DEVELOPMENT Downtown Magnolia market, parking project targets 2024 completion

The Market at Commerce—a Magnolia Economic Development 4B Corp. project to turn a parcel of land in downtown Magnolia into a parking and market space—is anticipated to be completed in 2024, Magnolia Economic Development Director Rachel Steele said. “The board had been looking stra- tegically for quite a while to look for that signicant project that we could initiate and get started that would have some impact [in downtown],” Steele said. The project will be located on a 1.5-acre parcel of land on Commerce Street between Classic Collision and the Magnolia United Methodist Church, and add about 100-135 park- ing spaces, Steele said. She said more parking would help provide relief for the businesses along The Stroll, the paved pathway between FM 1488 and

with the development of the tract,” Steele said. The Market at Commerce project, funded by the 4B corporation, is projected to cost around $700,000, Steele said. Created in the 1990s, the 4B Corp. works to expand commer- cial enterprise in Magnolia while also assisting with quality of life develop- ment, she said. Steele said Venturi Engineering is providing the engineering services, and Studio Avid is the landscape architect for the project. The landscape
architect is working on identifying plants that will help shade the parcel, while the engineer is looking at site development options. “The Stroll is one of several commercial districts in the city, and it was time to see what we could do to infuse interest in the area,” Steele said. “Is it a nal x? No, I think things are always a work in progress. … But we hope that this will be a very large step toward getting some sustainable development down there in quite some time.”

The number of city-provided officers that serve Tomball ISD as school resource officers that are set to move into vacancies within the Tomball Police Department after the 2022-23 school year. City Manager David Esquivel said as there are vacancies, there will be no effect on the city’s budget by absorbing the cost of the officers. The city and TISD’s SRO contract ended in March. HIGHLIGHTS MAGNOLIA New development in Magnolia is still paused after City Council unanimously approved extending its development moratorium April 11 for 120 days due to not having enough water capacity. The moratorium was first enacted in December. MONTGOMERY COUNTY Homes within Magnolia ISD’s boundaries saw a 10%-15% appraisal increase in 2023 with the median average home at $390,000, according to a county tax presentation. Property owners have until May 15 to protest appraisal values with the respective appraisal district in Harris and Montgomery counties. Dig deeper: According to the Harris County Engineering Department, the Swift Water Training Facility will: • Take about 36 months to build; • Include about 7,200 square feet for the training area and 2,500 square feet for classrooms, facility equipment and locker rooms; • Have a five-year return on invest- ment; and • Be located at the intersection of TC Jester Boulevard and Hugh Road in Houston. What’s next: The design for the facility has not been finalized, according to the county’s engineering department,
HIGH WATER TRAINING Upon completion, the Harris County Sheriff’s Office Swift Water Training Facility will be used to train emergency responders for high water rescue situations.
HARRIS COUNTY On April 4, Harris County commissioners unanimously initiated the design and construction of a $7 million high water rescue training facility to be funded by the county’s $100 million public safety bond approved by voters in 2022. The impact: The 9,500-square- foot facility will be used to train emergency personnel for high water rescue situations, said Sean Williams, program manager of the Harris County Sheriff’s Office’s Flood Res- cue Group. About 1,600 emergency personnel would be trained annually at the space, which is dubbed the HCSO Swift Water Training Facility. What they’re saying: “With the calls of service over the last eight years, we’ve seen a high response rate for high water rescues,” Williams said during the April 4 Commissioners

Property tax exemption increased for area residents age 65 and older

Residents of Montgomery County can apply for an age 65 and over exemption via their homestead exemption , which will see an increase after a March 28 vote. A homestead exemption reduces the home value on which taxpayers pay property tax.

MONTGOMERY COUNTY Montgomery County residents age 65 and older who already have a homestead exemption will now be able to claim a $50,000 exemption after the Montgomery County Commissioners Court approved raising it from $35,000 during its March 28 meeting. This is expected to save taxpayers a total of approximately $2.7 million based on 2022 figures. Tax Assessor-Collector Tammy McRae said the county has just over 49,500 accounts for residents over age 65.

Buttercup Bakery from home in 2014. “I always say I went to the culinary school of YouTube,” Guilbeau said. “I was trying to make my kids’ birthday cakes, and I was failing miserably. And I just started gobbling up videos, and trying and trying and trying.” Being a home baker for around ve years, primarily making cakes for weddings and other events, Guilbeau then took a two-year hiatus from baking after her sister Mandy died. “Right after I started Buttercup, my sister was in a car accident, and she suered a traumatic brain injury,” Guilbeau said. “We cared for her at my parent’s house for four and a half years. ... After she passed away, we moved to Tomball.
“It was madness,” Guilbeau said. “It was crazy. The line was wrapped around the block. … [My family] han- dled the front; I was greeting people. There was such an outpouring.” At Buttercup Bakery, customers can visit four days a week to buy baked goods, such as cookies and cupcakes, and sourdough bread is a recent addition. “There’s zero shortcuts, no mixes, no nothing,” Guilbeau said. “Everything starts from nothing and becomes something.” When not manning the front counter, Guilbeau and her two

And I don’t know

It is oshoots of special orders; it’s things we see or we dream up.” Through it all, Guilbeau said her sister—for whom they throw a benet every September to raise money for patients with brain injuries—is part of Buttercup Bakery’s inspiration. “She is a running thread through everything,” Guilbeau said.

W hen she decided to open her restau- rant Juicepop & More on FM 2978, Pinehurst resident Linh Tran said she wanted to bring a healthier option to the community as she follows a gluten-free and plant-based diet. “The idea is to create something for the com- munity, something healthy,” Tran said. Juicepop & More, true to its namesake, sells juices with names such as Sunshine and Rosie. “We not only sell juice, but we oer a com- plement of healthy foods like spring rolls, salads—something that goes well with the juice,” Tran said. With regard to the restaurant’s name, Tran said the “pop” in Juicepop & More refers to the pop of color from her juices. “All my food, my juice is a pop of color,” Tran said. BY LIZZY SPANGLER
When it comes to the restaurant’s menu, all of the dishes are recipes Tran developed herself, she said. Juicepop & More serves breakfast, lunch and dinner with menu items that include acai bowls, toast, sandwiches and spring rolls. Tran’s creativity also extends itself to Juicepop & More’s decor. The restaurant’s interior is lled with plants and shades of pink, brown and gold. Celebrating Juicepop & More’s rst anniversary Feb. 15, Tran said the restaurant has developed a base of regular customers. “You build a community with them,” Tran said. “[It’s touching] how they appreciate your work, how they appreciate your creativity.” Besides oering spring roll catering trays, Tran also said Juicepop & More is starting to rent out its space on Sundays for events, such as baby showers and bachelorette parties. “To see people happy and eat healthy, I think my mission is accomplished,” Tran said.
