Sewell was selected as a charter dealer for INEOS Grenadier and is one of only 19 dealerships in the U.S. INEOS Grenadier is a new automotive brand and a subsidiary of U.K.-based INEOS, a global petrochemical company. 6 Kroger Marketplace Construction officially began on a new Kroger Marketplace store in north Plano. The 124,000-square- foot store at the southwest corner of SH 121 and Coit Road broke ground on Sept. 20. The store is scheduled to open in late 2024 and is expected to create 100-150 jobs in the area, according to a press release from Kroger Co. The new Kroger Marketplace will be replacing the existing store across the street, located at 9700 Coit Road. Along with a full-service grocery, the new location will feature a Starbucks kiosk, Murray’s Cheese counter, 18 fueling stations, a pharmacy and more. 3 Hideaway Pizza Hideaway Pizza was set to open a new location in Plano Oct. 17, as of this publication’s press time. The restaurant offers different signature pizzas, including a build-your-own pizza with dozens of topping combinations. Hideaway Pizza also has pastas and sandwiches on the menu. Asphalt improvement continues in Plano Work to improve the asphalt on sections of Los Rios Boulevard, Parker Road and Hedgcoxe Road has begun, Plano Public Works Construction Superintendent Chris Best said. The timeline Construction on Parker Road and Hedgecoxe Road is set to nish this month, while construction on Los Rios Boulevard will extend into November.
Work on Shiloh road will include adding lanes, bike lines, replacing sidewalks and more.

Shiloh Road expansion nearing nish line Construction on the expansion of Shiloh Road in Plano is over 50% complete with work expected to be nished by the end of 2023. According to a city news release, the expansion of Shiloh Road between 14th Street and Park Boulevard to a four-lane divided roadway includes several other improvements.

Rental task force presents rst ndings The rst phase of a Plano short-term rental study is wrapping up with ndings reports before the planning and zoning commission and council. Three major ndings denoting a mainly negative opinion, acceptable short-term rentals in certain circumstances and a desire for more strict regula- tion were presented before the commission during its Oct. 2 meeting. A study of short-term rentals was agreed to after council approved a one-year interim short-term rental ban in May. Quote of note “It seems to us, as your facilitators, that (the task force) been a very positive experience,” Gap Strategies Principal Je Barton said. “I know there are some people that still have a lot of concerns about what that end product will be and some of the ner points, but we have reached some consensus on key ndings.”
Council OKs weather shelter exemptions The Plano Planning and Zoning Com- mission has approved proposed changes to temporarily expand weather shelter capacity and waive operating day limits. Commissioners approved the amendment to provide exemptions from the 14-person capacity and 30 calendar day annual oper- ating limit for temporary accessory housing structures within the city during the Oct. 2 meeting. Two-minute impact City Planner Conor Campbell said emer- gency shelters operated by the Salvation Army were at risk of having to turn away individuals because of the capacity limit. The changes would only apply in the event of a disaster declaration, Campbell said.
Pedestrian bridge, sidewalk funds OK’d A pedestrian bridge over Pittman Creek is one of a few pedestrian projects to receive over $1.5 million in funding during the Sept. 26 Plano City Council meeting. Funding was awarded to Ratli Hardscape to perform construction on sidewalks, waterlines and replace a pedestrian bridge across Pittman Creek on Lakeview Trail. Two-minute impact Most of the construction will take place near East Park Boulevard, with the exception of the pedestrian bridge along Lakeview trail. The following streets will be impacted by the construc- tion, according to a council memo. • East Park Boulevard

Water lines will also be replaced. Barrier-free ramps and other accessible connections for the sidewalks and pedestrian bridge are included in the contracted work. The memo states that without update the bridges would be non-compliant with the Ameri- cans with Disabilities Act. The projects are funded as part of the streets capital improvement program, per the memo. The total cost for the projects is estimated to be around $1,515,471.

The overview
As Collin County’s population grows, so does the number of animals and pets housed at its animal shelter, county officials said. The shelter expansion is desperately needed, said Joanie Brown, a Collin County Animal Shelter animal control officer. The shelter was built in 2006 and has not been expanded in that time. “[The shelter hasn’t] grown so we’re just extra full with having to house all the extra animals,” Brown said. Collin County cities, such as Frisco, McKinney, Prosper and Celina, contribute animals to the shelter through their individual animal control departments, Development Services Manager Misty Brown said via email. Other entities, such as Plano, have their own shelters available. County population growth also has led to a need for more outdoor spaces, officials said. Some bond funds from Proposition D are earmarked to improve Plano parks. Three Plano parks are recommended to receive funding to cover portions of three outdoor space projects. The funding for the projects was requested by city officials.

County officials said the road projects are expected to include: • Rebuilding county roads that are projected to be overloaded • Developing regional corridor roadways • Improving city thoroughfares Some roadways within the county see 10,000 cars a day, Public Works Director Jon Kleinheksel said. Beyond traffic numbers, large trucks used for development construction are causing wear and tear on existing roads, so upgrading those roads and creating new ones is essential, he said.
Collin County officials point to the county’s continual population growth as the main reason behind the $683.4 million bond package voters will consider as part of the Nov. 7 ballot. County officials are looking to make infrastructure and facility improvements due to their increased use by the growing population. “Growth is the big issue,” county Engineering Director Clarence Daugherty said. “Collin County is one of the fastest-growing counties in the country, and that just puts a strain on all the services in the county.” Daugherty worked with the county planning board, which organized the bond package for the commissioners’ approval. Proposition A would include an expansion of the justice facilities. Proposition B would

As the population increases in the county, it also means more cases the medical examiner will need to process, Daugherty said. Proposition C looks to replace the existing medical examiner’s office with a new one that will be larger and better equipped, Daugherty said. • The project would be partially funded for nearly $4 million by the American Rescue Plan Act. • The original building was built in the 1980s.

County’s debt tax rate The debt portion of the county’s tax rate has been decreasing over the past few years.
The bond, if passed, will not increase the county’s debt tax rate, Daugherty said. Though the tax rate is almost 6% lower than previous years, 2023 average home values are nearly 14% higher than 2022, according to a county presentation. “The law limits the increase of taxable value to 10% per year if you have a homestead exemp- tion,” Daugherty said. Roughly, the debt tax rate will be about the same rate residents saw last year, he said. The average Collin County homeowner will see a $7 increase in their tax bill that will go to debt service, Daugherty said.
The planning board narrowed the bond scope for commissioners. “We really do feel like we’re kind of behind a little bit on where the growth is,” board Chair Rusty Glover said at an Aug. 7 commissioners meeting. Collin County’s population is set to nearly triple to 3.4 million people near 2070, Daughtery said. “This growth is not something new,” he said. “It’s not just a flash in the pan.”

Plano ISD joins lawsuit against TEA Plano ISD is the latest of more than 60 Texas school districts to join a lawsuit against the Texas Education Agency over its failure to adequately notify school districts on the changes made to the way account- ability ratings are calculated. The big picture The scores will be based on an adjusted criteria that district officials believe would show “the misleading appearance of declining school performance,” according to a resolution passed by the PISD board of trustees. The resolution goes on to state that lower A-F accountability ratings would impact enrollment and property values within the district.
Plano ISD to consider closing schools With enrollment numbers continuing to decline, Plano ISD officials could look to close campuses. What’s happening? The district’s board of trustees approved the formation of a long-range facility planning advisory committee, which will make recommen- dations on “building and property efficiencies,” according to a resolution passed during the board’s Sept. 19 meeting. The committee will be looking into the following options:

Family toee recipe turns into family business At Texas Toee in the heart of Plano, a family churns out a nearly 200-year-old recipe. The recipe is a family secret between co-owners John and Michele Sparks, as well as their daughter Kore Webb and her husband, Derik. It traces back to Michele’s grandmother, Kore said. “We are ve generations in on the candy business,” Kore said. How it happened The Sparks had operated a banking software business from their home and would send clients homemade toee, Derik said. Challenges arose in the 2008 nancial crisis but the demand for toee stayed steady. After some time, John looked at Derik and said, “Maybe I should be in the
