master plan will be four markers recognizing four African-American men who were lynched in Harris County between 1890-1928, according to Harris County Precinct 1’s website. The big picture Precinct 1 officials said the cost of the project will be determined once construction bids are taken in 2025. The project will be funded by regional park bonds, mobility funds and general funds, officials said. While the project is currently in the design phase, officials said it is anticipated to take at least four years, with completion projected for 2029.
