Kyle council OKs company’s Foreign Trade Zone application An advanced materials manufacturer serving the semiconductor industry in Kyle could see significant annual tariff savings after a City Council vote April 7. The overview ENF (Kyle) Technology LLC has an active application to designate its facility as a Foreign Trade Zone, according to agenda documents. An FTZ designation could save the company approximately $300,000 in tariff duties each year. The council approved a letter of no objec- tion in support of the company’s application. Companies established as an FTZ can import goods without paying tariffs or federal duties until the goods enter the U.S. market. Exports from the zone are not taxed. The company has invested in equipment at the Kyle site and can expand the region’s growing semiconductor industry under the FTZ distinction, agenda documents state. San Marcos City Council advances increased data center restrictions The San Marcos City Council is updating its Land Development Code and Design Manual, in part to address new types of development. The council voted to increase restrictions on data center development at an April 21 meeting. What happened City staff proposed an update to the Land Use Matrix to add data centers to the system as an indi- vidual line item, according to agenda documents. San Marcos citizens have voiced concerns about data centers in the city due to their water use and environmental impacts. Further restricting data centers through the LDC will ensure the city council can fully review proposed projects before approval. Mayor Jane Hughson proposed an amendment that was approved by council,
Buda updates transportation plan The city of Buda’s Transportation Mobility Master Plan, or TMMP, details active trans- portation projects throughout the community and guides the development of future proj- ects. The City Council approved an update to the plan on April 7. The whole story The 2026 TMMP update reflects the current conditions of city roads, provides updates to transportation project cost estimates, and details additional project needs that will direct city planning and growth, according to a Buda news release. New projects and updated street juris- dictions are also outlined in the 2026 plan. The plan provides details on road projects, including multiple downtown streets and projects funded through the city’s 2021 bond.
Zooming in The San Marcos City Council voted on a variety of amendments to the city’s development code pertaining to additional restrictions on data centers at an April 21 meeting.

While the City Council voted on the data cen- ter-related amendments at the April 21 meeting, the changes have yet to be finalized. The amend- ments are part of a larger agenda item to approve all suggested updates to the city’s LDC and Design Manual. Council will vote on the final reading on May 19, after press time.
Hays County point-in-time counts Observed cases represent individuals who could not be approached or did not wish to participate. The decrease in sheltered persons between 2025 and 2026 is due to weather conditions. Surveys are held on the same day across Texas. The 2025 census was on a cold-weather day, leading more homeless residents to use shelters, according to Hays County Homeless Coalition officials.

Hays County reports point-in-time homelessness data The Hays County Homeless Coalition presented the 2026 point-in-time data to the Commissioners Court on April 14, showing an increase in unshel- tered residents and indicating a possible need for more access to transitional housing. Zavala, Armstrong secure HCISD board seats Hays CISD voters cast ballots in the May 2 uniform election, electing representatives to the Hays CISD board of trustees. Zooming in Canvassed results show Alex Zavala, Katy Arm- strong and Incumbent Raul Vela Jr. have secured seats on the HCISD board of trustees. The board canvassed votes for the election during a special meeting on May 11. In the race for the at-large position, Zavala secured 706, or 54.48% of ballots, against oppo- nent Ashlee Thurston, who had 590, or 45.52% ballots cast in their favor. Armstrong secured 189, or 63.64% of votes in the race for the Single-Member District 2 seat, with candidate Jose Luis Perez securing the remaining 36.36% ballots, according to a report from HCISD.
SMCISD adopts new 2026-27 calendar San Marcos CISD staff and students will see a slight change in their upcoming academic calendar. The board of trustees adopted an Additional Days School Year cal- endar, which will add six instructional days to garner more state funding for SMCISD’s summer learning program. The board voted at an April 20 meeting to rescind the 2026-27 academic calendar approved in January and adopt a new calendar in line with ADSY. Remember this? The board first considered the ADSY calendar at a March 23 meeting. According to Chief of Communications Andrew Fernandez, the calendar would add up to 30 half-days, which would generate funding through the Texas Education Agency.

Since its late 2025 return to downtown, Buda’s historic train depot has seen significant changes recently in both physical appearance and practical use. The structure will soon house the city’s newest economic development project, The Depot on Main. The interior of the train depot will be converted into a retail business incubator and community marketplace, according to the Buda Economic Development Corp., or BEDC. Participating business owners will have access to below-market-rate retail space to establish themselves in the city and grow their consumer base. “It’s an opportunity for home-based businesses or startups to have a presence on Main Street at below market rental rate for a shorter period of time,” BEDC CEO Jennifer Storm said. The program will prepare owners for a full-rent retail space and allow them to test their products in the market, Storm said. One-to-two-year leases will be available.

About the program

Business owners who are selected to occupy a space at The Depot on Main will follow strict program timelines to prepare them for the eventual transition to a full-market-rate retail space in Buda. “The hardest part is going to be that [leases] will have to last a short amount of time,” Storm said. “The goal is to really help businesses get their footing.” The city of Buda entered a nancial partner- ship with the BEDC for the project, Buda City Manager Micah Grau said. The city will assist with the site’s maintenance once complete. “We have a wonderful, vibrant downtown now, but we need more retail and shopping opportunities to continue to drive people to our downtown,” Grau said. “We think this is going to be a driver for [the] downtown economy.”
Retail incubator space in the train depot will be prioritized for businesses that have completed or are enrolled in the Buda HIVE Cohort, a training program that provides support to local businesses. “We want to make sure they have business plans, nancial documents and everything they need to succeed, and [The Depot on Main] just gives them a physical place to sell their wares,” Storm said. The depot project oers a “crawl, walk, run” pathway of growth for business owners: • Crawl: Producers sell their products in The Collective Marketplace without a full-time commitment. • Walk: Business owners rent a dedicated incubator space in the train depot for one to two years. • Run: After establishing a consumer base in Buda, owners move to a full-market-retail space. “We have a lot of great entrepreneurs with great
ideas coming through the HIVE,” said Brian Dyer, The Depot on Main development work lead. “I think it’s brilliant to give a pathway for these folks to true-up their product.”

As a result of City Council approval in March, the train depot will be launched in phases, according to the BEDC. Construction on the building’s interior will start by the end of May, followed by exterior site work, according to Dyer. Buda home gifted to Marine veteran A U.S. Marine veteran wounded in combat is settling into a mortgage-free Buda home with his family after receiving the keys through a veteran support program in March. Sgt. Luis Valadez said he was inspired to enlist in the Marine Corps after the attacks on Sept. 11, 2001. He served ve years as a Field Artillery Cannoneer, deploying overseas to Japan and Iraq, where he was wounded in combat. He was awarded the Combat Action Ribbon and Iraq Campaign Medal, among other honors, accord- ing to ocials with the Military Warriors Support Foundation, or MWSF. The Valadez family was escorted to their new home on March 19 by the Austin Patriot Guard Riders, where they were welcomed by neighbors. “We’re just so grateful right now,” Valadez said, adding that he and his family are excited to call Buda home.
