Water bills surge

Across Pugerville and Hutto, some residents have expressed confusion over utility services after seeing increases in their monthly bills. Amanda Ross, a Pugerville resident who moved to the area in October, said while her electricity bill is much lower than when she lived in Austin, she wasn’t expecting the higher water costs. “My mind is kind of exploding because that was the last thing I expected in Pugerville,” Ross said. The bulk of Ross’ bill comes from monthly base fees for water and wastewater, she said, which increased by 13% over the last year. In February, she’ll pay $165.50 for water and trash services. Since ‰scal year 2021-22, base fees rose by $52 for water and wastewater. In the city’s most recent ‰ve- year forecast, rates were projected to go up another $35.50 in FY 2025-26, for a total increase of $87.50.

PCDC buys 52-acre tract near Lake Pugerville P“ugerville City Council approved a resolution for the P“ugerville Community Development Corporation to issue $18.275 million in bonds at its Jan. 28 meeting. The bonds will help fund PCDC’s purchase of 52 acres of land located west of Lake P“ugerville. The details Sales tax revenue bonds allow the corporation to borrow money to fund projects, which it will pay for using revenue generated by PCDC's portion of the sales tax in the city. These bonds have a 5.49% interest rate, amounting to an annual debt service of $1.78 million over the next 15 years. “That ended up being about $20,000 per yer less than we originally budgeted when we set out to sell these particular bonds,” Dustin Traylor, a ˆnancial advisor with RBC Capital Markets, said

Hutto leaves WilCo emergency program The city of Hutto withdrew from the Williamson County Emergency Manage- ment Program following City Council’s vote at its Jan. 23 meeting. The city will instead rely on its program . The details The Hutto Department of Emergency Management helps promote safety and city resiliency in emergency events like winter storms, road closures and natural disasters. The department can still collaborate with the county and request resources if needed, Emergency Management Coordinator Jake Isbell said. “We’re acting as our own independent program, versus being written into their plan and under their sta„ or personnel,” Isbell said.

The 52-acre tract is a part of Project Greenˆeld, though neither council or PCDC released public details about the nature of the project.

Gin building will prioritize certied farmer’s markets The Gin building in The Hutto Co-Op District will have a preferred use for certiˆed farmers markets, following City Council’s vote at its Jan. 23 meeting. The details Certiˆed farmers markets must apply for the designation with the Texas Department of Agricul- ture and follow the department’s guidelines. The markets can book time from 10 a.m.-6 p.m. any day throughout the year, and can schedule recurring events. Using the Gin building as a preferred space gives markets a reliable, weatherproof location and boosts foot tra’c to The Hutto Co-Op as it continues to develop into a retail hub, according to city o’cials.

County hires 4 death investigators

The backstory

Up until now, the county’s four justices have been responsible for conducting death inquests through one-week shifts, since Williamson County doesn’t have a medical examiner’s oce, Williams said. For three weeks out of the month, justices would have a full court docket, but starting Thursday at 5 p.m., they would be on-call 24/7 for death inquiries countywide until the following Thursday, Williams said. Justices could receive between 25-30 inquests while on call, she said.

Historically, justices of the peace have been in charge of responding to death inquests, Williams said. Williamson County commissioners approved funding for the new positions as part of the scal year 2024-25 general budget. “I’m so proud of this particular piece of our budget, and in fact, it may be the most important thing I’ve been a part of since I’ve been county judge,” Williamson County Judge Bill Gravell said at an Aug. 27 county commissioners meeting. Each of the county’s four justices will be assigned one DII, Williams said. They will work alongside investigators to ensure ample evidence exists to conrm the manner and cause of death, she said.

Four death inquest investigators have started working for Williamson County, a need elected ocials have been voicing for a decade. The new positions—two DIIs and two senior DIIs—will help the Justice Courts oversee unattended deaths in the county, or deaths requiring an investigation to determine the cause, manner and time of death. The employees’ rst day was Jan. 10, a county ocial said. Angela Williams, Justice of the Peace Precinct 2 judge, said the investigators are coming from other medical examiner’s oces in Texas. “We are getting some highly skilled and extremely qualied death investigators,” Williams said in an interview with Community Impact .

While the commissioners court is considering locating the county’s future medical examiner’s o ce at the newly purchased Lake Creek Annex building in Austin, no nal decisions on the annex have been made, a county o cial said. Gravell voiced a need for death inquest investigators back in 2015, when he himself was a Justice of the Peace for Precinct 3, according to previous Community Impact reporting.

Hutto inks contracts for CR 132 realignment Five individual project orders will push forward the CR 132 realignment project following Hutto City Council approval at its Jan. 9 meeting. The contracts amount to just over $1 million. About the project The CR 132 project includes the construc- tion of a new two-lane roadway section with a 10-foot shared-use path. The scope includes realigning about a half mile of CR 132, from north of Limmer Loop to CR 133. The city will also recon- struct a bridge-class culvert on CR 132, as well as add a detention pond with potential six-foot walls.

Hutto developments ‘ready to blossom’ Williamson County is planning over $448 million in current and future road projects near Hutto. Senior Director of Infrastructure Robert Daigh spoke about the plans at the Jan. 15 Hutto Chamber of Commerce luncheon. “We’re trying to be sure that our children and our grandchildren have a transportation network that will allow them to move so you can get across the region easily,” he said. The gist One key project is the East Wilco Highway, which will take years before it reaches comple- tion, but will allow businesses to develop in the southeast quadrant of Hutto, Daigh said. County o“cials are discussing the possibility of TxDOT taking over the ”rst three segments of the East Wilco Highway—from SH 130 to Hwy. 79—and turning it into a TxDOT freeway, Daigh said. While that is the current vision for the highway, an o“cial deal has not been reached, he said. Remember this? The East Wilco Highway has eight total seg- ments and will start in south Hutto near SH 130 Historic subdivision receives road funding Pœugerville City Council green lighted an $8.2 million construction contract for infrastructure improvements in the Historic Colored Addition subdivision at its Jan. 28 meeting. The gist The contract with Joe Bland Construction includes improvements to Russell Street, Caldwells Lane, Taylor Street, Lincoln Avenue and the new Grant Street. Construction will also improve sidewalks, street lighting, water mains and hydrants, underground utilities and utilities duct bank. The project will take approximately nine months, city o“cials said. General fund and utility fund money paid for the design for this project, while 2020 voter-approved bonds over the construction costs.

What you need to know Originally approved during an October Mobility Authority board meeting, the majority of toll col- lection points will see between a 2%-3% increase— the result of recent inœation, per a news release. The toll rate increases follow Mobility Authority policy that adjusts rates each year based on inœa- tion to prevent larger hikes every ”ve years.
