County’s new unit proactively ghts narcotics cases

The Tarrant County Criminal District Attorney’s Oce launched a new narcotics unit in November, which has indicted its rst fentanyl murder charge. Jacob Lindsay’s indictment came Dec. 14 following the death of Bran- don Harrison, age 26, who overdosed on fentanyl, according to a news release. This is the rst fentanyl murder case in Tarrant County. “It’s just so sad that this is what we’re dealing with,” Sorrells said. “We’re losing our kids to this. We want to do everything that we can to keep our community safe.” The new unit works in tandem with the existing Tarrant County Sheri’s Department Narcotics Unit. Ocials said narcotics have become more widely available in the county, and the district attorney’s oce is expected to receive around 8,500 drug cases this year. The unit gives the department a proactive approach to investigations, ocials said. “The Criminal District Attorney’s Oce recent formation of a Narcotics Unit dedicated to targeting fentanyl, methamphetamine, and other illegal drug dealers is a crucial step in safe- guarding Tarrant County residents,” County Judge Tim O’Hare said.
Since 2022, Grapevine and Southlake police have made 15 arrests for fentanyl possession. In 2022, Tarrant County also had the sixth highest fentanyl mortality rate in the state, per data from Texas Vital Statistics. Ocials say the Tarrant County Courthouse could handle hundreds of drug cases this year.

Short-term rental regulations proposed Grapevine City Council voted to call a public hearing for an ordinance that would regulate the operations of short-term rentals in the city, or homes rented out temporarily using services such as Airbnb and Vrbo. Council unanimously approved a resolution to call for a public hearing on a short-term rental ordinance during the Dec. 19 joint session with the planning and zoning commission. The hearing will be held sometime in 2024. What you need to know The public hearing will allow council to consider amending four sections of the city’s Comprehensive Zoning Ordinance, which would allow for the restriction of short-term rentals. The changes are aimed at fixing identified issues with short-term rentals, such as noise complaints and parking.
Future restaurant incentives granted Grapevine City Council approved a set of incentives with the goal of revitalizing restau- rant development along Crossroads Drive. Zooming in To assist in the redevelopment of two former restaurant locations, council members authorized an economic development and incentive agreement with Crossvines 1031 Partners during the Dec. 5 meeting. No tenant has been announced.

If adopted, the new regulations would limit short-term rentals to multifamily complexes with more than 50 units, require individuals with a short-term rental to hold a permit with the city, and stipulate that property can only be used as a short-term rental for a maximum of 180 days per year. The yearly application fee for a short-term would be $500.

Districts adopt calendars for upcoming school year Carroll ISD and Grapevine-Colleyville ISD have newly adopted calendars for the 2024-25 school year. CISD’s was adopted Dec. 19 and GCISD’s was adopted Dec. 11. The framework Districts are required to develop an instruc- tional calendar each year for the next school year based on several guidelines, including: • State and local parameters • Input from stakeholders • Comparisons with neighboring school districts According to the Texas Education Agency, instructional calendars must provide 75,600 instructional minutes for students and include 187 instructional staff work days. Both districts presented survey opportunities for families and staff to provide feedback on their
Carroll ISD requests exception to HB 3 Carroll ISD administration is looking to hire two contracted armed security guards to serve across its campuses for the remain- der of the school year under the good-cause exception of House Bill 3. The security guards will cover any staffing vacancies with the district’s school resource officers and maintain compliance with state law, said Brian Nickel, director of safety and student services. Nickel presented the administration’s plan to the CISD board of trustees at a Nov. 13 meeting. Some context House Bill 3, which went into effect Sept. 1, mandates that each school district campus have at least one armed security officer present during regular school hours.

Crews began preconstruction activities along Hwy. 183 and I-820 in November as part of the North Tarrant Express Capacity Improvement project, according to a news release. What’s happening? The project will add a free, general-purpose lane in each direction along I-820 and a toll lane in each direction along Hwy. 183. Full construction is expected to be underway by mid-2024 with completion anticipated in 2027. Early construction activity includes installing construction barriers and striping lanes. Most construction will occur overnight to minimize disruption to drivers, according to the news release. Construction begins on county tollway project

The background The project is part of a public-private agreement between the Texas Department of Transportation and NTE Mobility Partners. The agreement called for capacity improvements when traffic counts reached a certain level. “That threshold has been met almost eight years ahead of projection,” NTE Mobility Partners CEO Jose Espinosa said in a statement.
The project will cost about $414 million and will be fully funded by toll revenues collected from NTE TEXpress Lanes, per the release. What the experts say When the project is completed, drivers should see an immediate improvement in congestion, said David Schrank, senior research scientist at the Texas A&M Transportation Institute. In March the U.S. Food and Drug Administration approved Narcan for over-the-counter use/sale. Narcan is a 4-milligram naloxone nasal spray that can be used to reverse drug overdoses. Police officers in Grapevine, Colleyville and Southlake carry Narcan, and have been trained to administer it, officials said. In addition, school resources officers at Carroll ISD and Grape- vine-Colleyville ISD also carry it. Colleyville Police Sgt. Dara Nelson said fentanyl can look like prescribed pills.
Illegal drugs are cheaper than they’ve ever been, Tarrant County Sheriff Bill Waybourn said. That causes the issue to be more widespread across the county. “Fentanyl knows no boundaries,” he said. “It’s in our gated communities, in our inner cities, it doesn’t matter. It’s finding its way everywhere.” Waybourn said his officers also carry Narcan or have it in their vehicles.
The new unit will create a more coordinated effort to combat the use of narcotics in the county, officials said. “[This unit] can help piece some things together that [police] are working on ... and get these criminals off our streets,” Sorrells said. The county also provides information about how to recognize and respond to an overdose in progress.
The new narcotics unit is staffed with three experienced prosecutors who will “diligently pursue drug cases and work closely with law enforcement agencies,” a news release stated. House Bill 6 passed in 2023 and allows prosecutors to file a murder charge for anyone involved in distributing fentanyl to a person who dies from exposure to the drug. Assistant District Attorney Michael Ferry, one of the members of the Narcotics Unit, said he’s seen firsthand the impact of dangerous drugs. “Especially [during the holidays], it’s very difficult for the families who have lost a loved one,” he said. The Centers for Disease Control and Prevention states pharmaceutical fentanyl is a synthetic opioid that may be prescribed for pain treatment. “We are going to get the people who sell this poison off the streets,” Sorrells said in a statement. “Fentanyl is addictive and deadly.”

Weitzman’s Bob Young talks growth in workout- focused businesses Throughout the Dallas-Fort Worth metro area, an influx of workout-focused businesses are opening, many of them having moved into what were vacant spaces. Bob Young, executive managing director of real estate company Weitzman, spoke with Community Impact about the reasons his company has seen growth in the real estate market. To what could you attribute the growth in workout-focused businesses? There’s two moving parts. On the consumer side, with the pandemic—health and wellness was re-energized and took a new look. Once the masks were off, that morphed into almost a cultural kind of thing—going to the gym with other people and looking good. And then take the real estate side.
Vacancies that were created by [the] closing of major retailers, these gyms realized that that could be fertile for them to go get memberships and be in the markets where rooftops were there and customers were there. How much has the perception of gyms changed? In the past they were looked at like, “We don’t think we want them in a shopping center,” based on restrictions that maybe a grocery store had on parking. Now, they drive people to shopping centers. They became kind of their own anchor, along with Target or Kroger or whatever is there. In the past, it seemed like big-box vacancies would stay vacant for a long time, but it sounds like that is changing now? That is totally accurate. That’s exactly what’s happened. If you have to divide [the space] and put two tenants in there, that’s expensive. So many of these gyms, because they had a larger footprint, they were able to get the benefit of not subdividing space. All of a sudden, they’re everywhere. I don’t think that they’re going to slow down anytime soon.

Under a pavilion at McPherson park in Col- leyville, a group of combatants swing swords and shields aloft as the instructor critiques their form. At another part of the pavilion, a pair of stu- dents thumbs through a historical manuscript. This is a typical class for Vier Blössen Historical Fencing, a club that teaches medieval sword ghting, President Donny McKay said. The club is a local chapter aliated with the nonprot Historical European Martial Arts Alliance, McKay said. The group meets weekly in dedication to sharing knowledge about dierent sword-ghting systems and weapons dating back to the 1400s. The namesake denotes a concept that serves as a visual representation of angles of attack when manipulating swords. The backstory The Colleyville chapter began in 2016, teaching a style of German longsword, side sword and Dusack, a cutlass-like saber, McKay said. After McKay joined, he brought with him knowledge of the sword and buckler, a system that pairs a sin- gle-handed sword with a small, center-gripped shield. In 2022 McKay became president. The club likes to remain exible in its teachings based on student interest. “It’s very individualistic,” McKay said. students can pay monthly or per class. Students train with blunt metal blades that allows them to train safely while still experienc- ing the heft of real weaponry, McKay said. People of all sorts can nd enjoyment in the training, McKay said. Some might join because they are intrigued by the history behind it; others followed a path from books, video games and other mediums of fantasy ction. There are even elements of geometry involved. “It’s a physical activity that keeps us healthy and keeps us engaged, and keeps us tied in with the community,” McKay said.
