And I think that’s an important element for us all to consider, and we have ways to work around any impediments that they might pose.”

Harris County Precinct 3 will install approxi- mately 300 new ashing school zone signs across 10 school districts to enhance safety, Precinct 3 ocials announced in a Nov. 10 news release. The details According to the release, the $2.5 million project is already underway as of early November and is expected to be completed during the rst quarter of 2024. The new trac devices will enhance safety around schools by alerting drivers with ashing lights within a school zone to slow down and pay attention to pedestrians in the area. Montgomery County approves $14M for FM 149, FM 1486 expansions

“The Magnolia Relief Route [around the city of Magnolia] is the first thing that’s going to be under construction, followed by the [FM] 149 extension by 2025. Total construction cost of all these projects is somewhere between $1.2 [billion] and $1.6 billion. That’s the program we’ve got put together with [the Texas Department of Transportation],” Precinct 2 Commissioner Charlie Riley said. Riley said the FM 149 project is expected to begin by 2024 and is entering the final design phase. He said the FM 1486 expansion is entering the design and survey phase, which will include land surveying, right-of-way identification and other environmental studies.

The Montgomery County Toll Road Authority approved just over $14 million on Nov. 7 to move forward with design and engineering efforts on projects on FM 149 and FM 1486 in the Montgomery area. The two projects on the non-tolled roads are expected to improve mobility by providing additional routes in high-traffic areas. • $10.29 million allocated for widening FM 1486 to four lanes with a raised median between FM 1774 and Jackson Road • $3.9 million allocated for extending FM 149 as a four-lane divided highway from Jackson Road to Hwy. 249 The FM 149 project also will include a new bridge at the Burlington Northern Santa Fe railroad.

Local governments are now looking to obligate and use any remaining American Rescue Plan Act funds before an upcoming December 2024 federal deadline. Counties received lump distributions of federal funding in 2021 to ll public revenue losses, invest in broadband and other infrastructure projects, and provide additional pay for essential workers, according to the U.S. Department of Treasury in a news release. Three of the counties which received funding in the Houston area include: • Harris: $915.5 million • Montgomery: $117.9 million • Fort Bend: $157.6 million Any funding not obligated by December 2024 and spent by the end of 2025 must be returned to the U.S. Treasury. One of the major expenses counties may need to cover are employees funded by ARPA. In all three counties, a number of employees were hired for positions on mental health teams, law enforce- ment and general infrastructure projects, such as a $21 million contract in Montgomery County to reopen a Tri-County Behavioral Healthcare center and a contract to expand the Harris County jail- based competency restoration program. During scal year 2023-24 budget workshops, all three counties outlined how to spend the remaining funds on new projects and infrastruc- ture eorts, while also considering the salaries which may need to be absorbed by the counties or eliminated once funding is depleted. According to ocials in each county, Harris County’s remaining funds are being targeted toward additional aordable housing eorts. Montgomery County reserved roughly $2 million to fund another year of salaries for ARPA-based employees. Fort Bend County pushed to help additional small businesses with employee funding and grants.

James Thurmond, professor at Hobby School of Public Aairs, said the one-time federal payout was historic for counties and provided an easy way to ll budget holes without requesting additional tax dollars. While ARPA funding was intended to help replace lost public sector revenue to counties, the responsibility of monitoring any budget decits with county funds fell to the counties themselves.

During the FY 2024-25 budget workshops next year, ocials with Harris and Montgomery counties said they will need to discuss employee and program needs to determine whether positions and programs have to be cut or if they can be sustained on county budgets or grants.

Harris County leads in gas-powered pollution An Oct. 30 report by research center Environ- ment Texas found gasoline-powered lawn and garden equipment is putting residents’ health at risk. Experts said volatile ozone compounds can bypass lung defenses, damage one’s immune system and even cause premature deaths. Harris County is leading the charge of producing the most pollution from lawn equipment nation- wide, according to the report. What the experts say “It’s a dangerous and deadly pollution,” Environ- ment Texas Executive Director Luke Metzger said. To lessen pollution, he said landscaping busi- nesses and homeowners could consider switching to cleaner, quieter electric lawn equipment. On the other hand Texas passed Senate Bill 1017 in 2023,

Construction on regional park to begin in 2024 Construction on the infrastructure for Mont- gomery County’s Fish Creek Regional Park is estimated to begin in the first quarter of 2024, Precinct 2 Commissioner Charlie Riley said Nov. 8. Riley said the infrastructure construction would include work on the roads, driveways and sites for things in the park. In a nutshell The park will span 391 acres and be located off Fish Creek Thoroughfare near the Woodforest community, according to Precinct 2’s website. The park is estimated to cost between $30 million to $75 million using a combination of public and pri- vate funds, Precinct 2 Chief of Staff Bruce Berger said in a Nov. 9 email. Riley said the park will include around four sports fields, a community and nature center, soccer fields, and pickleball and tennis courts.

The San Jacinto River Authority named Aubrey Spear as its new general manager Nov. 15. He will assume the role in January. The SJRA monitors water quality in the San Jacinto basin, provides water to munic- ipal utility districts and other entities, and operates the Lake Conroe Dam. Ed Shackelford has been the acting gen- eral manager since June, following former General Manager Jace Houston’s resignation. Career history According to a news release, Spear was previously director of water utilities for the city of Lubbock for 16 years where he led more than 200 employees. directional control.” According to TxDOT data, the number of vehicles on FM 1488 just west of Westwood Square East Drive jumped 31.5% from 27,133 in 2013 to 35,683 in 2022. Mike Kelton, who owns Treehouse Cafe on FM 1488 and Hunger Crush Cafe on Hwy. 105, said he believes adding a raised median will make trac congestion worse by lessening the amount of space available for drivers to turn left, causing trac to back up in the main lanes.

Rob Eissler—executive director of the Westwood Magnolia Parkway Improvement District, which collects sales tax near the FM 2978 and FM 1488 junction to fund infrastructure and public safety projects—said he believes the median is needed. “The growth of the area has increased the trac density in our area, which has increased the dangers of travel on FM 1488, especially when there is a center lane that goes both ways,” he said in an email. “This is often referred to as a ‘suicide lane,’ as many accidents and near-accidents occur due to the lack of clear-cut

The FM 1488 project began in July after its start was delayed due to the same contractor—ISI Contracting Inc.—working on a similar raised median project along Hwy. 105, Flores said. While construction has yet to begin on the medians, TxDOT is working on truck loons, which add pavement to help trucks make U-turns, he said. The project is estimated to cost $10.23 million, according to a December update from TxDOT. Alongside the median, TxDOT proposes ve new trac signals along FM 1488, according to maps of the proposed improvements.

Construction of the raised median follows two other projects to improve FM 1488 in Magnolia that are ongoing. TxDOT’s project to widen FM 1488 to four lanes with a continuous left turn lane from west of FM 149 to FM 1774 is anticipated to wrap up in the first quarter of 2025, and a similar widening project from FM 1774 to the Waller County line near Joseph Road just west of Magnolia is anticipated to wrap up in the second quarter of 2024, according to the December media update. Construction of the raised median is anticipated to wrap up in the fourth quarter of 2025, according to the December media update from TxDOT. Eissler said WMPID has set aside funding to landscape and beautify the median within the district’s boundaries. TxDOT is funding the installation of the median and the first year of maintenance, and will turn over maintenance of the median to WMPID after the first year, he said. During construction of the median, drivers can expect one lane in either direction to close between 8:30 a.m.- 3:30 p.m., Flores said. “We have so many business owners that love to work with one another and support one another in the community. We have a very special community that way,” Barton said. “And I would hope that that would continue through what is likely going to be a somewhat stressful period for some business owners.”

The medians are set to vary in width from 1 feet to 14 feet, and the project will be completed from west to east, Flores said. Barton said businesses are concerned about limited access with a raised median. “There’s always a concern that someone will not stop because they can’t get across the street easily, or they would have to do a U-turn in order to get to that business,” she said. “We hope that TxDOT will work diligently with the business owners along that corridor to ensure that cut-throughs are safe and appropriate and do not negatively hinder access to businesses along that stretch.” As the project seeks to improve safety, TxDOT data shows total crashes within the project limits have increased from 170 crashes in 2013 to 326 crashes in 2023 as of Nov. 20. “It just is a constant nightmare—people dart out in, you know, across traffic from anywhere in between intersections,” said Jeanine Weber, a resident of Woodland Landings off FM 1488.
