Police to get $1.9M in drones, vehicles Frisco City Council members unanimously approved about $1.9 million in purchases for the city’s police department during a Jan. 16 meeting. The details One purchase approved by council members was a five-year, $96,495 contract for two new police drones. Here’s how that cost works out for the city: • $19,999 annual cost for the drones • $3,500 subtracted from total cost due to equipment trade-ins Another two purchases approved Jan. 16 were to replace some department vehicles. Funding for the purchases was available through the department’s fiscal year 2023-24 budget.
Frisco 45 Park to be named for Camey Spur Frisco City Council members unanimously approved Frisco 45 Park’s new name, Camey Spur Park, during a Jan. 16 meeting. What’s in a name? Frisco’s Park and Trail Naming Committee members unanimously recommended the name after their July and October meetings, according to meeting documents. The three-acre park is near where the “lost town of Camey Spur” once was, according to a state- ment included in meeting documents. The town was founded in 1852 and was located about seven miles south of Frisco where Hwy 121, West Spring Creek Parkway and the railroad now meet. It was named for landowner William C. McKamy and his family who settled the area, according to meeting documents. The McKamy family later donated land to the Frisco Line in 1896 for the

railroad and had a railroad switch, also called a spur, installed. The town’s name gradually changed to McCamey over time, according to meeting documents. Council discusses next steps for Arts Complex Frisco City Council and city staff heard an update on the progress consultants have made toward a potential Performing Arts Complex during a Jan. 19 winter work session. Project representatives from Theatre Project Consultants Inc. and Keen Independent Research returned to Frisco to give an update on the Performing Arts Complex progress. Since their last update in October, project con- sultants and council members have toured various performing arts venues across the country. The theme chosen to set the tone for the work session was “Frisco Forever,” Mayor Jeff Cheney said. It encapsulates council’s dedication to bringing long-term, generational projects such as the arts complex to the community, he said. “Our success is continuing to grow,” council member Tammy Meinershagen said. “All eyes are on Frisco right now.”
Leaders consider downtown program Plans to invest in Rail District businesses through an incentive pilot program are underway, according to a presentation from the Economic Development Corporation, which was discussed during a Jan. 18 winter work session. The pilot program will run for three years, and it will include helping business owners update their interior infrastructure as well as facade improvements.

Final designs of the years-in-the-making Grand Park project in Frisco could wrap up before the end of 2024, ocials said. Frisco City Council and city sta heard a breakdown of next steps needed for the city to see a fully realized Grand Park on Jan. 18 during a two-day winter work session. City ocials and consultants have a few more months of visioning left to complete before nal designs wrap up in the next seven to nine months, said Conners Ladner, a principal with Design Workshop Inc. hired for the project. Once designs are nished, early phases of park construction could potentially begin sometime in 2025 and nish in early 2029, according to a meeting presentation. “We’re making progress,” Parks and Recreation Director Shannon Coates said. City ocials hone in on plans for Grand Park

Altogether, Grand Park is a more than 1,000-acre piece of property stretching from Frisco’s former Exide Plant property to Lewisville Lake. The main piece is the community hub, a 320- acre portion beneath the Dallas North Tollway, that city ocials hope to develop in multiple ways, including: trails, skate parks, picnic areas, festival lawns, playgrounds and nature center. The rst major step toward bringing the park online was when Big Bluestem Trail opened in November 2022, Coates said. Since then, city ocials have partnered with design teams Ideo and Design Workshop Inc. to brainstorm what the park could be. Coates said one comment she hears frequently is how awful it is that Grand Park has not been built yet. However, because of the changing demograph- ics in Frisco, it could be seen as a positive, she said. “The best thing that could have ever happened is that Grand Park hasn’t been built yet,” Coates said.

Council members had approved a vision statement and guiding principles for designing the park earlier in the week during a Jan. 16 meeting. Approving the vision statement will set the groundwork to make Grand Park a reality, said Clair Hempel, a principal with Design Workshop Inc. Design Workshop Inc. was hired in October to conduct the site analysis and framework studies. Now that they have nished, council’s next steps include choosing a layout of the park’s community hub. These layouts can vary depending on what council envisions for the space.

Tax election may be option to fund Frisco ISD staff raises passes through the state’s formula, said Kimberly Smith, FISD’s chief finance and strategy officer. Funding for a district is based on average daily attendance, rather than enrollment, Smith said. The basic allotment for students is $6,160—which has not changed since 2019. Historical Frisco ISD tax rates Frisco ISD's tax rates are split between maintenance and operations, which funds payroll and other operational costs, and interest and sinking, which pays for the district's debts.
With a looming multimillion-dollar budget shortfall in the 2024-25 school year, Frisco ISD offi- cials are considering the use of a voter-approval tax rate election to help pay for staff raises. The board will not make a decision to call an election until August or September, said an FISD spokesperson. If the board calls for an election, then it would be placed on the Nov. 5 ballot. Teacher raises were a top priority discussed by Frisco ISD’s board at a budget workshop Jan. 25. The workshop was the first of many as the district builds its budget for the 2024-25 school year budget, Superintendent Mike Waldrip said. Pandemic relief funds from the federal govern- ment helped in previous fiscal years, but those funds will not be available for future years. The attendance rate in Frisco ISD has declined since the pandemic began, Smith said. Attendance is down 2%-3% across the state, and Frisco ISD is experiencing the same decline, she said. Before 2020, the school district had a 96.5% attendance rate, which now sits at 94%-95%, Smith said. By the numbers Raising the tax rate would generate roughly $11 million after recapture. Recapture allows the state to remove local property tax dollars from district and redistribute funds to assist with the other school districts, according the Texas Education Agency.

Survey results to shape future school decisions Keeping Frisco ISD’s student opportunity model and updating existing facilities were two priorities noted in a districtwide survey. The survey provided feedback to help district officials make decisions through the coming school years. It included questions about the stu- dent opportunity model, early childhood program- ming, and campus maintenance and operations. More than 14,000 community members, includ- ing guardians, students and district residents, completed a feedback survey for FISD. The district partnered with the independent research firm K12 Insight to administer the survey in late 2023 and compile the results. Collin College offering new AI trends course Collin College is offering a new generative artificial intelligence class designed for busi- ness leaders and nontechnical professionals. The details The new course, “Generative AI for the Rest of Us,” will provide insights on trends and real-world applications of generative AI along with its ethical implications, according to a news release from the college. “The course provides the tools and knowl- edge to navigate the digital transformation driven by AI technologies like ChatGPT,” instructor Yeshwant Muthusamy said in the release. “This course has no programming or technical prerequisites—it is appropriate for anyone interested in learning more about generative AI.”

high schools, according to district officials. In the survey, the model is a significant factor for 63% of families and 55% of staff members in the district. Over 71% of respondents were concerned about moving schools up to a 6A level, citing concerns for class size, academic opportunities and teacher attention. Additionally, school safety in the district was rated favorably with 91% of secondary students, 89% of staff members and 83% of guardians rating the schools’ security as excellent or good. More than half of all participant groups said turf should be installed at all high schools.

Traffic signals to be installed on Custer Road Construction on new traffic signals for intersec- tions along South Custer Road, the border road between Frisco and McKinney, is expected to finish before the end of 2024. The details The signals will be installed at the Gartner Road and Big Horn Trail intersections along Custer Road, according to the city’s capital improvement projects database. Both projects are still in the design phase, according to the database. The light at the Custer Road and Bighorn Trail intersection is expected to cost $350,000 once it goes out to bid in spring 2024 and finish sometime in summer 2024. The light at the Custer Road and Gartner Road intersection is slated to finish construction by the end of 2024 and cost $250,000 once it goes out to bid in spring 2024.

King Road to see construction update A new street construction project is heading to King Road. The project, still in the design phase, will include constructing a three- and four-lane road between Rose Lane and Witt Road. It is expected to cost $10.1 million with construction expected to wrap up in late 2025, according to the database. More information about other ongoing projects can be found on the city’s website.

Most new construction will come from grocery store chains and other anchor stores, Young said. At least 14 new grocery stores will open in 2024 or will be under construction. In 2023, H-E-B’s new stores in McKinney and Allen accounted for 22% of all space.
In 2023, Dallas-Fort Worth’s retail market experienced the highest occupancy rate in more than 40 years, according to Texas-based real estate firm Weitzman’s latest annual forecast. Dallas-Fort Worth finished the year with a record- high occupancy rate of 95.2%, 1.8 million square feet of space absorbed and more than 1 million square feet of new construction. The new record comes after occupancy rates exceeded 94% for the first time in Weitzman’s history in 2022. “In 2023, I along with many of us saw something we’ve never seen,” Executive Managing Director Robert Young said. “DFW’s retail market reached and it surpassed the highest occupancy rate ever.” The second highest occupancy rate occurred in 1981, when it was reported at 94.8%, Young said. In 2024, Weitzman expects the retail market to remain stable and end the year at 95.8% leased. Weitzman is anticipating nearly 2 million square feet of new construction to be delivered this year.

The Fields devel- opment includes Fields West, The Professional Golfers’ Association of America resort and golf course and several residential neighborhoods— which will house at least 10,000 residents. Visit Frisco Executive Director Marla Roe said Fields West will be a “vibrant hub.” It is too early to anticipate the economic impact of the Fields West project, but Roe said she sees the development as a way to attract and keep people and their money in Frisco. “People who might historically have just gone to Legacy West will now have an opportunity to find something new and very similar and different in its own right here in Frisco,” Roe said.
Fields West is a 55-acre project within the greater 2,500-acre Fields development. Fields West is across the Dallas North Tollway from the planned Universal Kids Resort in Frisco. Universal is also expected to open in 2026. Fields West is being developed by Fehmi Karahan and The Karahan Companies, which also developed Legacy West in Plano. Karahan is the president and CEO of The Karahan Companies and has been since 1992. The Fields project will be similar to Legacy West but bigger, officials said. Legacy West’s mixed-used component, which is comparable to Fields West, is 34 acres. The greater Fields development is a $10 billion project compared to Legacy West’s $3 billion
Fields West, a multibillion-dollar mixed- use development, will bring luxury brands, restaurants, retail and office space to Frisco’s north side. The development, along the Dallas North Tollway, took the latest steps toward its mid- 2026 opening date in January as the Frisco Planning and Zoning Commission approved several open space and site plans. Roads are already under construction as it relates to the project, officials said. Preleasing is also underway with a number of businesses committing to open in the development, though details could not be shared, said Rand Horowitz, founding partner of SHOP Companies, which is overseeing the leasing of Fields West. “The level of interest at the earliest stages has been unobstructed and almost immediately engaging by the retailers,” Horowitz said. “We’re honestly exceeding our expectations [of] how the market has taken to the vision of the asset.”

The development brings with it two luxury hotels with The Ritz-Carlton and an Autograph Collection by Marriott, which will contribute to the city’s hotel occupancy tax rates and tourism, said Gloria Salinas, Frisco Economic Development Corporation vice president. “If you would have asked a Frisco resident 10-15 years ago about a Ritz-Carlton or some of these other kinds of luxury brands, whether you [would] see that in Frisco, they may have found it hard to believe,” Frisco Mayor Jeff Cheney said. The additional hotel occupancy funds, which are generated when people stay in hotels, would go toward community projects, Roe said. Estimations on how much the new hotels will bring are unknown at this time. The tourism that a development like Fields West will bring will trickle down to the existing businesses, as well, Roe said.
Roe said having Fields West in north Frisco will attract those north of US 380 as opposed to them traveling further south for older shopping developments. “If you’re coming from out of town, you’re not going to pass a huge mall to go to another huge mall,” she said. The development will also bring with it office space, which Salinas projects will bring in corporate headquarters and employment options to Frisco residents. As of 2019, only around 14% of Frisco residents worked in the city, with the rest commuting to their jobs, according to EDC data. “The job growth hasn’t been able to keep up with [Frisco’s] population boom,” Salinas said. “Building out our corporate community is really important to the EDC.”
