San Antonio city ocials announce plan for downtown sports and entertainment district
Fines for loose dogs, dog bites increased Fines increased Dec. 5 for pet owners who allow their animals to roam freely. What’s happening? The update passed unanimously by the San Antonio City Council increases nes for pet owners who repeatedly allow their ani- mals to roam freely, increases nes for dog bites, implements a pseudonym program to protect the identity of people ling danger- ous dog adavits and gives San Antonio Animal Care Services the ability to sterilize pets prior to being reclaimed by owners. District 4 Council member Adriana Rocha Garcia said that using funds to create a responsible pet ownership campaign would shine a light on the issue.
A plan for a downtown San Antonio sports and entertainment district is in the works. The overview Presented by Assistant City Manager Lori Houston to San Antonio City Council Nov. 21, the plan would transform and develop the area around Hemisfair into a multi-faceted district that allows easy access to major amenities and entertainment. Mayor Ron Nirenberg said that this project would help make downtown San Antonio the envy of the world. Houston said the San Antonio sports entertainment district will be a community space anchored by the River Walk, Civic Park, Tower Park and Yanaguana Garden, and would include: • Existing entertainment and convention facili- ties, such as the Henry B. Gonzalez Convention Center and the Alamodome • A mid-sized event venue • A new convention center and hotel • The UTSA School of Hospitality • A new arena for the San Antonio Spurs • Retail and mixed use development
City ocials showcased a prospective rendering of the entertainment and sports district Nov. 21.

Houston noted that the lack of suitable enter- tainment space and an outdated, small convention center has cost the city 90 opportunities to host large events over the past ve years. “Those 90 events would have brought about 450,000 visitors to our community that would have spent over $700 million,” Houston said.

NEISD expands reach of deaf student program North East ISD board of trustees voted unani- mously during its Nov. 11 meeting to allow three additional school districts to join its shared services agreement to provide services for deaf and hard-of-hearing students. The gist The vote allows New Braunfels ISD, Seguin ISD and Marion ISD to join a joint services agreement between NEISD, Alamo Heights ISD, Comal ISD and Judson ISD to provide specialized services to eligible students. The program is designed to serve deaf or hard-of-hearing individuals ages 0-21. Students will receive 180 minutes of daily direct instruction from a teacher certified in deaf and hard-of-hear- ing communications systems in clusters divided by age group. NEISD Executive Director Vanessa Kosar said
NISD eyes revenue solutions, VATRE The Northside ISD board of trustees dis- cussed ways to increase revenue during its Oct. 22 meeting, including a possible future voter-approval tax rate election. In a nutshell The major avenue for funding discussed at the meeting as well as the Oct. 16 Board Finance Committee meeting centered around accessing an additional three golden pennies on top of the five golden pennies the district uses to provide additional funding. Rene Barajas, NISD deputy superinten- dent for business and finance, said golden pennies are a source of tax revenue that is not subject to recapture by the state. To access additional golden pennies, the dis- trict would need to hold a VATRE, he said.

the regional day school program would not require additional staff and learning would not be impacted by the addition of three new school districts. “There are only a few students who need this level of support per district, that’s why we house a program for everyone,” Kosar said. The breakdown According to NEISD district officials, each district pays approximately $25,000 in tuition per student and covers transportation costs for travel to NEISD.

Between 2017 and 2022, Census data shows that the population of people age 60 and older within
The Bexar Area Agency on Aging is a branch of the Alamo Area Council of Governments. It connects to a nationwide network with local nonprofit organizations and city officials to address the needs of those age 60 and older. The area plan states that the BAAA strives to enhance the quality of life and well- being of older adults in Bexar County by developing a plan that promotes healthy aging, social connectivity and economic security through innovative programs. Yolanda Perez, the San Antonio human services administrator for the Senior Services Division and a Bexar Senior Advisory Council member, said BAAA acts as an umbrella organization that provides a variety of resources to the community. Perez said the city of San Antonio is the largest meal provider in the state of Texas for congregate—or community-based—meal programs.

How it works
In 2023, the Bexar area of AACOG:
Answered 36,978 calls
Additionally, AACOG utilizes a help line known as the Alamo Service Connection, which directs individuals to a repository of partners. “A person that calls into our Alamo Service Connection never goes away with a ‘no,’” Juarez said. Perez said that the Alamo Service Connection allows senior services access to a wider range of organizations. “They serve as a call line for us whenever we need specific services that the city of San Antonio doesn’t provide,” Perez said.
Alamo Area Agency on Aging Manager Mike Juarez said San Antonio has more people age 60 and older than all 12 of the surrounding counties combined. To assist with allocating resources, the Bexar Senior Advisory Council provides information and data to AACOG. When a new need is identified, the committee votes on whether or not it should be added to the plan. If approved, it becomes a requirement under the plan, which allows AACOG to go to the Department of Health & Human Services for funding.

Something to know
Providing congregate meals is the most utilized service that BAAA provides, with an average of 73 meals served at Bob Ross Senior Center, 237 meals served at Walker Ranch Senior Center and 267 meals served at the Northeast Senior Center per day. Perez said AACOG has funded the congregate meal program for 30 years, with the city funding the difference as enrolled residents increased. “We have 44 sites where we provide meals, but the $2 million [in grant funds] isn’t enough, so the city supplements that with the general fund,” Perez said.
From local assistance to federal programs, seniors throughout Greater San Antonio have access to resources and assistance to fit a variety of needs. For those who want to get involved with supporting seniors, each of the senior programs and organizations have donation and volunteer opportunities that help these services operate. Perez said that though the senior centers have roughly eight or nine employees per center, there is also a large volunteer program that helps with day-to-day needs. “We’ve got almost 500 volunteers at all of our senior centers that help throughout the day, either by covering the front desk, helping to distribute the meals, doing food commodities or whatever [is needed],” Perez said. What’s being done
Alongside support from AACOG, Perez said the city offers a variety of services at its 12 comprehen- sive senior centers, such as daily meals, access to commodities, medical checkups, transportation to and from the center, social activities and educa- tional classes. Each of these senior centers serve approximately 100-600 seniors every day.
Additionally, the city provides neighbor- hood-based access to food, transportation services, workforce training, employment and volunteer opportunities. The city also provides caregivers connections to resources and training. Around 43,500 seniors were actively enrolled at the city’s senior centers in fiscal year 2023-24.

The Brisket Smoke Show is among their popular bowls that features post oak-smoked brisket paired with green curry, jasmine rice and carrots. Other bowls include pulled pork or chicken and pork sausage bowls in yellow curry or Penang curry. Wen said next year they will be opening an out- post in Nashville, Tennessee in Riverside Village.
For Sean Wen and Andrew Ho of Pinch Boil House and Andrew Samia of South BBQ & Kitchen, the COVID-19 pandemic brought a new evolution of barbecue that has quickly made its mark. Meet the team The idea for Curry Boys BBQ was for both restaurants to collaborate and create a contactless pop-up restaurant. Samia provided the barbecue, Wen and Ho provided the dierent curries. After several successful pop-ups on North St. Mary’s Street, they decided to turn the concept into a per- manent restaurant. In July 2024, the team opened a second location in North San Antonio. The chefs were named James Beard seminalists in 2023 and 2024 in the best chef category.
