Conroe ISD began the school year Aug. 9 at the new Hines Elementary School, but the district estimates eight more schools are needed.

Conroe ISD outlines historic $1.99B bond package, including eight new campuses

The bond Harry Vein, a co-spokesperson for the district’s bond planning commit- tee, said the bond started with a ve- step process that began by assessing facilities and studying demographics for the region’s growth. “We are thrilled to be able to oer this bond proposal so as a commu- nity we can move forward together and celebrate what is happening here in Montgomery County,” he said. Proposition A, which makes up 91% of the $1.99 billion package, includes funding for eight new CONTINUED ON 46

BY CASSANDRA JENKINS

CISD’s bond includes four sepa- rate propositions. Null said propo- sitions A and B include the district’s main necessities while propositions C and D cover additional needs. If the entire $1.99 billion bond package is approved, Null said the estimated tax impact would be $0.02 per $100 valuation. According to a presentation Aug. 1, the average home value in CISD is $350,000, which would result in an estimated addi- tional $4.17 per month in prop- erty taxes or about $50 annually.

Conroe ISD will ask voters Nov. 7 to decide the fate of the largest bond in district history—a nearly $2 bil- lion bond package that would fund eight new campuses and is designed to alleviate overcrowding issues. During a special meeting June 6, Superintendent Curtis Null said new campuses in The Woodlands area are expected to help relieve over- crowding at schools that include York Junior High School, Grand Oaks High School and Suchma Elemen- tary School, which are all over 100% capacity as of the 2022-23school year.

FROM NICOLE: Education is on everyone’s mind in August as the opening day for schools in the area draws closer. The upcoming bond referendum expected to be on the ballot this November may also be on your mind. In our annual Education Edition, we break down the elements in the bond and provide background on the various proposals, from new buildings to technology devices and how much each is projected to cost. FROM VANESSA: You can’t tell by looking at it, but The Woodlands Waterway is under new ownership this summer. The Woodlands Township is now responsible for maintenance of the 1.8-mile waterway, and through transactions completed in July, it is also taking on more than 230 acres in new land in the township. The largest piece is 208 acres in size and could provide a host of new recreation opportunities. See Page 23 for more information about these changes. Vanessa Holt, SENIOR EDITOR

MONTHLY COMMENTARY

Stocks continue to climb a wall of worry. Pundits have been predicting a recession for more than a year now while the Federal Reserve has been engaged in their battle with inflation. GDP is humming along at over 2%, unemployment is under 4% and inflation has been beaten down to the 3%-4% range. The crush in corporate earnings has failed to materialize and the aforementioned stocks continue to grind higher. So far, 2023 has turned out to be rather good for both Wall Street and Main Street. I know negativity sells, but it’s ok to acknowledge when things are pretty good. And things are pretty good at the moment.

Residential speed limits lowered to 20 mph in The Woodlands

SPEED LIMITS IN THE WOODLANDS AND VICINITY The new speed limit rule will only apply to county-maintained, residential-facing roads in unincorporated portions of Montgomery County precincts 2 and 3.

aect neighborhood roads which have residential properties facing them, according to discussion at the meeting. Before the change, speed limits in neighborhoods across Pre- cinct 3 and parts of Precinct 2 ranged from 25-35 mph. “I’ve got roads that are 30 [mph] and some roads that are 20 [mph] in the same village, and I think this is a way to go clean this up...so it’s less confusing on somebody who’s trying to do trac control or trying to do patrol in these villages,” Precinct 2 Commissioner Charlie Riley said. Montgomery County commission- ers approved the change in a 4-1 vote, with County Judge Mark Keough opposing, and work will begin later this year to replace all speed limit signs in neighborhoods across the township to reect the change.

Speed limits on residential facing roads in The Woodlands will now have a speed limit of 20 mph after a July 11 decision by Montgomery County Commissioners Court. What happened: Following a pro- posal from Montgomery County Pre- cinct 3 Commissioner James Noack on June 13, two public hearings were held to discuss creating a uniform speed limit on all residential neigh- borhood roads in unincorporated Precinct 2 and Precinct 3. “My job is to do whatever I can to make this community as safe as possible,” Noack said. “And if you’re inconvenienced by having to take another 15 seconds for every quarter of a mile you drive going 20 miles an hour, then I don’t think that’s asking too much.” The new speed limit will only
