above the 100-year flood plain level and near the 500-year flood plain level in the past three years. The need for additional detention areas has prompted a possible Spring Creek reservoir study.

At the July  board of directors meeting, Rieser said recent drainage task force meetings have included talks between local governmental bodies—including the San Jacinto River Authority, the Woodlands Joint Powers Agency, the Harris County Flood Control District, local municipal utility districts and other entities—to determine funding options for the study. “We are currently in the process of getting a interlocal agreement signed between WJPA and the HCFCD,” Rieser said. “The MUDs ... have agreed to fund the initial portion of the study and allow [WJPA General Manager]
