T.C. Broadnax will begin serving as Austin’s next permanent city manager, eective May 6. “I am deeply honored and grate- ful for the trust placed in me by the City Council. Austin is a vibrant city with immense potential, and I am committed to working tirelessly alongside our dedicated team to ensure its continued growth and prosperity,” he said in a statement. A closer look City Council appointed Broad- nax on April 4 with a salary of $470,017.60, plus other benets. Broadnax comes to Austin after seven years in Dallas and will take over for interim City Manager Jesús Garza, who’s been in the position since February 2023. The approach Before his selection, Broadnax met with Austinites during a town hall March 25 and spoke about his experiences in a media appearance March 26. Once in Austin, Broadnax said several initial priorities to tackle include: • Hiring a permanent police chief

through a public process • Solidifying a labor agree- ment with the Austin Police Association • Deciding on an appropriate scope for an analysis of the city’s “homeless ecosystem” • Shoring up civic emergency preparedness eorts • Planning the scal year 2024-25 budget, and moving to two-year forecasting He also said he’d focus on maintaining a transparent and accessible oce, spending time out in the Austin community, closely tracking progress on city initiatives and keeping strong ties with City Council—especially after Dallas leaders reportedly asked him to resign. “I think when you just look around at all the great things that have happened here, all the challenges that still exist, I think Austin is very much where Dallas may have been in 2017 as it relates to what type of manager they are looking for to lead them over the next many, many years. I think I’m that person,” Broadnax said.

Third-party oversight of APD training reforms ends Continuing reforms at the Austin Police Depart- ment’s cadet academy will be left up to police leadership, after the APD was reportedly slow to adopt or resisted such changes during extended third-party supervision. The move also comes as the federal relief funding given to child care centers during the pandemic is expected to expire by the end of this year, according to a news release. “Today marks a historic milestone in providing relief for working families as Travis County faces the highest child care costs in the state of Texas,” Travis County Judge Andy Brown said. “This action sup- ports safer, more stable and more resilient families by expanding access to high-quality, affordable child care.”

Dripping Springs cuts building fees in ETJ City Council voted to reduce site develop- ment fees for projects in the extraterritorial jurisdiction, or areas outside of city limits, following review of a project on Hwy. 290. The building fees cover city costs for processing and reviewing permits, and are based on the value of site improvements, city officials said. officials launched a review into APD’s culture and paused all cadet classes in late 2019 and early 2020. Seven cadet classes have graduated under a rebooted model since the academy reopened in 2021, although analysts and some community members said many updates are still being met with internal opposition and more work is needed to cement the process forward. City leaders have contracted with advisory firm Kroll Associates, Inc. to review several aspects of APD operations, particularly cadet training. In March, the Kroll team wrote that its ini- tial working relationship with police officials “devolved into a series of stops and starts and unmet deadlines,” especially given frequent APD staff turnover, and concluded the department

Code changes are being considered in response to city officials’ stated desire to promote acces- sible housing options and make Austin more transit-friendly: • Cutting residential minimum lot sizes to 2,000 square feet, following on a 2023 change allow- ing more residential housing per lot • Reducing the reach of compatibility, which limits new building size near existing homes • Creating new zoning overlays along the future Project Connect rail line to encourage denser development and housing near transit A joint City Council and Planning Commission public hearing April 11 featured feedback from scores of Austinites, and was followed by more engagement and review. Council is scheduled to vote on the items on May 16 at City Hall.

Austin-area growth slows

The slightly slower growth was traced to fewer people moving in from elsewhere in Texas and the U.S.; that migration trend reached modern lows. Around 118,000 people moved to Central Texas from within the U.S. from 2020-2023. However, in Travis County, about 2,000 more people exited than entered over that period—making it the only Central Texas county to experience negative net domestic migration. It was the first time Travis County saw that trend since the early 2000s. Williamson County kept pace as one of the nation’s fastest-growing counties, and the sixth-fastest growing in Texas, a more than 13% population increase between 2020 and 2023. Bastrop and Hays counties also saw more than 10% growth, Caldwell County grew by 8.52%, while Travis County grew by less than 3%.

Central Texas remains one of the fastest- growing regions in the country, although the pace of Austin and Travis County’s annual population growth are slowing. The Austin-Round Rock-San Marcos metro area—Bastrop, Caldwell, Hays, Travis and Williamson counties—saw population growth of 7.53% between July 2020 and July 2023 with more than 173,000 residents added. The five-county region ranked 26th nationally, based on new U.S. Census Bureau data, behind others in Texas including the Dallas-Fort Worth Metroplex, Greater Houston and the San Antonio-New Braunfels metro. The region added about 50,000 people from 2022-2023, a more than 2% population increase. However, the Austin area slipped to the second fastest-growing major metro in the U.S. behind the Jacksonville, Florida area. Central Texas had been the fastest- growing for more than a decade.

What’s next

For now, Valencia said Austin staff will be reviewing the patterns of those entering and leaving Central Texas following Travis County’s recent dip. “Historically, the Austin metro area receives about 50% of domestic migrants from other parts of Texas and about 20% from out of state. When we receive additional data on migration flows, we’ll have a better understanding of the number and origins of domestic migrants to the Austin metro area,” Valencia said.

Austin Demographer Lila Valencia said the new census estimates show the metro area is continuing its trend of growth, even after falling from its previous top spot. The information helps paint a picture of regional trends, but is also essential for allocating federal funding across a variety of areas as well as setting boundaries for local, state and federal political representation. The Census Bureau is expected to release city- and town-level population estimates, and new information on local housing trends, after press time.

Federal courts have so far blocked a Texas law that would allow police officers to arrest people they suspect are in the country illegally. State lawmakers passed Senate Bill 4 in November with support from Gov. Greg Abbott and other top Texas Republicans, who have said the law is necessary to curb an “invasion” at the border by migrants and drug cartels. Texas officials are currently prohibited from enforcing SB 4 after a series of whiplash court rulings in March. At a March 20 hearing before the 5th U.S. Circuit Court of Appeals, Texas Solicitor General Aaron Lloyd Nielson argued the state has “a right to defend itself” against record illegal border crossings. “SB 4 is a modest but important statute,” Niel- son said. “It’s modest because it mirrors federal law; it’s important because it helps address what even the president has called a border crisis.” The law briefly took effect March 19 under a U.S. Supreme Court ruling, but it was blocked a few hours later. The 5th Circuit Court ruled March 26 that SB 4 would not take effect amid an ongoing legal battle. The appeals court heard additional oral argu- ments April 3 but did not issue another ruling before press time.

Senate Bill 4 would give Texas officials unprecedented power to enforce immigration restrictions and deport migrants.

Looking ahead

State and local law enforcement could arrest migrants suspected of crossing the Texas-Mexico border. Those arrested could face six months in jail or a $2,000 fine. Repeat offenders could face felony charges. Judges could deport migrants by ordering them to return to Mexico, regardless of their nationality.

“Nevertheless, under Texas law they would be removed to Mexico. The United States would have no voice in the matter.” Mexican officials have said they will not accept deportations from Texas. Once the 5th Circuit Court issues another ruling, the case may return to the Supreme Court.

If SB 4 takes effect, Texas judges would have “unilateral power” to order undocumented migrants to cross into Mexico without input from federal immigration officials, Chief Judge Priscilla Richman of the 5th Circuit wrote in the March 26 ruling. “A large number of noncitizens who crossed into Texas from Mexico are not citizens or residents of Mexico,” the order reads.

Austin ISD rolls out police motorcycle unit As Texas school districts work to comply with House Bill 3—the requirement that all schools have at least one armed ocer on campus—Aus- tin ISD ocials are doing so “their way” with a new motorcycle unit for the district police department. What’s happening? The district is actively recruiting, with the goal of 70 ocers in the motorcycle eet, AISD Police Chief Wayne Sneed said. The ocers will be tasked with trac enforcement, patrolling and more. Superintendent Matias Segura said the new unit will help attract recruits to the AISD police department and be competitive in the region. How we got here Passed during the 88th legislative session,

Oak Hill Elementary renovations begin Construction at Oak Hill Elementary School began March 19, as one of the four AISD schools that will undergo renovations funded by the $2.44 billion November 2022 bond. The gist The school, located at 6101 Patton Ranch Road, Austin, was constructed in 1974 and was designed with an open-concept oor plan. This means the school was built without doors or full walls between many classrooms. The renovation will enclose the classrooms, create new spaces for small groups and a new front entrance. The project is estimated to be complete in 2025. One of the most important goals and benets of the project is to make the school safer, Oak Hill Elementary principal Lori Komassa said in a news release.

By the end of 2024, Texas drivers could look over to see a semitruck traveling down the highway with no one in the driver’s seat. Leading the charge in the Austin area is autonomous truck company Kodiak Robotics, which is already hauling IKEA furniture and Tyson Foods chicken daily on Texas roads. Currently, Kodiak trucks have a “safety driver” monitoring the truck as it carries freight for hundreds of miles. By the end of the year, Kodiak will send trucks out unmanned. Kodiak joins the likes of other autonomous vehicle companies in Austin, including Waymo which debuted on March 6. Cruise was also operational in Austin but ceased its taxi operations in October. Dan Go, head of policy at Kodiak, said autono- mous trucks dier from cars as they have more pre- dictable driving patterns and fewer obstacles, such as pedestrians, cyclists and stop lights, compared to taxis. Cruise and Waymo also have larger eets than autonomous truck companies do. “The Kodiak system doesn’t get tired, it doesn’t get distracted, it doesn’t check its phone, it doesn’t have a bad day and take it out on the road,” he said.

Autonomous vehicle companies are required to self-report any crash incidents to the National Highway Trac Safety Administration. Waymo and Cruise take the lead in collisions among 39 companies with 240 and 151 crashes respectively, according to data collected from July 2021 to Feb. 15 by the NHTSA. Third in line is Gen- eral Motors, which owns Cruise, with 144 crashes, according to NHTSA.

Go said Texas’ roads have been an ideal place to launch autonomous truck technology as the state covers some of the most lucrative freight routes in the nation. November data from the American Trucking Associations revealed trucks will haul 3 billion more tons of freight annually by 2034, securing trucking as the dominant mover of goods in the nation. Despite those projections, Go said the grow- ing industry faces a “signicant” labor shortage that autonomous vehicles could remedy. Go said autonomous vehicle companies have also been well received by Texas legislators. Texas’ supportive regulatory culture sprouted from Senate Bill 2205, a law passed by the Texas Legislature in 2017 that prohibits cities from regulating autonomous vehicles due to their economic potential. We face real challenges around trucking, around people not wanting to drive trucks and there being a shortage of truck drivers. ... Gatik, which specializes in medium-length trips from single digits to 150 miles long, will also begin going “freight only” in Texas by the end of the year. The company already transports goods for Walmart, Tyson, Kroger and others without a driver in Ontario and Arkansas. Autonomous truck company Aurora will chart a similar path by year’s end, removing drivers. The company currently has routes in Houston, Fort Worth and El Paso with plans to expand to Central Texas. To accommodate the inux of driverless semis in the Austin-area, the Texas Department of Transportation has a plan to establish a "smart corridor" on SH 130 from Georgetown through Del Valle. The stretch will be equipped with sensors and cameras to help the vehicles navigate road conditions and hazards, according to road technology company Cavnue. “SH 130 is one of many advanced toll roads in Texas with several technologies already like ber, cellular, cameras and tolling facilities,” said Darran Anderson, TxDOT’s director of strategy and innovation. Details on when the smart corridor will ocially launch have not been announced.
