Pearland officials discuss city’s sidewalk gaps

only going to get chewed up when development happens,” Mayor Kevin Cole said. The city is currently restoring concrete sidewalks near the intersection of Dixie Farm Road and Pearland Parkway, Cole said. The Texas Department of Transportation is currently liaising on a project to widen FM 1128 from Bailey Road to Broadway Street, which could include shared-use paths or sidewalks, Cole said. He said the city likely would not invest in adding sidewalks there that TxDOT could later remove for the widening project.

Thirty years after Pearland adopted a sidewalk policy requiring developers to build sidewalks at the time of development, the city is thinking about how to fill the gaps in between. Older sections of FM 518 were built before the sidewalk rule existed, and undeveloped areas along the corridor still have no sidewalks, Pearland Communications Director Joshua Lee said at the city’s Nov. 26 Talk of the Town. The city does not proactively install sidewalks in front of undeveloped land to prevent spending “tax money that is

FISD phone policy shows ‘overall positive’ turnout Friendswood ISD officials said the district’s new cellphone policy has had a good turnout so far for the 2025-26 school year. FISD’s cellphone policy requires personal devices to be left at home or secured using school-issued YONDR pouches, which are mag- netic lockable phone pouches. This is the first year the district is implementing YONDR pouches for secondary schools. The gist Ryan Kopp, FISD’s assistant superintendent of secondary teaching and learning, said Friend- swood High School and Friendswood Junior High School are seeing improved instruction with over 90% of teachers saying the YONDR pouches have reduced cellphone distractions. “I really feel like [students are] reconnecting again,” FJH Principal Delaney Lyon said.

PISD partners with counseling group Students at Pearland ISD will be able to participate in group and individual coun- seling with Counseling Connections for Change, or CCC. The overview The collaboration was approved by the board of trustees at its Nov. 11 meeting. CCC is a Pearland-based nonprofit orga- nization that provides professional mental health services to children and families.

Upcoming development in Manvel focuses on commercial growth

What’s next

The City Council said their main focus was to ensure the quality of tenants and development standards. To meet that standard, BCS Capital Group amended the PUD to allow for only one hotel and eliminate the term “motel,” as well as clearly define that any permitted self-storage or mini- warehousing facilities must be strictly climate-controlled only. City Council also unanimously approved the 380 economic development agreement, which is the financial incentive between the city and developer, at its Dec. 1 meeting. Although the 380 agreement has been approved, the full build-out cost of Manvel Crossing has not been released as the project is still in its early development phase. The agreement outlines the incentive structure—including about $7 million in net-present-value support from the city, which will be used to cover infrastructure needs, according to the 380 agreement. BCS Capital Group also agreed at the Dec. 1 meeting to add a requirement for specific use permits for grocery stores and supercenters, which ensures the council has final voting authority on those specific types of tenants before they can open. The approved ordinances will take effect on Dec. 18, according to city documents. Prior to the ordinances taking effect, city staff and the developer will perform a final review to correct minor formatting errors.

Manvel City Council unanimously approved the annexation and zoning designation for development in Manvel Crossing at its Dec. 1 meeting. The development, located along State Highway 6, west of Kirby Drive and west of the Manvel Town Center, is slated to include nearly 50 acres of land for commercial use. The planned unit development, or PUD, will have some of the following: • Health care facilities

• Child care facility • Recreational sports centers • Restaurants • Grocery store • Hotel • Professional office • Climate-controlled facilities for mini-warehousing

BCS Capital Group, a Houston-based commercial real estate agency, will be the developer for the PUD, according to city documents.

Pearland TIRZ No. 2 to undergo $34M for upgrades Land in Pearland near Shadow Creek Ranch will undergo $34 million in improvements, including land acquisition and road improvements following Pearland City Council’s approval at its Nov. 17 meet- ing of an amendment to Pearland’s Tax Increment Reinvestment Zone No. 2, or TIRZ, financing plan. Froberg Farm in Alvin continues to grow its legacy Nestled between Manvel and Alvin lies Froberg Farm, which spans 250 acres and has been in the Froberg family since 1936.

Christmas trees sold by Froberg sell for around $40- $200 , with some as tall as 12 feet.

He said visitors can taste the dierence between Froberg’s strawberries and store-bought ones. One more thing While strawberries are a large part of the farm, and are included on the farm’s logo, Froberg said the Christmas Tree Farm is his favorite. For the past few years, Froberg has allocated 40 acres of the farm to grow and sell Christmas trees. Froberg said he sells a variety of Cypress trees as they don’t shed needles, and are hypoallergenic. “It’s my favorite because it’s very intimate,” Froberg said. “Me and my family stay up there and we talk to every single customer that comes through; we get to meet every single person, we get to see every single tree as it leaves.”

The family has been harvesting strawberries since moving to Alvin in 1894, and great-great-grandson Tyler Froberg is proudly continuing that tradition. “We work seven days a week ... but you also never work a day if you love it, and we truly, truly love what we do,” Froberg said. What they oer The farm has a grocery store on-site that sells fresh fruits and vegetables in an area that some would consider a food desert. The farm is also known for its large fall festival and allowing guests to pick their own strawberries.

Eminent domain used for Lake Friendswood Park Following decades of negotiations, the city of Friendswood will pursue the use of eminent domain to acquire a long-disputed 5-acre parcel of land near Lake Friendswood Park. Friendswood City Council approved the mea- sure unanimously at its Nov. 3 meeting. Why it matters City sta said acquiring the land would simplify maintenance and enhance public safety for the area around the lake, most of which the city already owns. The move is part of the city’s long-term eorts to consolidate land around the lake. In June, City Council voted to annex roughly 1.3 acres of land from the Slone subdivision. Manvel city sta get increased retirement benets Manvel City Council approved the nal ordi- nance for the city’s Texas Municipal Retirement System, or TMRS, benets at its Nov. 17 meeting. This entails a 17% annual contribution to TMRS. The overview The benets include the following for all city employees: • Annually accruing service credits and cost of living adjustments for retirees and beneciaries • Remove statutory maximum contribution limit The approved measure increases benet competitiveness and addresses the funding gap— estimated at $4 million if all employees retired today—by committing the city to an annual budget cost of approximately $750,000 until the liability is fully funded.

Friendswood ISD looks at next steps after failed bond From the cover

Stacy Parsons, an FISD business- and home- owner, said she did not support the bond propositions due to the tax rate increase, as well as the grouping of the items within certain propositions. This included the agricultural center and replacement campus for Westwood Elementary and Bales Intermediate, which were both in Proposition A within the bond package. Parson said she felt the tax rate increase would have potentially put families within the district in a financial bind. FISD resident Melanie Beran said she sup- ported all four propositions within the bond. She said if the bond and the recently voter-approved increase to the state’s homestead exemption, which reduces the taxable value of a primary residence, had both been in effect, her home would have seen a net increase of $7. “I think it’s a complicated math problem, and a lot of people didn’t sit down and do it,” she said.

To help fund a number of upgrades to facilities and technology throughout the district, Friendswood ISD went for a $165 million bond package formed by the district’s Citizen’s Advisory Committee throughout 2025—split into four propositions—Nov. 4. The bond package also included a tax rate increase of $0.16 per $100 valuation of a home. That translates to about $60 more per month, or $720 annually, in taxes for a home valued at $450,000. With nearly 6,500 total voters casting a ballot, each proposition within the bond package failed, according to election results from Galveston County. Residents aged over 50-65 and up took the largest bulk within voting populations. In 2023, the city of Friendswood had about 36.5% of its total population aged 50 and over, while over 33% of its population was 20-49, according to Census Reporter data.

The bond included new facilities, stadium upgrades and technology improvements, and voters rejected the stadium proposal, Community Impact previously reported.

The following projects were labeled as “district must- dos” in Citizen Advisory Committee documents.

FISD officials released a survey to community members Nov. 19. The survey asked respondents: • Whether the respondent voted for or against the bond package • What changes the respondent would like to see for a future bond proposal • What specific projects would be supported These survey responses, which were not available as of press time, along with district findings of which needs are most critical throughout the district, will determine a potential bond package in the future, said Lauren Traina, FISD’s executive director of communications. “The community has needs as well, and I’m hoping with the survey it builds trust that they are given a platform to use their voice, because we do want to move forward together,” she said. A number of priority maintenance needs were labeled as “district must-dos” in CAC documents. While it is not set in stone, these projects—totaling
