Recreation center to up membership rates Members of the Apex Centre in McKinney will see rate increases beginning June 1. McKinney City Council members unanimously approved increases to membership rates for both residents and nonresidents as part of the consent agenda at a March 19 meeting. The background The Apex Centre is a city-owned, 80,000-square-foot recreation center that opened in 2017 and features fitness equipment, pools and more. The membership rates at the facility haven’t increased since 2019, but the city’s expenditures for the facility have. “We’re not able to generate enough revenue to cover the fast increasing expenditures that are coming at us,” Apex Centre Manager Erica Lyght said at a March 5 meeting.

Airport to see $2.3M taxilane connector A nearly $2.3 million project for the con- struction of a taxilane connector is planned for McKinney National Airport. McKinney City Council members unani- mously approved a construction contract for the project at a March 19 meeting. The details The contract approved for the Taxi- lane A4 project was awarded to Nu-Way Construction. The new taxilane will be located on the west side of the airport and will connect Taxiway A to a planned hangar develop- ment, McKinney National Airport Director Ken Carley said at the meeting. Funding for the taxilane connector project comes from the Tax Increment Reinvest- ment Zone No. 2 fund, Carley said.

Fast growth in housing devel- opments within McKinney ISD has caused ocials to adjust attendance zones for the 2024-25 school year. The district’s board of trustees approved the adjustments March 25. The aected zones include moving students from: • Frazier Elementary School to Press Elementary School • Johnson Middle School to Cockrill Middle School • McKinney Boyd High School to McKinney North High School How we got here Within MISD, there are 35 subdivisions being actively built and 25 future subdivisions, said Assistant Superintendent Dennis Womack. Other development within the district includes: • 3,100 lots available to build on • 3,900 lots with groundwork underway • 4,000 multifamily units under construction The district is forecast to reach about 27,600 students in the next 10 years, according to district data. MISD adjusts school zones for future growth

Johnson Middle would reach over 1,500 students in the next ve years if the zones were not adjusted, according to the presentation. What parents should know MISD is allowing students in the rezoning area to have a grandfather option to stay at their current campus as a transfer student. Younger siblings may also be grandfathered at the school if the sibling is attending during the same school year, then remain grandfathered until a new rezoning is implemented or the family vacates the residence. Parents and guardians of a student that utilizes the grand- father option are responsible for providing transportation to and from campus.

according to a presentation by city sta at a December council meeting. City ocials are partnering with the Texas Department of Transportation and the North Central Texas Council of Governments for the project, according to a Dec. 12 council meeting. The construction of the bridge infrastructure will be incorporated into the reconstruction of SH 5, an initiative by TxDOT to widen and improve parts of the roadway spanning from Anna to Fairview. The design selected for the Lower 5 Plaza project will require the demolition of properties on ve parcels of land, which includes more than 10 businesses. The properties will be purchased as part of the right-of-way acquisition process. The city is expected to provide some assistance to aected businesses, but the type of support oered has not yet been determined, McKinney Communications and Media Manager Denise Lessard said in an email.

The project will serve both as a public park and a safe crossing from East McKinney into downtown, U.S. Secretary of Transportation Pete Buttigieg said during an April 4 celebration for the funding award. “The point of transportation is to connect people,” Buttigieg said. “We think there will be not just economic benets, but safety benets to the type of road designs that are happening around here.” The Lower 5 Plaza initiative was rst considered in 2022, with city sta initially presenting three design options. The design style for the project was selected by McKinney City Council members in April 2023. The project includes a bridge at ground level on the existing SH 5 as well as a park that extends under the roadway and on either side of the bridge. The estimated cost to construct the project in the selected design style totaled $40 million-$45 million,

The council of governments pursued the grant funding on behalf of the various projects, NCTCOG senior program manager Karla Windsor said. “It was a great partnership between us and the city of McKinney,” Windsor said. “We helped them get a project across that maybe, if they’d applied directly, wouldn’t have been quite as successful just because of the amount of competition they would have had.” The Reconnecting Communities and Neighbor- hoods program aims to improve connectivity in communities that have seen divides due to trans- portation infrastructure. The grant program will contribute $3.3 billion to over 130 locally led projects across the country, according to a news release. “We arrived here understanding the power of community” Buttigieg said. “The good ideas were not going to all come from Washington [D.C.], but more of the funding should.” With the recent grant award, the council of governments has allocated about $29.45 million in federal funds to the project, Windsor said. “As a city, we’re the beneficiary of dollars from state and federal and regional entities, and I think that’s a big win for McKinney,” Fuller said.

John Arellano, manager for Cricket Wireless, a business in one of the properties set to be demol- ished, said he and his area managers have not received communication from the city about the project. Everything he has learned about the project came from social media. Businesses next door, such as The Comedy Arena and Thomason Tire, are not slated for demolition. Thomason Tire owner Jeri Thomason Laney said her concern is the widening of McDonald Street, which will make turning into her business difficult. Laney also said because the area is commercial, she does not think it needs to be beautified. The Comedy Arena owner Von Daniel compared the expected construction to the impact seen by businesses when the COVID-19 pandemic started. “Construction is not shutting down the entire world, just a couple of streets,” Daniel said. “After all that’s said and done, … it’ll be fine.” Fuller said the roadway has historically acted as a barrier to “nonautomotive means of transportation.”

The project also has the potential to drive eco- nomic growth, he said, noting that amenities often follow the development of green space. “There’s always going to be parcels or property that are impacted greater than others, and it is unfortunate, but I believe that [there is a] holistic benefit to the community, including those busi- nesses,” Fuller said.

McKinney Hat Company oers customization for McKinney hat buyers A love of cowboy hats led Mike Buchanan to open McKinney Hat Company with his nephew, Brad Jolly, in March 2021. Like Buchanan, Jolly also had a love of cowboy hats and moved from Arkansas to help his uncle

open the store. The backstory

Prior to owning McKinney Hat Company, Buchanan worked as an expert witness for litigation attorneys on the topics of economics and statistics. said. “I was like, ‘You know what, I love hats,’ and had an opportunity to bring Stetson and Resistol [hats] to the community.” Buchanan thought the location was the “perfect place” for a hat store because it had been around for 100 years and already looked like a hat store. What’s special about it? One of Buchanan’s best friends—who works for Hatco, a company that produces Stetson and Resistol hats, some of the most popular cowboy hats on the market—helped Buchanan set up the store and left him with about 30 hats to practice shaping, he said. “We want to make sure customers are getting a hat that ts their personality,” Buchanan said. “I think every hat brings an attitude with it. I’m going to put this hat on and go have fun, or I’m going to put this one on to dress up for a formal event. That’s what we’re trying to bring.” The store oers several dierent ways for patrons to customize their hats, which Buchanan said sets McKinney Hat Company apart.

The brims of the hats can be cut to the customer’s preferred length, styled and shaped. The crown can also be shaped to the customer’s preference. Additionally, sta can brand hats with logos or initials, or distress hats to create texture. Quote of note “We’re a hat shop,” Jolly said. “It’s not like going into a big box [western wear] store. It’s an experience.”
