Residents ask for more project input

Nunes said the letters and surveys sent out to residents satised the legal requirements necessary for work to begin on projects, such as adding bathrooms to Capstone Park in 2023—a project also opposed by many residents—and articial turf at Falconwing Park in 2024. However, letters and emails tend to get lost or overlooked by residents, he said. “It’s usually not until the big white signs go up that residents notice and get involved,” Nunes said. About 7,600 surveys were sent in 2022, according to information from the township. However, a number of residents maintain they did not receive survey requests from the township, especially those immediately around the parks. “I know how precious the nature we enjoy here is, and I’m perplexed by this change. How was this decision made?” Indian Springs resident Malena Gomez said.

More than 700 The Woodlands residents this year have signed a petition against the arti cial turf being installed at Falconwing Park, but ocials said resident participation in surveys used to plan those kinds of improvements has decreased since 2016. According to township data, participation in resident surveys conducted every two years has fallen from about 24% in 2016 to 19% in 2022. said, and another impact survey was sent to residents surrounding the park in 2023. Wendy Everett, a resident of Indian Springs who spoke at the township meeting Feb. 28, said residents are unaware of the full scope of projects until work already begins. “All these changes were never voted on by the residents it has most ašected,” Indian Springs resident Barbara Hefner said. “Surveys were apparently randomly sent out to residents. I didn’t get one, and nobody I know did.”

Hazard mitigation plan updated by county Commissioners Court approved updating Montgomery County’s hazard mitigation plan March 4. What you need to know The county, cities, school districts and emergency service districts use the plan. New procedures for calling disaster decla- rations and handling emergency situations were added to remain in compliance, said Jason Millsaps, executive director of the county’s Oce of Homeland Security and Emergency Management. “We have another Žood and now all of a sudden we have new Žoodways, but we don’t have to come back and go through an entire rewrite of that plan,” Millsaps said. “We can just do an appendix and update it as we see ’t through the next ’ve years.”

The Woodlands to expand holiday lights The Woodlands Township board of directors March 21 voted to move forward on a number of holiday light improvements along The Woodlands Waterway to create a new lighting event to attract visitors to local restaurants and businesses. Two-minute impact Chief Operating Ocer Chris Nunes presented the bids for an upgraded holiday lighting system, which included several upgrades and expansions to the current lighting system in Town Center and along The Woodlands Waterway. Nunes said the township is seeking to create a 60-to-90-minute experience with holiday lighting to build an event for residents that will also bring additional tourism and business to the area. Board members voted to approve Shadrack as the vendor for holiday lighting at a rate of $200,000 per year.

The new lighting would go up around the week before Thanksgiving, Nunes said. The township will lease the lights, and Shadrack will provide full maintenance and operations for the lights, he said. Shenandoah sees felony arrests increase 68.8%

Police reports from the city of Shenandoah Police Department show an increase in arrests for misdemeanors, felonies and total arrests from 2020-23 compared to 2016-19. The details “Misdemeanor thefts are increased because of the catalytic converter thefts we had,” Police Chief Troye Dunlap said. Misdemeanor thefts increased 5.2%, from 516 to 543, between the two time periods tracked—2016-19 and 2020-23—while felony thefts increased about 132% during that period, from 188 to 436. Meanwhile, residential burglary of a vehicle and burglary of a building decreased. “We’ve had crime since Shenandoah existed, we’ve had ups and downs, but I know that attacking the crime, being proactive will decrease the overall crime,” Dunlap said.

Aubrey Spear takes over as general manager of San Jacinto River Authority Aubrey Spear assumed the role of general manager of the San Jacinto River Authority in January. Spear spoke with Community Impact on March 11 about the role of the SJRA and his plans for the coming year. What is your background, and how did it lead you to an interest in this position? I spent 36 years ... dealing with the water industry and water issues; the rst 20 years I was in private business in engineering and business consulting to di erent entities. ... The last 16 and a half years I’ve been the director of water utili- ties for the city of Lubbock. ... Most everything that I see here at the SJRA is very similar to what I dealt with there, as far as the technology, treating water and wastewater. ... The organization of our water utility is very similar in size to the SJRA as well. [The recruiting rm] came to me and knocked on my door, virtually, and knowing who I was and my background, they asked if I would be willing ... to look at the opportunity, and at this point in my career, ... it presented itself as a very interesting opportunity. What do you see as the main water issues in the area served by SJRA? Coming into this position, I am fully aware that ... all of our customers are wholesale customers; we don’t have retail customers, but those retail customers are important. ... They are the ones who use the water, ultimately. ... I think the big- gest challenges are going to be building ... even more cooperation and consensus, and nding water solutions for a growing population here in this area, and that everybody be on the same page. ... We live in a time where people generally don’t trust any entity that is government-related, and I think that it’s important that there’s a high level of communication and trying to build trust. What are your immediate plans for your rst year in this role? I’m just now getting my arms around a lot of the projects, ... and of course ... I ask a lot of questions about, ... “Why do we need this project?” ... “Is this the best timing for it?” ... Those that are denitely priorities that we need to move forward on, if they’re dealing with aging infrastructure that has a shelf life, we have to rehab certain facilities or we’re not going to be

able to function. But if there are some that it doesn’t make sense this year to move forward, we’ll probably push those back. What goals do you have for the SJRA? I am here as a neutral party, in that I don’t have all of the political ties that a lot of people may have, or perceived ties. I am here almost as a fresh set of eyes on everything to see what is it that we can do to work together, moving forward in the future. We are still in the middle of a lot of legal issues [with governmental entities]. My goal is to reach out to all the entities involved and try to chart a path forward. We are working together cooperatively and trying to get on the same page with common shared values and goals. How do weather patterns such as ooding and drought aect SJRA operations? Part of our mission is also to seek to help mitigate ”ooding situations, and of course, at our lake we have to deal with ... storm situations where you have a lot of rainfall come. We have to look closely at how high the lake levels get and preserve the dam integrity and those gates because if we can’t overtop our gates we have to start opening them to keep the lake level, ... and it will be a worse situation. What would you most like residents to know about the SJRA? The message to residents ... [is] I hope they all understand that water is our life, so they can live theirs. That may sound trite, but it’s real. We’re trying to do the best we can; we want to build that trust that we’re working on water supply issues so they don’t have to worry about it. We’re trying to keep the costs as competitive as possible within the constraints that we’re working with, and we are part of the community. We’ve got 170 employees that are spread out within the commu- nity in Montgomery County that care. It’s their

quality of life as well; they want what’s best for this community. What concerns might the SJRA have on its agenda for the next legislative session? A lot of the time we watch a lot of this legis- lation, and as it pops up we say, “Whoa, what’s this?” and try not to let it grow legs. There are some times that there is some good legislation that can be helpful, and that’s what we’re trying to look at and be proactive. For example, in this last biennium, overwhelmingly, the voters all voted for taking money out of the Rainy Day Fund and putting it into the water fund. And when you take a billion or two dollars and put it into the fund, the nice thing is this fund is not just money being given away to entities like the SJRA. It’s loan money, and The Texas Water Development Board ... can get a lower interest rate, ... so they can o er it to us, ... and if it’s a couple percentage points lower than what we can do in the market, they can save us millions of dollars on some of these multimillion-dollar projects we’re doing.
