County expands child care center tax exemption With a unanimous vote on Dec. 11, Harris County commissioners reauthorized 100% prop- erty tax exemptions for qualified child care provid- ers in 2026 and onward in a move that is expected to save thousands of dollars for providers, county

Zooming out While the security identity company CLEAR first announced the national airport partnership program roll out with the U.S. Transportation Security Administration on Aug. 19, Houston Airport officials announced the biometric security gates are in use as of mid-December. “The eGates are designed to give CLEAR+ members a more seamless and predictable travel experience,” officials said in a news release. “Travelers can verify their identity in under five seconds.”

Commissioners first approved the 100% prop- erty tax exemption for qualified child care centers in March 2024, with the stipulation that the exemption would expire every two years unless commissioners voted for an extension. With the December vote, commissioners also approved removing the expiration clause, which allows the exemption to continue without requiring the two year reapproval from Commissioners Court. Harris County Judge Lina Hidalgo said in a news release the reauthorization helps providers pay

and retain staff, and keep tuition rates affordable. “Today’s unanimous vote shows that every single one of us ... understands the importance of protecting access to high-quality, early childhood education,” Hidalgo said.

Spring ISD closing 2 schools in 2026

Neighboring district Klein ISD is also preparing for any influx of students as a result of the closures, KISD Executive Director of Communications Justin Elbert said via email Dec. 11. “We are proud to provide a safe, caring, high- quality learning experience for our students, and our team is ready to support any new families who choose and are accepted into KISD,” Elbert said. have been operating at 60% capacity. “Closing Link and Dueitt is truly a heartbreaking decision,” said board President Justine Durant via the news release. “With campuses operating at nearly 60% capacity and reductions in federal funding, we are facing realities that require hard choices. We will not be fiscally responsible if we do not address these challenges now, even when the decisions are difficult.”
Two Spring ISD schools will be closing starting next school year as the district faces falling enrollment and a $13 million fiscal year 2025-26 budget shortfall, according to a Dec. 10 SISD news release. During its Dec. 9 regular board meeting, the SISD board of trustees made the decision to close Link Elementary School and Dueitt Middle School starting in the 2026-27 school year. Education Foundation awards $62K in grants The Klein ISD Education Foundation awarded $62,057 in grants to KISD educators for improve- ments such as added classroom equipment and supplies to launch new programs, according to a series of December district news releases. The big picture The individual grants—awarded for the 2025-26 school year—ranged from $983-$23,556, according to KISD’s news releases. Two of the largest grants given were for multi-campus projects, such as: • a donation-fueled closet for KISD students • a hands-on program to teach students engineer- ing and construction using Lego bricks “We are proud to fund initiatives like this that remove barriers and empower students to succeed both in and out of the classroom,” Director of the KISD Education Foundation Christy Spisak said.
KISD launches online school statewide Klein ISD is opening an online “tuition-free” program for middle and high school students across Texas in the fall of 2026, according to a Dec. 5 news. In a nutshell Texas Promise Academy was created to provide an option to students wanting “rigorous online instruction” and will offer “advanced coursework and specialized pro- grams,” according to the release. The school is open to a limited number of students in 6-12th grades, and applications open this spring. A hybrid model will be available for students living within KISD’s boundaries so that they can take Texas Promise Academy online courses but participate in KISD’s in-person extracurricular activities.

Neurofeedback oers new insights
There are ve types of brainwaves measured in neurofeedback, with each one reecting specic states of mind and cognitive function: Reading wavelengths Gamma waves: Complex thinking, long and short term memory
A new tool is being launched by mental health professionals, combining imaging with traditional counseling in a process called neurofeedback. According to the International Society for Neu- roregulation & Research, neurofeedback is aimed at assisting those struggling with ADHD, anxiety, depression, PTSD and other mental disorders. “This helps us create a plan that is tailored exactly to your brain and your needs,” said Kylie Forgy, a neurobehavioral specialist at Cypress Counseling & Wellness. How it works The process begins with a brain mapping session—also known as a quantitative electroen- cephalography or qEEG—where individuals sit for 10-30 minutes with a series of sensors on the scalp. The process involves an eyes closed portion, and an eyes open portion where the individual watches a video. Sensors measure brain activity
levels and a report is created based on a database of “normative” brainwave patterns to help identify hyper- and under-active portions of the brain. “Having a very tangible and a more of a holistic regulation to the brain and the nervous system helps people make progress at a more rapid rate,” said Rhett Edwards, owner of Counseling & Coaching in Spring. What is it? Forgy and Edwards said EEGs have been commonly used in diagnosing and treating epilepsy, head injuries and other serious condi- tions. However, the data is now able to be rened to provide visible feedback to guide counseling as well as re-enforce positive brain functions through multiple sessions. “[Neurofeedback] helps at a biological level and counseling helps to give you the tools to imple- ment these changes, to self-regulate,” Forgy said.

Mental health resources in Spring, Klein tied to economic prosperity, study finds
Carmack coined the term “mental health deserts” after using the concept of food deserts to compare mental health resources in Houston. Their study found communities in ZIP codes with higher incomes and more development had greater mental health care options. “Prosperity should not be the deciding factor on whether a population, a community, is mentally healthy and has access to mental health [care], because they want it,” Carmack said. The map combined data from Psychology Today’s registry of mental health professionals and the U.S. Census Bureau’s Distressed Communities Index, which measures economic prosperity across ZIP codes, the research duo said.
Residents in areas with fewer economic opportunities, such as in portions of the Spring area, are struggling to find mental health care in their communities according to a recent University of Houston study. The study, published Oct. 15, found that even neighboring ZIP codes may have sharp differences in accessibility to mental health resources, as
areas with lower education levels and higher poverty rates had fewer—sometimes zero—licensed mental health professionals. To address the gap, counselors, psychologists and policymakers in the Northwest Houston region are aiming to diversify options and fight barriers such as cost and stigma. The North Houston Association, made up of more than 150 regional businesses, advocates for the creation of green space, parks and trails as part of its mission, NHA President Marlisa Briggs said. Briggs said outdoor recreation has also grown in popularity in the region over the last five years, a trend she expects to continue. “A robust parks and trails system provides places to play, to exercise and simply to take a mental break by immersing ourselves in nature,” Briggs said. Alan Smith is a former board member with the Houston Northwest Chamber of Commerce and owner of Hasta La Pasta in Spring.
Smith said many of his customers frequent community events at Meyer and Collins parks before stopping by his restaurant. He said he finds the green space a contributor to the area’s quality of life. “People want to live, work and play, as they say, in areas that have things that are of interest to them, that they find to enhance their lifestyle,” Smith said. In 2025, Precinct 3 officials also completed installing a new pickleball court at Meyer Park. Smith said outdoor recreation options are great for the public, including seniors who are staying active.
New trail connections and park amenities are rolling out across Harris County Precinct 3, including in the Spring and Klein areas over two years after the plan was initially outlined. The plan created a long-term vision to expand trail connectivity and upgrade parks. Since its release, officials say several projects have been completed, with additional trail links and park enhancements continuing through 2026. In 2025, the Precinct 3 office completed work to install a new playground and boardwalk at the Kickerillo-Mischer Preserve in Spring. The project also added a new south trail to the preserve, connecting it to the YMCA trail.

Precinct 3 service areas The Spring area has 12 total parks of varying sizes, the smallest being “pocket parks” and the largest being greenways like Spring Creek Greenway.
The Precinct 3 Parks and Trails Master Plan debuted in 2023 and divided the north Houston area into four segments: Cypress, Spring, Humble and Crosby. Officials with Harris County Precinct 3 Commis- sioner Tom Ramsey’s office said park improve- ments were needed because the population in the county’s precinct spans over 555 square miles and is expected to double by 2045. The population growth will also increase demand for recreational facilities, trails and green space access, officials said. “Population growth in the north Houston area is a major driver for the master plan,” Precinct 3 officials said. “Planning is required to ensure parks and trails keep pace with that growth.” The estimated cost of all the projects totaled over $758 million in 2023, with $266 million for park projects and $492 million for trails. Precinct 3 officials said that amount is subject to change as projects come online and work begins.
Officials with Commissioner Ramsey’s office said projects in the master plan could also be completed through partnerships. “We are consistently looking for partnership opportunities with other agencies,” county officials said in an email. “That includes other cities like the city of Houston, [Municipal Utility Districts], developers, etc.” Budget breakdown for Spring service area recommendations $125M: Trails $21.3M: Park renovations $20.1M: New park facilities $2.6M: Natural parks features Total: $169M
