Slowing enrollment aects scal outlook at local school districts

Enrollment in Round Rock and Pugerville ISDs has not recovered to pre-COVID-19 levels as of the 2021-22 school year. Decreased enrollment levels contribute to districts receiving less funding from the state.

During the last two years, school districts in Round Rock and Pugerville saw declines in enrollment that continue to be exacerbated by several factors. Data from the Texas Education Agency indicates Round Rock and Pugerville ISDs saw year-over-year enrollment drops of 5.2% and 3.65%, respectively, from the 2019-20 school year to the 2020-21 school year, with RRISD’s enroll- ment falling another 2.35% the following school year. Slowed or declining enrollment in Round Rock and Puger- ville ISDs is in line with statewide trends. According to TEA data, statewide enrollment in public school districts dropped approximately 2.23% during the 2020-21 school year, a decrease that came following years of enrollment growth. In Hutto ISD, however, enrollment continued to grow rela- tively steadily in the 2020-21 school year. District ocials said declining enrollment num- bers can bring—and in some cases already are bring- ing—a wealth of nancial issues to school districts. CONTINUED ON 32

The project will add frontage road lanes and a bridge over the railroad crossing at Chisholm Trail Road as well as a new roundabout below the bridge. To help maintain access to businesses and residential spaces in the area, crews will build access roads between Lake Creek Drive and Chisholm Trail. The project includes a second bridge that will be constructed to carry RM 620 trac and 3 of the Kenney Fort Boulevard project to add a three-lane north- south arterial road that will provide an additional route through eastern Round Rock. Crews are grading the site for the new road and completing underground water utility work. The placement of the street’s future intersection with Gattis School Road has been marked with poles, and the sidewalk along those sections is closed to public use. The upgrades on Kenney Fort will run from Forest Creek Drive to SH 45 N began in early 2022 and will be nished in spring 2023, according to the city. The project will cost $23 million for the construction and engineering of the second and third segments.

Red Bud Lane North improvements between US 79 and CR 117 Red Bud Lane will be upgraded to a four-lane divided roadway from US 79 to CR 117. The project will also add pe- destrian, intersection, curb and gutter improvements to accommodate future homes being built in the area. likely go up as well, in many cases through increased building heights. City Manager Laurie Hadley said council will consider an updated eco- nomic development agreement for the project at an upcoming meeting. The previous agreement, approved in 2019, required that Mark IV develop at least 1 million square feet over the next 20 years and invest at least $200 million into the project.

In return, the city would invest up to $12.56 million in public infrastruc- ture such as roads and water lines. The District was previously slated for a 2021 groundbreaking, but changes in scale and ongoing con- struction diculties have repeatedly delayed the start to construction beginning late this summer. The District, a long-awaited mixed-use development in Round Rock, may look dierent than origi- nally planned as developer Mark IV Capital adjusts course to meet new market demands. The approximately 65-acre development—originally announced in 2017—is located just o Greenlawn Boulevard, behind the Round Rock Crossing shopping center. In a presentation to Round Rock City Council on June 23, Justin Basie, senior vice president of Mark IV, outlined some potential changes to the development. Basie said the amount of oce space in the development could double or triple from the original 1 million square feet estimate as demand for oce space in the Austin-Round Rock area grows. “Our tallest oce building here [in the original project design] is now our shortest oce building for the project that we are prepared to move

Local entities enact watering restrictions to conserve supply ROUND ROCK Entities in the

In Round Rock, contingency plans for a drought point to lowered levels of water in the lakes that supply the city’s water as a restriction trigger. “Due to the lack of forecasted rain, we are taking action now to prevent the possibility of entering further drought restrictions down the road,” City Manager Laurie Hadley said. “A little bit will go a long way in ensuring we are continuing to use the resources we have in a responsible manner.” The Brazos River Authority announced Stage 1 restrictions in March for Lake Georgetown, a pri- mary water source for Round Rock. The measure is part of the city’s drought contingency plan that has three stages. Stage 1 includes the

Round Rock area are implementing water restrictions this summer as drought conditions worsen. The city of Round Rock enacted a limit on lawn watering June 29 to conserve its existing water supply, and Brushy Creek Municipal Utility District officials announced its of Stage 1 voluntary watering restrictions for residents July 15. Both are still in Stage 1 as of press time Aug. 2. In Round Rock, exceptions to outdoor irrigation restrictions under Stage 1 are watering via handheld hose or bucket. Washing streets and operating ornamental fountains that do not recirculate water are also prohibited under Stage 1, according to the city’s drought contingency plan that is included in its code of ordinances. The restrictions within the BCMUD are part of the body’s Drought

biweekly residential lawn watering restrictions; Stage 2 would bring the two days a week of permitted water- ing down to one day a week; and Stage 3 prohibits outdoor irrigation and limits other water uses most strictly. Other uses of water limited by the city’s drought contingency plan include the filling pools, washing vehicles and operating ornamental fountains. Limitations may range from set hours of the day to total prohibition, according to the

city’s plan. Drought restrictions in Round Rock are based on a number of factors, such as water supply, demand and capacity of water treatment plants; wholesale suppliers; and public health, safety and wellness triggers. The restrictions may be lifted by the city manager if the conditions that triggered the restrictions are resolved or if the city manager determines it to be in the city’s best interest to terminate the restrictions.

Officials greenlight BCRUA water, wastewater main projects

ROUND ROCK Officials approved two contracts for repair and remedia- tion of Brushy Creek Regional Utility Authority water and wastewater mains during a July 14 council meeting. The first contract involves a $65,030 repair to a 21-inch wastewater main located at the confluence of the Dry Branch and Brushy creeks, discov- ered in the investigation of BCRUA wastewater lines following excess inflows observed since May 2021. Chasco Construction will repair the leak, allowing the system to operate normally. Chasco Construction also repaired an emergency leak in a wastewater receptor near Hairy Man Road earlier this year. Officials will pay for the project through a self-financed city wastewater construction fund. The second contract is a remedia- tion of a 72-inch water transmission main along New Hope Drive. The remediation will correct settlement of soil around the transmission line, according to Michael Thane, Round

Rock Utilities Department director. While the line is located in Cedar Park, it also serves Leander and Round Rock. The $314,632.89 contract awarded to Austin Under- ground Inc. is reflective of the 51.78% ownership stake Round Rock has in

the line. The total cost for the project is $607,634, and the city’s portion will be paid from its regional water fund. The contract must also be approved by Leander and Cedar Park before work can begin.

ROUND ROCK’S SHARE One of the project contracts approved at the July 14 Round Rock City Council meeting is for a water transmission line remediation for settling of soil around the 72-inch pipe. Round Rock will share the cost of the project with Cedar Park and Leander under the cities’ Brushy Creek Regional Utility Authority partnership.
