FEATURED IMPACT NOWOPEN The city of Pearland on March 12 unveiled Phase 2 of the Sports Complex at Shadow Creek Ranch on the west side of town. Phase 2 included the addition of two multipurpose turf elds—mainly designated for cricket and rugby but that can also be used for football and soccer—and a miracle eld, which is a sports eld with a rubberized surface that will allow athletes of all abilities to play, said Carry Capers, Pearland Parks and Recreation Department director. “The vision for Pearland Parks and Recreation is to build a healthy, connected and vibrant community that enriches lives through exceptional experiences, and we are doing that right here with this park,” Capers said. The second phase of the sports facility was rst put together in the 2019 bond program, Pearland Mayor Kevin Cole said. Phase 2 broke ground in January 2021, cost roughly $10 million and was funded through Shadow Creek Ranch’s tax increment reinvestment zone, Capers said. The Miracle League eld will be the fourth of its kind in the Greater Houston area, Cole said. The city anticipates it to also be a draw for the city in terms of visitors and the
economy, he added. Additionally, Nikki Kamkar, board member at Forever Parks Foundation, said the nonpro t organization raised its original goal of $960,000 needed to launch an all-inclusive park near the miracle eld. The all-inclusive park is a space that allows children of all abilities to play in the same space through features such as a wheelchair swing, a sensory tunnel, a music area and a bird-themed hut, and a gallery walk. The cost to build the playground, however, has risen due to the rise in building costs, she added. The inclusive playground is still expected to break ground in the spring and be open by the fall with help from Pearland City Council through an advanced funding agreement, Kamkar said. “We pride ourselves on bringing people together,” Cole said.

DOUBLING CAPACITY The Smith Ranch Road project will widen the thoroughfare from a two-lane road to a four-lane road.
The city of Pearland is in the early stages of beginning a widening proj- ect on Smith Ranch Road near Hwy. 288. The project is expected to span from Hughes Ranch Road to north of Broadway Street. “Construction is actually sched- uled to be let in October 2022,” said Skipper Jones, Pearland’s assistant director of capital projects, in reference to when contractors could bid on the project. The scope of this project includes widening Smith Ranch from a two-lane asphalt road to a four-lane, concrete, curb-and-gutter road. One of the biggest challenges the city and its designers have run into for this project is several of the right- of-way parcels have been tied up with legal delays, such as title con icts, Jones said in an email. The city of Pearland website had the bid date for the project set to begin in September, but there has been a delay in obtaining documenta- tion due to changing property owners
and disputed property lines along with deceased property owners, Jones said. The project is expected to cost $8.61 million, but the city has $9.72 million in funding for the project, about half of which comes from the city, according to the city of Pearland. The other source of funding comes from transportation improve- ment project funds allocated by the Houston-Galveston Area Council, Jones said. “This project experienced a long delay in some of the [Texas Depart- ment of Transportation] approvals early on, which we were able to obtain additional funding from H GAC to cover,” Jones said. Residents along the area can expect to see e ects once the project o cially breaks ground around early 2023. TxDOT takes about three months to approve and authorize a contract once a bid is accepted, Jones said. Typically, work that requires expansion is built one full side at a

The city and county broke ground on the library in December 2020. The new library, once open, is expected to become the most visited library in Brazoria County, Lee said. The West Pearland Library replaces the Pearland Westside Library on Business Center Drive, which closed in February to move books and other amenities to the new location. “It’s not your grandparents’ library,” Lee said.
Residents in Pearland, Brazoria County and the Greater Houston area will have access to a new state- of-the-art facility when the West Pearland Library opens April 9. “It’s going to be a regional space,” Pearland Director of Communica- tions Joshua Lee said. The 39,000-square-foot building at 11801 Shadow Creek Parkway, Pearland, o ers multiple amenities, including a 100-seat teaching room, multipurpose community rooms, multiple private study rooms, a large magnetic wall toward the middle of the facility that can be used as a dry-erase board, and an outdoor space with a small amphitheater, Lee said. The library will also have a tie-in to the nearby Clear Creek Trail, he added. Additionally, the library includes an audio studio, which will be able to be rented out and used for

Pearland City Council adopts ordinance regulating short-termrentals PEARLAND Short-term rental owners looking to operate in Pearland could soon need to register with the city to do so. meet several criteria including the bedrooms needing to have two means of escape, such as a door and a window; working smoke detectors; and working carbon monoxide detectors, according to agenda documents. Restrictions on the short-term rentals include allowing only two adult guests per bedroom and allowing only 10 people total on-site. Other restrictions focus on the advertisements of the properties, which must have a written prohibition of using the property as a party or entertainment venue, according to agenda documents. Lastly, permits can be revoked by the city of Pearland if information from the application is incomplete, inaccurate, misleading or false or if the property is not in compliance, according to agenda documents. Council Member Luke Orlando, who was the lone vote against the first reading, said the regu- lation of the short-term rentals does nothing to directly target the bad actors causing issues, such as the one near Green Tee. “I think this infringes on the rights of the people that are doing the right thing,” Orlando said.
At its March 28 regular meeting, Pearland City Council approved the first reading of an ordinance in a 6-1 vote that establishes regulations for the operation of properties as short-term rentals. “This is going to be a process,” Council Member Alex Kamkar said. “It is going to take time.” The ordinance, if the second reading is approved, will go into effect July 1, according to agenda documents. Pearland first looked into the need to regulate short-term rentals after residents of a neighbor- hood around Green Tee raised concerns about a short-term rental property being used as a party house as early as July 2019, resident Joseph Koza said at the meeting. The ordinance establishes regulations through four different aspects: permit application, inspec- tion requirement, restrictions, and permit denial or revocation, Pearland City Attorney Darrin Coker said. To receive a permit to operate short-term rentals in the city, owners must pay a nonrefundable fee and provide various information, including

to make great things happen for our students and for our community and for the state of Texas.” Due to state law, the district is required to have a 21-day waiting period from the naming of a lone finalist to the official vote on making him the superintendent. The board aims to vote to officially name Berger the new superintendent at its April 12 regular meeting, board President Sean Murphy said. The board began the process of searching for a new superintendent in January following the announce- ment by previous Superintendent John Kelly that he intended to retire in the summer. PISD’s board of trustees then granted Kelly a leave of absence he had requested in a March 1 special
meeting, Community Impact Newspa- per previously reported. The board of trustees felt it needed to name a lone finalist for the posi- tion soon because of various factors, including the district facing a budget deficit and there being close to 70 superintendent positions open across the state, Murphy said. Additionally, the board looked only at internal candidates for the position, he added. Trustee Crystal Carbone said board members feel Berger will help the district continue academic success, provide more transparency and bolster teacher morale. “Larry is a charismatic servant leader,” Carbone said. “He is going to be the biggest cheerleader for our district that we have seen ... at the front of the helm in a long time.”

Berger serves as the district’s assistant superintendent for support services and has been with the district for over a decade, according to PISD officials.
