RISD proposes closing, consolidating campuses In an effort to shore up continuing budgetary deficit issues, Richardson ISD officials are proposing to consolidate or repurpose a number of campuses. The proposal, called Project RightSize, would affect five campuses within the district, reducing expenditures by around $10.8 million annually, in addition to bringing in an estimated $10 million in one-time funds, according to a Feb. 22 presentation. What you need to know Schools that would be closed or consolidated by the proposal for the 2024-25 school year include Greenwood Hills Elementary, Springridge Elemen- tary, Spring Valley Elementary and Thurgood Mar- shall Elementary. The plan would close the Dobie Pre-Kindergarten School in the 2025-26 school year. RISD would also get rid of noncontiguous atten- dance boundaries, meaning students would not be bused to schools with different attendance zones.
Richardson council to issue $21M in bonds During a Feb. 26 meeting, Richardson coun- cil members approved a resolution to allow staff to publish a notice to issue over $20.95 million in certificates of obligation, which will be used to purchase equipment and expand services. Two-minute impact According to officials, $3 million will go to library renovations; $1.61 million will pay for a fire engine pumper truck and an ambulance; $1.65 million will cover container equipment and five trash trucks; and $14.7 million will go to water and sewer projects. What’s next? Council plans to consider authorizing the sale of the certificates of obligation during the April 22 meeting.

Two road rehabilitation projects are underway in Richardson, with completion expected later this year. Both projects involve concrete repair and sidewalk rehabilitation along two city roadways: Arapaho Road between Greenville Avenue and Bowser Road, and East Spring Valley Road between Greenville Avenue and Abrams Road. Part of the city’s plans to revitalize the Core District include a building modernization grant for Alamo Drafthouse. Officials declined to answer questions about how grants are awarded or if more were to be given to businesses nearby. Drafthouse officials said it was unlikely to renew its lease without the funds due to declining attendance, per emails between city officials and Bill DiGaetano, co-owner and CEO of Alamo Drafthouse North Texas. DiGaetano said he expects the upgrade will bring people to the theater and that, as an anchor tenant, will help other businesses. “We saw an improvement in ... tenants that wanted to locate in the Heights as a result of Alamo,” City Manager Don Magner said, referencing its opening. Other city investments to make the area a walkable destination, such as creating a new park called Interurban Commons or widening sidewalks, aim to tie the five district neighborhoods together.

Identifying the right businesses for the revitalized Core District has been a challenge given turnover and other factors, said Manasseh Durkin, president of Durkin Properties, a com- pany developing retail in Lockwood and along Main Street. Durkin added that his rm is evaluating options to bring additional businesses near downtown with a goal of creating a destination within the Core District. Despite closures and delays, he said there continues to be high demand for businesses to locate in the area. “[Belt & Main is about] trying to change the sense of what this place is in North Texas … so [individuals] start to think they want to be in downtown Richardson,” Catalyst Urban Devel- opment President Paris Rutherford said. The rst phase of the Belt & Main project is once again progressing smoothly, albeit about one year behind schedule, which resulted in Catalyst hiring a new construction group for

the project, Rutherford said. There were also other uncertainties, namely supply chain issues during the pandemic, that delayed the project, he added. “Sometimes good things take a little waiting and patience for them to occur,” Rutherford said.
