ESD 10 plans for future stations

Construction coming for Hardin Store Road Engineering work is still underway for a project to improve the intersection of Hardin Store Road and Hwy. 249, and construction is anticipated to start in early 2024, Montgomery County Precinct 2 Commissioner Charlie Riley said Nov. 9. In a nutshell “There’s [going to be] three new lanes, widening of the lanes and aligning the intersection,” Riley said. He said the $7 million to $10 million project is being funded with toll road revenue. Rosehill Fire Department ends as ESDs take over Harris County Emergency Services Districts No. 3 and No. 21 are now the direct providers of emergency services after ending their contracts with the Rosehill Fire Department on Nov. 1, Nicole Pierce, who serves as counsel for both ESDs, said in an interview Nov. 7. Both ESDs will continue to split the services, with ESD No. 3 providing emergency medical services and ESD No. 21 providing fire services. “I think the big reason was just the growth in the area,” Pierce said. Put in perspective In a letter shared on its Facebook page Nov. 2, the Rosehill Fire Department said it began in 1963. The department covered around 100 square miles, but after nearby fire departments expanded, the coverage area became 48 square miles. “Unfortunately the proverb states, ‘All good things must come to an end’ also applies to successful organizations,” the Rosehill Fire Department wrote in the letter. “The government

Montgomery County Emergency Services District No. 10, which serves the Greater Magnolia area, purchased two more prop- erties that will serve as the sites for new fire stations, according to an Oct. 26 news release. ESD 10 purchased two other properties back in June, according to prior reporting. In a nutshell According to the press release, the new properties include: • 5 acres on Patricia Lane for $830,000 • nearly 32 acres on Coe Loop for $2.5 million Plans and designs are underway; a construction timeline is not set. “These purchases demonstrate that ESD 10 commissioners and Magnolia Fire Department command staff are strategically investing in emergency response for the future,” ESD 10 board President Larry Smith said in the release.

Construction begins on Tomball’s alleys Construction began this fall on Phase 1 of Tomball’s alley improvement project, which will improve the alleyways to be more walkable and add a public restroom to downtown. The city’s portion—which includes paving, utility relocations, communication and electri- cal conduits, dumpster pads, and the additional restroom—is estimated to be completed in spring 2024, Assistant City Manager Jessica Rogers said in an email.

The Tomball Economic Development Corp. is doing the project’s beautification elements, Community Impact previously reported. Phase 1 involves the 100 blocks north and south of Main Street and the 200 north block, according to the city’s website. What else? Part of Phase 1, a pocket park is set for the corner of North Cherry and Commerce streets and will include a public restroom, according to previous reporting. The only existing public restrooms are at the Tomball Depot Plaza. The park’s initial design plan includes a raised deck with seating, artificial turf and a turf play mound, per TEDC renderings.

Harris County approves $863M flood agreement Harris County commissioners approved an agreement with the Texas General Land Office Oct. 31 for a combined $863 million in grant funding to the Harris County Flood Control District that will be allocated for flood-risk reduction projects associated with the 2018 flood control district bond program. Explained Two grants were approved, and each grant has different mandated completion dates, according to court documents. The federal funding comes from the U.S. Department of Housing and Urban Development and is administered by the GLO. • Projects funded by a $322 million grant must be completed by March 31, 2026. Projects funded by a $541 million grant must be completed by March 31, 2028.

Harris County awards child care grants Harris County commissioners awarded five organizations a combined $18.8 million in grants Oct. 31 to improve child care quality over the next three years. The new initiative is called Early Learning Quality Networks and was fully funded by American Rescue Plan Act funds. The impact A July report by nonprofit Children at Risk found one-third of all ZIP codes in Texas qualify as child care deserts, meaning there are at least three times more children eligi- ble for early child care than the number of available seats. Children at Risk is one of the five groups to receive funds, alongside the East Harris County Empowerment Council, VN Teamwork, YMCA of Greater Houston and Harris County Public Library.

July 18 Commissioners authorize the Harris County Flood Control District to work with the state on a direct allocation of $502.5 million . Construction on Woodtrace Boulevard to begin in 2025 project is broken down into three sections: • From FM 2978 to Dobbin-Huffsmith Road • From Dobbin-Huffsmith Road through the Shea Homes Woodhavyn residential development Shea Homes development

The bulk of the construction to extend Wood- trace Boulevard to FM 2978 will begin in 18-24 months, or around 2025, Montgomery County Precinct 2 Commissioner Charlie Riley said in a Nov. 9 interview. “And I hope it’s a whole lot sooner than that, but I’m afraid it’s going to be at least 18 months before we see construction,” Riley said. Riley said work has been done at the inter- section of Woodtrace Boulevard and Dob- bin-Huffsmith Road. From Dobbin-Huffsmith Road to FM 2978, the base material for the road is in. “It’s not a so-called road right now,” Riley said about the portion of the project from Dob- bin-Huffsmith Road to FM 2978. “It’s a road that you can use as a construction road.” In a nutshell The extension project will construct a four-lane road extending Woodtrace Boulevard to FM 2978, Community Impact previously reported. The

• From the Shea Homes development to Hwy. 249 Riley said he believes this project will improve east to west traffic tremendously. By the numbers Riley said the project will cost around $100 million, with Precinct 2 funding the design and engineering while the Texas Department of Trans- portation funds the construction. “[TxDOT] wants that connection as bad as us,” Riley said. “So they’re willing to help us with the construction of it if we can do all the rest of the design and engineering.” The Westwood Magnolia Parkway Improvement District is also donating around $8 million to help fund the first phase of the project, according to

prior Community Impact reporting. What else? Riley said the hardest part will be the portion from Hwy. 249 to Dobbin-Huffsmith Road. “There’s two railroad crossings that we have to build overpasses over, and that’s going to take a [lot of] time ... just trying to get the permits, get the design and engineering done for these overpasses,” Riley said.

Traffic light at FM 149, Spur 149 slated to be fully functional The traffic light located at the intersection of FM 149 and Spur 149 is set to be fully functional, with red, yellow and green lights flashing all ways, Montgomery County Precinct 2 Commis- sioner Charlie Riley said in a Nov. 9 interview. Right now, the light flashes yellow for drivers moving north or south on FM 149 and flashes red for drivers coming from Spur 149. The traffic light is located to the south of three new, large Mag- nolia-area commercial developments—Magnolia Place, Heritage Green and Magnolia Village. Riley said agreements about signalizing the light must be made between the Texas Depart- ment of Transportation and the railroad before it can be an all-way traffic light. The railroad is located to the south of Running Wood Court and

New boundaries are expected to go into eect in August. “While creating these zones, we tried to look further than just next year,” said Deanie Murry, MISD’s long-range planning coordinator. “We want to give relief to other campuses for several years to come until we need another bond in the future.” Meyers said the proposed attendance zones will aect approximately 980 students across the existing boundaries for Williams, Magnolia, Magnolia Parkway and Smith elementary campuses, with the majority of students coming from neighborhoods in Audubon and the central corridor of the district. “The opening of Audubon Elementary will help alleviate the overcrowding that is happening in the central part of the district while also balancing enrollment across the district. The proposed map is based on guiding principles and the idea of not having elementary students move multiple times during their primary years,” Superintendent Todd Stephens said.

Magnolia ISD started the rezoning process of elementary school boundaries in September in anticipation of the opening of Audubon Elementary in August, the rst new elementary campus to open in the district since 2005 at which time elementary boundaries last changed. Audubon is a part of the $232 million bond voters approved in 2022, which also includes funds to build new intermediate and junior high schools. District ocials said the three new schools will help MISD address the continued growth of the district. As of the fall 2022-23 semester, a total of 5,353 students were enrolled across MISD’s eight elementary campuses. A 10-year forecast by Templeton Demographics in 2023 predicts enrollment at the elementary level will grow to over 8,000 students by 2032, an increase of 51.54%. Denise Meyers, executive director of communications, said the proposed elementary school boundaries will be brought to the board for consideration Dec. 11.

In a perfect world, Meyers said dividing the 5,600 elementary students by nine elementary schools would place 622 kids per campus. However, enrollment projections do not include special programs, such as special education and bilingual programs, which are concentrated at certain campuses. Zooming out, the district is expected to reach a total enrollment of more than 17,200 students by the 2026-27 school year and more than 22,000 students by 2031-32, accord- ing to the demographic study.

According to a district housing overview by MISD, there are 22,878 future lots identified in neighbor- hoods currently zoned to Magnolia Elementary, followed by Magnolia Parkway with 7,950 lots and Wil- liams with 3,519 future lots. Enrollment capacity at every elementary school is 900 students, according to data from the district. As of Sept. 8, Williams Elemen- tary had 856 students enrolled, Magnolia Elementary had 689 students, and Magnolia Parkway had 846 students. MISD has gathered parent feedback via listening tours and surveys. The first survey asked what factors parents believe the district should prioritize when adjusting the boundaries. According to results from ThoughtExchange, a management solution company used by the district to conduct anonymous surveys, parents’ top concerns included keeping class sizes and the student-to-teacher ratios small. Although new boundaries go into effect in August, students who will be in fourth grade during the 2024-25 school year may opt to remain at their current campus through MISD’s transfer process. Meyers said a similar boundary process will start for the new intermediate and junior high school in September, which are expected to open in 2025.

MISD officials presented the proposed boundaries to the board Nov. 13. With no changes requested from the board, the boundaries will be brought for approval Dec. 11. “I like that it’s methodical and timely, and paced,” board President Gary Blizzard said Nov. 13. “It’s going to hopefully result in something that everyone is happy with.”

With the addition of four new schools to TISD, district leaders anticipate campuses will avoid surpassing enrollment capacity until at least the 2030-31 school year, according to a presentation at the Oct. 10 trustee meeting.

Salazar-Zamora said during the district’s rst listening tour Nov. 8. “With that, … individuals will have to go to new schools.” Within seven school years, eight TISD schools are expected to exceed capacity if no boundary changes are made or new schools are added, according to enrollment projections posted on TISD’s boundary reset website. “Tomball ISD is a fast-growth school district. … Our student enrollment is exceeding building capacity in many areas of the district,” TISD ocials said in an email. Three map drafts each for elementary, intermediate, junior high and high school boundaries were published on TISD’s website in early November. A fourth plan, incorporating parent comments made during two listening tours, was posted in mid-November.

Tomball ISD administrators are evaluating attendance boundaries for all campuses—which trustees are slated to consider Jan. 9—for the 2024-25 school year. On Oct. 10, TISD leaders announced the campus boundary reset process, with the new zoning set to take eect in August when West Elementary School opens. The need for a boundary redesign comes from student population growth and new schools that will be opening, TISD administrators said in a Nov. 9 email. Four schools—funded by TISD’s $494.46 million 2021 bond—will open from August 2024 to August 2026. “We’re thankful to the voters that have allowed us the opportunity to build new schools, so we don’t continue to have overcrowding,” TISD Superintendent Martha

Creekside Park-area families protest proposed campus

About three dozen protesters outside Tomball ISD’s administration building Nov. 13-14 voiced disapproval of a proposed intermediate school that would serve families from the Creekside Park area. The overview TISD’s $54 million Intermediate School No. 5 was originally proposed as an elementary school during the district’s 2021 bond campaign, but the project was changed to an intermediate school serving grades 5-6 in April to accommodate growth in the Creekside Park area, Community Impact reported. The school outlined in the bond campaign has been planned for the Tomball Innovation Center at FM 2920 and Hufsmith-Kohrville Road. What they’re saying On Oct. 10, district leaders presented a feasi- bility study exploring the option of building the intermediate school at Creekside Park Junior High. The study found it would not be viable. “If you don’t want to build on the junior high site, then rent property or build onto the existing schools; use portables,” said Christi Davis, a parent of three Timber Creek Elementary School children, during the public comment portion of the Nov. 14 board meeting. “I personally would support practi- cally anything that does not have a long commute for our children.” Although bus routes have yet to be created, TISD administrators said in a Nov. 9 email the one-way bus commute estimated to range from 17 minutes to 40 minutes is standard for the district. “Depending on your location within the north- east portion of TISD, the distance to the Tomball Innovation Center is between 3-8 miles, which is consistent with the distances other students and
