$210M state library and archives building underway in Pugerville

BY MANUEL HOLGUIN JR.

A major project is taking shape on the east side of Pugerville, where the state of Texas is investing $210 million to build a new, state-of-the-art archival and records facility that will preserve everything from historic lm reels and state Supreme Court case les to millions of digital documents. The project, funded by the 88th Texas Legislature, will replace the aging Shoal Creek warehouse in Austin and give the Texas State Library and Archives Commission room to grow for the next 25 years. The 242,000-square-foot complex will house archival storage, a state records center, preservation labs and an expanded Talking Book Program with new recording studios. Next door, the Texas Facilities Commission is also developing the Pugerville State Oce Building for state employees. Due to rising real estate prices in Austin’s Central Business District, TFC is moving support services and public-facing operations to lower-cost locations outside the Capitol area. Lawmakers initially approved $40 million for land and design, and TFC searched for locations before ultimately choosing Pugerville.

Pflugerville sets downtown plan

Hutto advances mixed- use project, eyes funding Hutto City Council advanced plans Nov. 6 for the proposed Stromberg development, a roughly 389-acre mixed-use planned unit project near CR 132 and FM 1660. Overview Council approved an amendment to the zoning plan, clearing the way for a residential-focused neighborhood. About 75% of the property dedicated to housing will be single-family homes, while 15% will go to townhomes and 10% for multifamily units, total- ing about 2,000 residential units at full buildout. Commercial sites are planned along the major roadways, with possible space for a school or small local businesses. Multifamily buildings will be capped at three stories when adjacent to single-family homes to preserve privacy. A representative for the developer Waymaker

Ventures said design work is underway. The update to comes roughly a year after officials approved a planned unit development to establish housing and industrial space for the site. In a separate action, council voted to accept a petition to create a Public Improvement District for the same site. The PID would allow the developer to finance an estimated $100 million in roads, utilities, drainage and park space through special assessments. Council scheduled a Dec. 4 hearing to consider the PID, which occurred before press time.

How it happened A runoff election will take place between Doug Weiss and Pat McCord, who received 47.38% and 34.55% of the votes, respec- tively, in November. Following the two leading candidates, Gregory Harrington received 14.69% of the votes, while Andy Lindsey received 3.38%. Rescue program. About the project

COURTESY STAR FLIGHT

STAR Flight helibase is now operating part time out of Fire Station 9 in Coupland. This gives crews a new base to cover the growing northeast corridor of Travis County. Fire Chief Nick Perkins said the collaboration came together quickly after discussions with STAR Flight, which was seeking a more eastern base of operations. Station 9 sits on a 10-acre site the district purchased several years ago for future expansion. Perkins said the station’s strategic location due to rapid growth, heavy traffic near the new

Samsung site and its rural position, will enable quicker medical response, stronger rescue and wildfire support. “Once you get past Cameron Road, response times can stretch 10-15 minutes by ground,” Perkins said. “STAR Flight can be there within minutes.” While the station isn’t yet operating 24/7, crews are positioned there during the day—STAR Flight’s busiest hours—with plans to expand operations as infrastructure improvements continue.

7 PfISD campuses to get improvement plans Four elementary schools, two middle schools and a high school have been identied as needing a state-required campus improvement plan. The gist Pugerville ISD Chief of Sta Brandy Baker said a targeted improvement plan, or TIP, is required when a campus receives its rst “unacceptable” rating from the Texas Education Agency’s account- ability rating system or the federal rating system. A turnaround plan, or TAP, is required when unacceptable performance continues for multiple years. These plans involve more intensive strate- gies and additional state oversight, Baker said. All of the plans are aligned with TEA require- ments and developed with stakeholder input, she said. The PfISD board of trustees later approved the submission of the improvement plans to TEA during the consent agenda.

The district purchased two properties—17 acres near the Flora housing development and 20 acres near a future data center and the Hutto Mega Site—for future campuses, according to a news release shared Oct. 27. The site near the Flora housing devel- opment cost $6,028,704 and was funded through the 2023 bond, while the site near the data center cost $5,738,200 and was funded by a combination of monies from the 2019 and 2023 bonds. In May 2023, voters approved the use of $522 million to expand and improve district facilities as HISD is growing.
