be on the same site as the new $132.5 million Iowa Colony High School, which is near the intersection of Iowa Colony Boulevard and Davenport Parkway; the high school will open this fall. The new $49.5 million junior high campus will feature a centralized library with gyms and ne arts spaces on one side of the building and admin- istrative oces and special programs and services on the other. “We used the same architectural language [as the high school] to keep that low-prole, functional layout,” Homan said. AISD will also break ground on Barbara Bennett Elementary School and the Alvin Elementary School

replacement this fall, per district ocials. The $26.9 million Barbara Bennett Elementary will open for students in fall 2024. Ocials said designs for the Alvin Elementary replacement will be pre- sented at the Jan. 11 board meeting after press time. The $28.2 million campus will also open in fall 2024. Meanwhile, FISD will focus on two projects this year from its 2020 $128 million bond. The Friendswood High School renovations and addi- tions as well as the replacement of Cline Elementary School are both expected to begin construction in April and March, respectively. The high school project has been budgeted for $51.6 million, while the new elementary school has been budgeted for $37 million, according to agenda documents.

Both projects are set to go out for bid in February and March with contracts being awarded in the next month and construction beginning in the month after that and continuing through 2023. “The rst part of the year is getting nal bids and awarding contracts, and then I think the community will see a lot of progress and work taking place over the second through fourth quarters of 2022,” FISD board Presi- dent Tony Hopkins said. Once both projects are underway, FISD trustees will turn their attention to the smaller bond projects. “We’re getting the big projects out of the way, which is probably about 80% of the bond, and we’ll move to the smaller projects ... along with the priority maintenance items across the district,” Hopkins said.

Friendswood to continue focus on downtown revamp

FRIENDSWOOD Downtown revitalization projects in Friend- swood will continue in 2022. The city will install new street lights across downtown to create uniform lighting for the streets and pedestrians with construc- tion set to begin in the third quarter of 2022, Assistant City Manager Steven Rhea said. Additionally, the city also plans to install new downtown street signage in the rst quarter of 2022. Once the Texas Depart- ment of Transportation approves the color scheme, council and the Friendswood Downtown Economic Corp. will see it. Finally, a TxDOT project to invest $2.77 million in sidewalk, curb ramp and trac signals on Friendswood Drive from FM 2351 to Whispering Pines Avenue is set to nish in April, Rhea said.

Pearland, Friendswood update comprehensive plans PEARLAND, FRIENDSWOOD Both the cities of Pearland and Friendswood are in the midst of updating their comprehensive plans, which will guide each city with future development and service needs. began updating the city’s comprehensive plan in late 2021 and aims to get an updated version to City Council by mid-2022, Pearland Community Development Director John McDonald previously told Community Impact Newspaper . The city last updated its plan in 2015. Meanwhile, Friendswood looks to have its compre- hensive plan updated by December; it was last updated in 1998. The planning committee hopes to present a nished plan on how to update the comprehensive plan by February, according to Friendswood Director of Community Development Aubrey Harbin.

Manvel Town Center work continues Grocery store chain H-E-B will open a new location in 2023 in Manvel as part of Manvel Town Center, an in-progress development. Manvel Town Center is a 273-acre development located at Hwy. 288 and Hwy. 6, according to developer Weitzman’s website. While some other tenants have already been named, H-E-B will anchor the project and open in 2023 after breaking ground last June, according to Lisa Helfman, senior director of H-E-B public aairs for Houston. Other conrmed tenants include Jersey Mikes, Marble Slab, McDonalds, Smoothie King and Whataburger, according to Weitzman. Texas’ second Great Wolf Lodge sets sights on Webster Great Wolf Lodge, an indoor water park resort, will open in Webster, according to city agenda documents. The purchase and sale agreement between the city of Webster and Great Wolf Resorts was approved at the Nov. 16 Webster Economic Development Corp. meeting. In November 2020, the WEDC spent $2 million to buy a 35.36-acre tract of land to accommodate the new attraction, per agenda documents. The contract did not include the park location or build-out timeline. Webster Economic Development Director Betsy Giusto declined to comment on the park and directed all questions to Great Wolf Resorts but did say a formal announcement might happen in the rst quarter of 2022.

Tannos Development Group to break ground on 2 Friendswood projects

The development is expected to be completed in 2024 and is estimated to cost around $31 million to build. Tannos said he expects the development will bring more business to Friendswood and create more jobs for the city. “We know that the housing market in Friendswood is ever expanding [and] ever growing,” he said. “We know that people are moving here. We are trying to bring more higher-paying jobs to the city.” Tannos Development Group will also break ground on the 1715 Project—a 106,000-square-foot Class A medical oce building—in the rst quarter of 2022, located at 1715 S. Friendswood Drive, Friendswood. No tenants have been conrmed for the $20 million project, Tannos said. Construction is expected to start in the rst quarter of 2022 and will be completed in the third quarter of 2023. Meanwhile, Friendswood City Council Member Trish Hanks brought up concerns over the 1715 Project at the Dec. 6 City Council meeting, saying there has already been congestion near the construction site before it started. “Especially since Mr. Tannos is going to be building another building there, … there’s going to be more conges- tion,” Hanks said. However, Tannos said the building should not add more trac to the area. Both projects are part of a larger $100 million investment into Friendswood’s downtown and surrounding areas that is expected to be fully complete in the next ve years, Tannos said.

A newmixed-use development will break ground in Friendswood in 2022. Construction on the Albritton, which is funded by Tannos Development Group, is expected to begin in either the second or third quarter of 2022. Located at 408 S. Friendswood Drive, the development will contain 112 Class A apartment units on the top three oors with the bottom oor being devoted to 20,000 square feet of retail space, according to Tannos Development Group President Louis Tannos. One side of the building will feature 11,000 square feet of chain retailers, while the other side will feature 9,000 square feet of small businesses, Tannos said. “We’re going to try to target national-level chains for the front that will also allow a small boutique or a small cafe,” he said. One of the features of the space is it will have a multilevel parking garage on the inside of the horseshoe-shaped development, allowing it to not be seen from the outside. It will also include a new park area with walking trails, park benches and covered eating areas.

improving recreation in the city. Friendswood’s Forest project along FM 528—or East Parkwood Drive—between Townes Road and Clear Creek will help with future ood-reduction projects within the city limits, Arias said. The project is still in its engineering phase, he added, but is expected to begin in the rst six months of 2022 and take a year to complete. Friendswood is working with a consultant to determine the viability of diverting water from other areas to Forest Bend, which once complete can help with other eorts such as a terracing project near the former public works facility on Deepwood Drive, where Clear Creek and Cowart Creek converge, Arias said. “This mitigation must be in place before other types of ood-control projects may come online to mitigate any potential downstream impacts by those projects,” Arias said. Bend Park detention basin The $3.1 million Forest Bend detention project is funded primar- ily by a Community Development Block Grant the city received from the Texas General Land Oce, Arias said. As a part of the project, Friend- swood will also improve, expand and add lighting to existing trails in For- est Bend Park, Arias added. Meanwhile, early modeling for Friendswood’s FM 1959, or Dixie Farm Road, detention basin project shows the area between Lott Avenue

and Clear Creek, which includes a neighborhood, could see as much as a quarter of a foot decrease in ood level, Arias said. Like with the Forest Bend project, a signicant benet to the project is that it is needed to set up future ood-control projects, he added. Friendswood and Harris County Flood Control District bonds as well as American Rescue Plan funding are all sources that have been consid- ered for the proposed project; how- ever, Harris County Commissioners Court could also potentially commit funds for the project, Arias said. The project could cost up to $38 million, he said. Pearland projects For projects that incorporate recre- ational and green spaces in Pearland, the city is working on two projects that will not be completed within 2022, but the process for them is already underway. The city is looking at expanding the Hickory Slough detention pond, which is located at the Hickory Slough Sportsplex on Hughes Ranch Road. The project is expected to n- ish design in 2023 and begin con- struction in 2024, Epperson said. It is solely funded by 2019 general obli- gation bonds and is expected to cost $4.24 million, he added. The Hickory Slough Sportsplex itself features a 153-acre detention pond that also serves as six soccer

elds when they are not lled with stormwater, which is a dual purpose Pearland values, Epperson said. “We’re always looking for dual purposes,” Epperson said. The John Hargrove Environmental Complex located on Magnolia Park- way is an example of the dual-pur- pose use Pearland seeks with some of its projects. The 85-acre land includes the Delores Fenwick Nature Center, a recycling center, waste- water treatment plant and 2 miles of trails around two large detention ponds, said Cullen Ondracek, natu- ral resources manager for Pearland’s Parks and Recreation Department. The city of Pearland, through the Pearland Economic Development Corp., has also collaborated on the Clear Creek Trail project with dier- ent organizations. Pearland is mainly focusing on the recreational aspect along Clear Creek within its boundaries, mainly creat- ing a 21-mile trail that will eventu- ally stretch from FM 521—or Almeda Road—on the west side of town to Dixie Farm Road on the east. On the drainage side, the U.S. Army Corps of Engineers allocated $295 million for drainage improvements in the Clear Creek Watershed in 2018, which includes HCFCD's Clear Creek Federal Project near Pearland. The drainage work by HCFCD includes making improvements along 15.1 miles on Clear Creek from Hwy. 288 to Dixie Farm Road, adding
