Road rehab Construction aims to extend Parker Road’s lifespan

Work to replace asphalt and water lines on Parker Road is underway, closing lanes in certain sections during the day.

BY MICHAEL CROUCHLEY & CONNOR PITTMAN

Drivers on one of Plano’s highest trac roads will continue to see plenty of cones, cranes and torn up concrete throughout much of 2024. Crews are working to replace asphalt and water lines on several sections of Parker Road, which runs

NTMWD'S ANNUAL, 28-DAY TEMPORARY CHANGE IN DISINFECTANT | MARCH 4-APRIL 1, 2024

FLUSHING FROM FIRE HYDRANTS CAN BE AN IMPORTANT PART OF MAINTAINING THE WATER SYSTEM AND HIGH WATER QUALITY. CITIES MAY FLUSH TO MOVE WATER THROUGH PIPES MORE QUICKLY.

AMMONIA IS REMOVED FROM THE DISINFECTION PROCESS. WITHOUT AMMONIA, THE CHLORINE IN THE WATER MAY BE MORE NOTICEABLE, BUT THE AMOUNT IS CONSISTENT WITH LEVELS YEAR ROUND.

TESTING IS CONTINUALLY CONDUCTED THROUGHOUT TO ENSURE WATER QUALITY. RESULTS ARE POSTED ON THE NTMWD WEBSITE.

Your Drinking Water is Safe and Meets All Regulatory and Quality Standards

What’s Different? NTMWD first disinfects water using ozone and chlorine as part of the treatment process to eliminate bacteria and viruses. Then, for most of the year, NTMWD also adds chloramine (chlorine + ammonia) as a secondary disinfectant to keep drinking water clean as it travels from the treatment plants through miles of pipes to homes and businesses. Each spring for one month, NTMWD temporarily suspends the use of ammonia and uses free chlorine as the secondary disinfectant to maintain water quality year-round. This is a preventive measure to maintain the system and high water quality year-round. Individuals sensitive to chlorine may notice a stronger smell or taste for a few weeks in the spring during NTMWD's temporary change in drinking water disinfectant.

DRINKING WATER TIPS

. Add a slice of citrus or cucumber . Consider installing filters on kitchen faucets . Refrigerate water in an open pitcher for several hours . Add a crushed 1000 mg Vitamin C tablet to bath water . Consider installing filters on bathroom faucets or shower heads

RENDERING COURTESY THE CITY OF PLANO

Plans to proceed with the redevelopment of The Shops at Willow Bend in Plano, located along West Park Boulevard and the Dallas North Tollway, appear to be moving forward. The Plano Planning and Zoning Commission unanimously voted to recommend approval of a rezoning request to rescind several specic-use permits and approve a concept plan during its Jan. 16 meeting after tabling consider- ation at the applicant’s request in December. Willow Bend redevelopment moving forward

The overview With the recommendation for approval, Dallas-based developer Centennial plans to demolish up to 530,000 square feet, while main- taining around 400,000 square feet of the existing mall. “[The plan] is to maintain as much of the existing Shops at Willow Bend that we can maintain and deliver it in a way that works for the next 50 years,” Centennial CEO Steve Levin said. According to city documents, proposed redevelopment includes mid-rise residential, oce space, a hotel and open space. The project was later approved by Plano City Council on Feb. 12. Construction is expected to begin in early 2025, with the rst phase expected to nish in 2027.

City debuts retail revitalization

Plano sta could soon have additional economic tools aimed at improving retail centers within the city at its disposal. Director of Special Projects Peter Braster presented a draft retail revitalization program to Plano City Council during its Jan. 22 meeting. The overview Braster said the goal of the

program is to provide support to struggling retail centers and help complement eorts by property owners. If adopted, city sta would likely look to provide a city contribution of around 10% of the total reinvestment in the property, he added. “It’s not to pay for everything, but it’s meant to augment and push them higher,” Braster said.

Road rehab

while trying to mitigate traffic impacts by closing off one lane at a time. She said the asphalt overlay is a durable solution for the roadway with a lifespan of between 15 and 20 years. The city began using asphalt overlays to repair segments of the road in 2017, and officials said they have noticed better results compared to conventional concrete repairs. “We have not seen any major concrete failures in our asphalt overlay areas,” Jones said.

It is more efficient to replace the water main before construction, Thornhill said, because it saves taxpayers money. “We’re trying to be proactive and get it replaced before we do the major improvements to the roadway so we don’t have to be out there in a couple of years and replace the water line,” Thornhill said. Jones said the asphalt overlay process is a more efficient way to extend Parker Road’s lifespan

City staff project the total cost of the project to be around $20 million, which is funded through general obligation bonds and the water fund. The water main replacement is necessary, Director of Engineering Caleb Thornhill said, because there is an old cast iron water pipe under Parker Road that needs to be replaced with PVC pipe. In some areas, pavement along Parker Road is up to 40 years old, and the cast iron water main is nearly 50.

The Parker Road construction is estimated to cost around $20 million in total. Project scope

The extensive construction on Parker Road has led to several complications for drivers. From July 5-Jan. 25, the city received 86 claims for vehicle damage caused by the construction on Parker Road, with 68 of those claims being filed in January. The uptick in claims was caused by the combination of work on the water main and increased awareness of the city’s claim program, a city representative said. Gary Hirsch, owner of Hirsch’s Meats on the corner of Parker Road and Alma Drive, said he sees the effects daily. Parker Road has always had traffic due to its central location in the city, Hirsch said, and the construction is adding further to his customers’ commute. “We’re all frustrated, especially since [the construction] was happening over the holidays,” he said. “I hear [customers] in here grumbling about the construction, and I understand the frustration.” Hirsch said he has constantly had to adapt over the 30 years his business has been in Plano. But between the weather and ongoing construction, he

said his business had some of its “slowest days” at the start of this year. “We’ve seen traffic backed up all the way down the street,” he said. “I know some people may not make that extra trip to come here because they don’t want to put up with that.”

Thornhill said the water main replacement is scheduled to be complete in July and could last as long as 50 years. Jones said crews are continuing work on asphalt overlays between Country Place Drive and the eastern city limits, and between the western city limits and Willow Bend Drive. Overlays between Custer Road and Independence Parkway will begin after the water main installation. However, the Parker Road project will likely be completed in 2027 because asphalt overlays can only be installed when the road temperature is at least 60 degrees Fahrenheit, Jones said. Plano drivers, including Hirsch, are looking forward to seeing that progress take shape. “We have to tolerate it, and hopefully come springtime, it will be a beautiful road,” he said.

McNeal’s serves Irish fare and pub food in Plano

Tom McGill opened McNeal’s Tavern and Eatery with Chris O’Neal in 2022.

“Everyone does frozen burger patties, but not our burger. We have a combination of beef, short rib and brisket mixed together,” he said. “He told us this will be so good no one will ask you for salt and pepper and they will never put ketchup on this burger.” Looking for a libation? There are 24 beers on draft, which are rotated out seasonally. McGill said they also have a good selection of scotch and bourbons. “The biggest compliment we get is people who come in from Scotland and England, and they say, ‘We hear you pour the best Guinness,’’’ McGill said. “People say to me, ‘My husband makes me come 20 minutes across town to get your Guinness. I say, ‘Well, good.’”

As a teen growing up in an Irish and Italian neighborhood in New York, Tom McGill got his start in the restaurant industry bussing tables at a pizza joint. During the ensuing decades, McGill continued gathering industry experience and in 2022, he opened McNeal’s Tavern and Eatery with business

partner Chris O’Neal. What’s on the menu?

75

E . 1 5 T H S T .

McGill said their menu is approximately 30% Irish fare, such as bangers and mash, while the rest of the menu features a variety of elevated pub food. Prior to opening the restaurant, an executive chef was hired to help create the menu. McGill said the advice they got has proven benecial and points to the McNeal’s Classic Burger as an example.
