Tomball’s new assistant city manager shares priorities for first year The city of Tomball appointed Sakura Moten as its new assistant city manager Nov. 3, and she offi- cially began the role Nov. 17, as previously reported. Moten, who brings more than 20 years of experi- ence in municipal administration, finance, tech- nology and organizational development, recently shared what drew her to Tomball and the priorities she plans to focus on in her first year. What drew you to the role of assistant city administrator in Tomball, and what excites you most about serving this community? What drew me to Tomball is its strong sense of identity—it’s a community that values its history while being very intentional about its future. I was especially impressed by the city’s reputation and commitment to service, transparency and

thoughtful growth. What excites me most is the opportunity to help support a high-performing organization that genuinely cares about residents, businesses and staff, and to be part of a leadership team that works collaboratively to deliver results and takes pride in doing things the right way. As you step into this position, what are your top priorities for the first year? My priorities are to listen, learn and build strong working relationships centered on trust. I want to gain a deep understanding of Tomball’s operations, culture and strategic goals, while supporting staff as they serve the community. Another key focus will be ensuring clear communication, consistency in processes, and helping advance priority projects in alignment with council direction and the city’s long-term vision. Looking ahead, where do you see the greatest opportunities for Tomball over the next five years, and how do you hope to contribute to that vision? Tomball has tremendous prospects tied to managed growth, infrastructure investment and economic development, all of which are directly

Mobility study moves forward in Montgomery County Montgomery County commissioners took a step toward a new countywide transportation roadmap Jan. 15, discussing a mobility study they said will be the first to outline a 10-year plan for the entire county. Magnolia OKs $80K upgrades at city hall Magnolia officials approved a gate and fencing project tied to the Magnolia Police Department on Jan. 13. In a nutshell Magnolia City Council approved a $79,990 project proposal by Superior Fence & Rail. Police Chief Kyle Montgomery said Dec. 9 that the gate’s intent is to separate the police parking lot from City Hall’s parking lot, allowing for more security.

The study will examine corridors countywide, with the goal of creating a plan for how the county can “program and deliver future projects” over the next decade

County Judge Mark Keough said the effort began with obtaining federal funds in October 2024, followed by a formal request in Decem- ber. He said the project was then added to the Houston-Galveston Area Council’s Unified Planning Work Program—a federally required document that outlines and budgets the region’s transportation planning work—when it was approved in April 2025. Keough said the county issued a request for proposals in September 2025 and awarded the contract to Freese and Nichols in December. The project will kick off in January and is expected to take 12 to 18 months to complete,

Keough said. Once finished, he said the county plans to initiate a thoroughfare plan update. More details Keough also said the study’s cost has been reim- bursed by the Houston-Galveston Area Council, state and federal partners, calling the work “a really good thing ... and it’s never been done.”

Tomball Archive and History Center planning for public access Tomball officials got a fresh look at how the city plans to protect its own paper trail and make local history easier for residents to access. Tomball City Council received a progress update Jan. 5 on the Tomball Archive and History Center, a city-backed program designed to preserve municipal records and community history—and eventually make those materials easier for the public to search and use. The setup City archivist Allison LaRocca told City Council the Tomball Archive and History Center serves as “the main repository for the historical permanent city archives and records, as well as communi- ty-donated materials,” and that she focused the last quarter on building the foundation the center

Construction is underway—and ocials expect it to wrap in December—on an expansion at the Montgomery County Mental Health Treatment Facility in Conroe that will add 100 inpatient beds and increase the capacity for competency-resto- ration treatment. The project is funded from part of a $50 million grant awarded in 2023 courtesy of the Texas Health and Human Services Mental Health Inpa- tient Facility Grant Program. The overview Ocials and community leaders broke ground Aug. 18 on an addition that will expand the facility, which currently operates 100 beds, to 200 beds, according to Recovery Solutions, the behavioral health provider that manages the hospital through a public-private partnership with the county and

the state. The expansion project will focus on serving justice-involved individuals a court has found incompetent to stand trial, Recovery Solutions Hospital Administrator Je Rone said. The project’s contractor, Sattereld & Pon- tikes Construction, describes the work as a 51,085-square-foot expansion designed to accom- modate the new beds. The rm also said the added space will expand the hospital’s reach from about 3,300 patients from 79 counties to 4,300 patients from 140 counties. What’s next After the groundbreaking, Montgomery County Commissioners Court on Nov. 18 approved $117,500 for commissioning services, which is the process of testing and verifying new or renovated

While struggling to nd mental health resources for their loved ones, a group of ve ladies realized there was a need for an ecient mental health resource hub in Montgomery. In 2017, the group decided to take it upon them- selves to ll the gap in the lack of mental health guidance with Mosaics of Mercy, a nonprot that helps the community navigate mental health and substance use recovery resources. “Having someone that understands the mental Mosaics of Mercy oers hub for mental health aid

health system and getting them to the right providers can be really life-changing for people who’ve been struggling,” Executive Director Jamie Freels-Runey said. How it works Runey said Mosaics of Mercy started with a notebook lled with local mental health providers. Following COVID-19, Montgomery County found its suicide rate to be among the highest locally and nationally, leading to the formation of the Behav- ioral and Suicide Prevention Task Force. After joining forces with the Behavioral and Sui- cide Prevention Task Force, the county provided the funds Mosaics of Mercy needed to hire a group of licensed technicians and launch a database with

over 2,000 veried resources oering a variety of mental health services. Along with a group of 10 licensed clinicians, Mosaics of Mercy works to connect individuals with appropriate services within 40 business hours. Services range from substance abuse treatment services, adolescent and adult residential treat- ment services, support groups, psychologists, psychiatrists and grief care groups. Connected via a phone call, each caller who con- tacts the nonprot is provided with three mental health providers that best t their needs. Further extending a hand, Mosaics of Mercy follows up with each caller 72 hours after they are assisted to ensure eciency in their search for help.

Lone Star College’s chief mental health ocer, Shantha Stokes, discusses her role, new initiatives

on how to support students in the classroom ... what we know about college mental health is that you’ll never be able to hire enough clinicians to meet the need. So mental health really has to become a campuswide or systemwide eort. What initiatives does Lone Star College have to prioritize faculty and student mental health? Lone Star does provide counseling services to its students. It’s just on a smaller scale. With the addition of the team that I’m hiring, we will be able to triple the amount of counselors that are available to students in our system. Currently, we have faculty counselors who pro- vide brief intervention services for our students. We also have a behavior intervention team that works to triage students who might be presenting observable problems. ... We also ... provide wellness education, wellness fairs, suicide prevention training.

In June, Lone Star College System hired Shantha Stokes as its new chief mental health ocer. In an interview, Stokes reected on her responsibilities and discussed mental health initiatives. What are your responsibilities as Lone Star College’s chief mental health ocer? Lone Star has functioned with outsourcing its mental health services for the most part. So one of the main goals ... is to help create in-house mental health services and to enhance our existing services. I am building infrastructure so that we’ll be able to provide those services. ... I am also onboarding an electronic health record so that we can digitize our mental health records. Park upgrades take flight

The update

The North Houston Association—made up of more than 150 regional businesses—advocates for the establishment of green space, parks and trails as part of its mission. “A robust parks and trails system provides places to play, to exercise and simply to take a mental break by immersing ourselves in nature,” NHA President Marlisa Briggs said. “Parks provide places to gather and foster a sense of community.”

In 2025, several projects in the Tomball area advanced, including the Kickerillo-Mischer Preserve. Precinct 3 officials added a new parking lot, playground, boardwalk and south trail that connects visitors to the YMCA pond trail. The agreement and final design for the future 24,000-square-foot Mathews Community Center at Samuel Mathews Park is also nearly complete, officials said, with the anticipated bid date projected by the end of 2026.

New trail connections and park amenities are rolling out across Harris County Precinct 3, including in the Tomball and surrounding areas, more than two years after the Parks and Trails Master Plan was initially outlined. Officials with Harris County Precinct 3 Commissioner Tom Ramsey’s office said several projects have been completed since 2023, with additional trail links and park enhancements scheduled to continue through 2026 and beyond.

How we got here

The projections

Precinct 3 service areas Tomball is located within both the Cypress and Spring service areas, which, when combined, have over 30 total parks of varying sizes.

The Precinct 3 Parks and Trails Master Plan debuted in 2023 and divided the north Houston area into four service areas: Cypress, Spring, Humble and Crosby. Officials with Harris County Precinct 3 Commissioner Tom Ramsey’s office said park improvements were needed because population in the area, which spans over 555 square miles, is expected to double by 2045. The population growth will also increase demand for recreational facilities, trails and green space access, officials said. “Population growth in the north Houston area is a major driver for the master plan,” Precinct 3 officials said. “Planning is required to ensure parks and trails keep pace with that growth.” When the plan was first released, an estimated cost of all the projects totaled over $758 million and was being funded through a mix of county, state and other partner funds. The total project cost is subject to change as more projects launch, officials said.

Precinct 3 officials said projects in the master plan could also be completed through partnerships with other entities. Tomball officials said recent park improvements have expanded how residents use local green spaces. Council member Lisa Covington said she believes park usage has increased as amenities have been added. Out of 472 people surveyed as part of Tomball’s 2024 parks master plan, 79% said they use the city’s parks at least one day a week or more, per the survey results. “With the pickleball courts and tennis courts, the parks are now used every day of the week,” Covington said. Looking ahead, Covington said she is “most excited to see the fruition of the combined Samuel Matthews Park and Broussard Park.” “This combined park would greatly enhance Tomball’s park system and could be a fantastic partnership between Precinct 3 and the city of Tomball,” she said.

What’s happening? MISD saw enrollment increase by over 1,773 students in the last ve years, MISD ocials said. The district saw an increase of over 480 students entering the 2025-26 school year. Erich Morris previously said that over half of MISD schools will be near or at capacity in about three years, per prior reporting. He reiterated that the money for these issues has to “come from somewhere,” and if they are unable to generate the funds to expand their facilities, it is likely that funding will be taken from either the school’s general fund or from student programs and sta. Voters voted against three proposed bond propositions in November, as previously reported. The funding would have allowed the construction of a third high school, two elementary schools, a second natatorium and facility upgrades. An option to address overcrowding is student portable buildings to be quickly built across campuses. Per Morris’s research, the average cost for these portables is $110,000.

Lone Star College ocials held a ribbon-cutting ceremony Jan. 13 to celebrate the opening of Lone Star College-Magnolia Center. The new campus was announced back in 2014, and a large portion of its timeline revolved around nding a location for it. Soon after ocials secured a location in 2019, the center’s design was completed in 2022 and broke ground in 2024. Classes began in January. LSCS Chancellor Mario Castillo said the center’s opening was “long overdue.” “It did take us way too long to get to this point, and as I always tell my sta, the best apology is changed behavior,” Castillo said. “ I promised you ... it will take us no longer than 581 days before this place opens, and I’ll tell you it only took 565 days for the building to be completed.”
