LSCTomball Community Library renovates teen space

In partnership with the Tomball Economic Devel- opment Corp., renovations were done at Lone Star College-Tomball Community Library’s teen space. “This is like their home away from home,” Young Adult Program Specialist Rachael Wells said. The big picture The renovated teen space was completed in December, Young Adult Program Librarian Victoria Allums said. The renovations include TVs; new tech- nology such as game consoles and iPads; a digital touchscreen table; and new mobile furniture. Allums said teen participation in the library’s programs has increased since the renovation. “It’s really nice to be able to walk by and see so many of them in the room using it,” Wells said. How we got here In January 2020, the TEDC partnered with the library to create the Tomball Innovation Lab, a space that features technology community members can

Tomball opens new $7.4M fire station

On Jan. 13, the Tomball Fire Department and Harris County Emergency Services District No. 15 held an open house for the new Station No. 4, located at 10333 Mahaffey Road, Tomball. “We are super excited that it’s open,” Tomball Fire Chief Joe Sykora said. How we got here The city and ESD 15 officials broke ground in June 2022, Community Impact previously reported. ESD 15 was formed over 15 years ago, and the first station it funded was Station No. 5 along Telge Road, which opened in 2016. “While we were just finishing Station [No.] 5, I saw this area developing and started looking for land over here and found some,” said Randy Parr, Tomball council member and former Tomball fire chief. “[I] did a presentation to the [ESD 15] com- missioners, and they agreed with it. ... We ended up getting the commissioners to go ahead and go along with purchasing the land here, and that was

six years or seven years ago.” The specifics

Sykora said the new station, which cost $7.4 million, was built to house firefighters for the next 50 years. It includes a decontamination area and a laundry room built for firefighters’ gear. “Once [firefighters] come back from a fire, they shower in there before they go inside the station,” Sykora said. “So the goal is to keep any carcinogens that we have on us outside of the station.” The new station is fully staffed with nine fire- fighters, Sykora said. The department intends to expand the station’s staff capacity to 12 firefight- ers over the next three years. “[The new station] covers from Willow Creek almost to the railroad tracks at Main Street in Tomball, goes as far north as the Montgomery County line, and as far south as Medical Complex and Hufsmith-Kohrville,” Sykora said.

Tomball hosts open house for comprehensive plan

Tomball council votes against term limits Tomball City Council voted 1-4 against approving a proposition that would create term limits during a special meeting Feb. 9. What happened On Feb. 9, Tomball City Council approved sending all propositions to amend the city’s charter except Proposition F—which outlined term limits—to voters in May. They voted on Proposition F separately, voting it down 1-4. Council member Dane Dunagin voted in approval; council mem- bers John Ford, Mark Stoll, Derek Townsend and Randy Parr voted against. The term limits proposed were four con- secutive full terms, or 12 consecutive years, whichever is longest. Council members then would not have been eligible to be elected until they were out of office one full year.

Dozens of community members attended Tomball’s comprehensive plan open house Jan. 31 at the Tomball Community Center. “The comprehensive plan is the document that, in the next five to 10 years, you are telling your city what you want them to do,” Mayor Lori Klein Quinn said at the open house. “This comes from you. This is your plan.” What happened Residents were invited to share their thoughts and opinions on the city and its future for the new comprehensive plan. Attendees were invited to use Post-its and dot stickers to mark up various posters on different aspects of Tomball, such as downtown, its streets and its land uses. During the open house, Alexis Garcia, a project

manager with engineering firm Freese and Nich- ols, gave a presentation on what the plan entails. How we got here Last May, Tomball City Council approved an agreement with Freese and Nichols to spend $450,000 developing updated comprehensive, future land use and major thoroughfare plans, Community Impact previously reported. The city’s last comprehensive plan, adopted in 2019, included information on topics such as the city’s existing conditions, visions and recommen- dations for Tomball and plans for implementation.

Montgomery County ESD 10 completes $2.6 million renovation on Station 183 Montgomery County Emergency Services Dis- trict No. 10, which provides firefighting services in Magnolia, held an open house and ribbon-cutting Feb. 15 for the newly renovated Station 183. In a nutshell MEADOWSWEET DR.

“Everything came out down to the red iron; the slab was modified for additional plumbing; the addition was set on the southern end of the build- ing, and we built everything back,” Grant said. Funded by ESD 10, the $2.6 million renovation was completed in late 2023. “This new facility will make a difference in many people’s lives,” ESD 10 board President Larry Smith said.

Tomball City Council approves alleyway amenities package

Montgomery County approves broadband The Montgomery County Commissioners Court approved a $590,000 project during a Feb. 6 meeting aimed at bringing public Wi-Fi and fiber internet access to Magnolia. The breakdown The project will provide fiber internet and public Wi-Fi at several county locations: • Magnolia Annex • Community Development Center • Montgomery County-Magnolia Horse Arena • Magnolia Little League Park • Magnolia Youth Park Fiber lines will be installed from the Mag- nolia Annex to the Precinct 2 traffic control and signal office and the recycling center.

During its Feb. 5 meeting, Tomball City Council approved the Tomball Economic Development Corp.’s project for alleyway amenities. What’s happening The TEDC will spend $1.19 million to fund the amenities package for Phase 1 of the city’s alleyway project, which will make the alleyways more walkable and add a new public restroom downtown. The amenities package includes entry arch gateways; decorative string lights; masonry seatwalls; lighted entry markers; planter pots, soil, flowers and drip irrigation; lighting and electrical. “What this agreement lays out is that the EDC will fund this project, but the city will bid it, and own and maintain those improvements,” TEDC Executive Director Kelly Violette said.

The 1,600-acre community will house 1,000 families, according to the news release. Four Tomball ISD construction projects to be funded by the district’s $494.46 million bond— approved by voters in 2021—reached their next phases at the Feb. 13 TISD board meeting. In a nutshell One of the main projects discussed at the Feb. 13 meeting was the renovation of Tomball High School’s Career and Technical Education class- rooms. Trustees unanimously approved—with board Assistant Secretary Michael J. Pratt absent—the $8.38 million general contractor agreement with Millennium Project Solutions. The CTE classrooms will be built inside the school’s former agriculture center, and renderings of the project will be presented at an upcoming meeting, Superintendent Martha Salazar-Zamora said. The renovation will have an overall budget of $10 million, according to meeting documents.

Magnolia ISD passes chaplain policy

MISD approves 2024- 25 school calendar

According to Senate Bill 763, a school chaplain:

• Can be employed by a school district to provide support, services and programs for students as assigned by the board of trustees • Can offer mental health support and behavioral health services • Is not required to have the same certiication and training as traditional school counselors • Must meet other applicable state requirements

The Magnolia ISD board of trustees accepted a resolution to allow the district to employ or use volunteer chaplains as needed at its Feb. 12 meeting. The bottom line Senate Bill 763 was passed in 2023, requiring school boards to vote before March 1 on whether a district will adopt a policy allowing the chaplains to volunteer or be hired by the district. “This originally started with the idea that there are some school districts that may not be able to nd enough certied counselors to meet the needs of kids in the areas of mental health, trauma response and counseling services,” Deputy Superintendent Jason Bullock said. “We don’t have that problem in Magnolia ISD.” Bullock said all the counseling positions across MISD are currently lled by certied counselors.

In the Tomball and Magnolia area, three ZIP codes qualify as child care deserts: 77375, 77355 and 77362. To determine child care deserts, Children at Risk ocials used 2022 U.S. Census Bureau data to dene a child as eligible for care if they were age 5 or younger and both of their parents were employed. Kim Kofron, Children at Risk’s senior director of education, said she believes access to child care has been a problem statewide for decades but was further complicated by the pandemic. Kofron said Texas had around 17,000 early child care centers before the pandemic hit in 2020. While that number had fallen to roughly 12,000 in 2021, she said the number of providers has rebounded to around 14,000. Despite the increase, Kofron said more than 70,000 kids throughout the state are currently on waitlists to receive early child care. Hockley resident Kadie Sellers said she applied to a handful of child care centers around Tomball and Cypress two months before her child was born in January 2023. “I waited until I was in the third trimester of my pregnancy, which I thought was a reasonable amount of time because I was going to be on maternity leave for a few months,” she said. “We nally got a call for a spot in October. [My child] was 9 months old.” Matt Evers—co-owner of several Primrose Schools, including a location in Tomball—said he believes parents should apply at least six months in advance of the date they want their children to attend. He said that wait can increase to as much as two years for infants.

Kofron said the industry could take a hit with the loss of federal relief funds. According to the nonprofit’s report, the relief funds helped support more than 80% of child care centers in Texas. “Really, what that extra money provided was a bedrock of funding that allowed centers to pay their staff more—to be able to keep tuition lower for families,” Kofron said. “That money is gone now.” Annette Collins, executive director of God’s Grace Learning Center in Tomball, said she used relief funds to raise wages and provide other perks. “Any hourly job is hard to retain staff, so those funds put us in a position where we can pay our staff better,” she said. “That attracts a different type of clientele and staff as well.” Leylea Dumstorss, director of A Child’s View in Magnolia, said operation of the day care has not changed with the loss of federal funds, aside from finding it harder to hire quality staff. “We are paying a little bit better than what the average facilities are, but we are finding as we

expand and grow it is becoming a challenge to hire staff,” she said. “We have the kids; we are just needing the teachers.” Kofron said the funding loss coupled with infla- tion could lead child care providers to raise tuition rates that are already too high for many families. According to a 2023 analysis by nonprofit Council for a Strong America, the nation’s child care crisis costs $122 billion in lost earnings, productivity and revenue from parents, businesses and taxpayers every year.
