Heather Jefts resigns from Cedar Park council Heather Jefts, Cedar Park City Council Place 6 member, resigned from her position so she can run for the Williamson County commissioner Precinct 2 seat next year. Jefts announced her resignation during the Oct. 23 regular council meeting. “I will be forever grateful for the relationships I have formed here,” Jefts said. “It has been such an honor to earn your trust, your respect and your support over the years.” The background Jefts was rst elected to council in 2017. She said her proudest accomplishments during her tenure include the development of the Bell District, the construction of the Cedar Park Public Library and helping to bring in thousands of jobs through economic development initiatives. “This has been a group project, and while the

Cedar Park to conduct lift station repairs Cedar Park City Council approved a $3.83 million contract with Austin Engineer- ing Co., Inc. to make needed infrastructure improvements to two wastewater lift stations in the city. Mika Stutts, utility engineering manager for the city, presented to council at its Nov. 6 regular meeting. The details Lift stations pump wastewater to higher elevations to help direct the ow to waste- water treatment plants. The city currently has 18 lift stations, which are checked daily and receive regular maintenance. A condition assessment on the Lobo and Deer Creek stations showed wear to electrical components and the need for new coatings on pipings and valves to keep the station operating eciently.

Austin leaders enact budget revisions after Prop Q failure

Austin officials unanimously approved a reduced $6.3 billion budget and tax rate for the city’s fiscal year 2025-26, weeks after voters rejected a tax hike under Proposition Q and prompted the budget revision process. The specifics The proposition’s failure in the Nov. 4 election automatically dropped the city’s tax rate from the level set under Proposition Q, removing about $100 million from Austin’s general fund. The budget revisions largely addressed the nearly $1.5 billion general fund, which includes public safety departments; public health; home- lessness and housing programs; and parks, library, animal services, and arts and culture operations. Council members had advanced the overturned tax increase to support most of those areas given concerns about state and federal funding impacts, and to expand higher-profile city services. City budget staff this month recommended a

Additional state revenues have brought Leander ISD’s 2025-26 budget shortfall down to $15.8 million. The details The board adopted the budget with a $20.2 million shortfall in June. According to Chief Financial Officer Pete Pape, the district has since received $4.2 million in additional state revenues from a funding provision following state increases on the homestead exemption and over-65 exemption. There was also a $200,000 decrease in recapture payments. Pape said district officials expect to have more accurate estimates of the provision’s impacts in December, and the Texas Edu- cation Agency will rerun these numbers to recalculate state funding in February.

Round Rock ISD earns ‘A’ financial accountability rating Round Rock ISD earned an “A” rating in the Financial Integrity Rating System of Texas for the 2024-25 financial year, admin- istrators shared in October. What you need to know The Financial Integrity Rating System of Texas scores districts as A through F. This rating is based on 15 different metrics, such as audit and governance disclosures, cash and investments, tax collections, fund balance, debt management, administrative costs, capital projects, and staff levels. This year, RRISD earned a rating of 96 out of 100, translating to an A or “superior” rating, similar to the rating it received in the previous school year.

RRISD budget forecast uncertain amid legislative changes A quarterly budget update from Round Rock ISD staff urged caution around projections for a budget surplus in the 2025-26 financial year. What you need to know RRISD Chief Financial Officer Dennis Covington told the board of trustees that legislative changes around school funding implemented this year, combined with uncertainty about an increase to the homestead exemption, has projections for the budget somewhere between an $11 million shortfall and $5 million surplus. Covington said this puts RRISD in the company of several other districts in the state that may lose a significant amount of revenue, should the mea- sure pass, as school districts are typically “held

With a population of 103,466 residents, consistent growth in Cedar Park has spurred expansion and attracted major projects. Amid the inux of new construction, local businesses want to draw attention to legacy retailers. While upcoming projects are slated to bring additional jobs, tenants at The Railyard Shopping Center are working to engage with the community by hosting annual events; the inaugural Holiday Bazaar was held Nov. 29. “People are getting lost in the trac,” M.A. Dance Project owner Marianne Hakanson said. “I want to bring what I have here, in my little space, I want to bring to everybody. I want to bring love and kindness and joy and art.” New developments include projects such as CedarView, which will bring new Nebraska Furniture Mart and Scheels locations. Another project is the Bell District, which features a new public library, retail stores, dining options, oces and multifamily units. “As [city leaders] started to dream about what the Bell District could be, it became pretty clear that there was an opportunity to do something iconic that would function as Cedar Park’s downtown,” Rob Shands, a partner with Bell District master developer RedLeaf, told Community Impact in 2024.

family-oriented vibe, Hakanson said, with brick buildings, architectural details and a backdrop of historic trains. As one of Cedar Park’s inaugural shopping centers, The Railyard has housed dozens of locally owned businesses, many of which have sought ways to engage with neighbors and residents. Throughout the years, past tenants have hosted community events at the space, but this year, organizers are looking to make the Holiday Bazaar an annual tradition. Hakanson; Stephanie Robertson, owner of Paper Bark Birch Children’s Bookstore; and Haley Poe at Whitestone Fine Jewelry teamed up with other business owners to celebrate the holidays and shop small. Robertson opened the children’s book- store in The Railyard two years ago due to the area’s charm, she said, with large trees, benches and its distance from the main road making it more safe for children.

The Railyard Shopping Center was established in Cedar Park in 1999 by Cypress Properties with health care clinics, market oerings, restau- rants, live music venues and more. Some of the long-standing occupants include Shooters Billiards and Sports Bar and M.A. Dance Project, which both opened in 2004, and C.R. Surf and Turf, which joined the shopping center in 2007. Hao Lien opened the seafood and steak restaurant after his family’s restaurant closed nearby from the proximity to new construction. “We were on 620 and 183 right where the intersection is,” Lien said. “When they started con- struction there, it just ruined the whole shopping center. … We ended up moving out. I just found an opportunity to do what I like, and we went with it, just opened up.” The Railyard also borders the Austin Steam Train Association, a nonprot railroad in Cedar Park, giv- ing the shopping center a backdrop of restored train cars and connecting The Railyard to an Austin-area tourist destination. In late September, Gail Hast- ings and Trey Dart, the owners of Shooters, opened The All Good sports bar serving beers and cocktails with a permanent smashburger food truck. “[It’s] a brand new concept that we think would be really helpful for [the] diversity and growth in Cedar Park,” Hastings said. “[There are] so many families, it’s growing so fast.”

Hakanson and Robertson collaborated with other business owners at The Railyard to host a Holiday Bazaar with The All Good, Whitestone Fine Jewelry, Derrick’s Barbershop and more. They originally planned a spring or summer event last year, but had to delay due to scheduling, Robert- son said. When deciding on a date for the Holiday Bazaar, they settled on Small Business Saturday. The goal behind the event is to bring people together to support local shops, Hakanson said, instead of shopping at big box stores. Another business involved with the event is Cork2Glass, a wine bar that opened in October, oering natural and organic wines, food pairings, live music and events. “It’s very, very critical that we have each other’s backs and support each other,” said Vinoth Rajkumar, co-owner of Cork2Glass. “I think that’s what we are all aiming for, making sure we are collaborating with each other so that we create unique experiences for the customer.”

Cypress Properties and local businesses in The Railyard plan to host a Spring Festival in March, Kimberly Briggs with Cypress Properties conrmed. The biannual events serve as a way for small businesses to complement each other by oering products that appeal to both children and adults. “I think it really helps us to get out of our niche every once in a while,” Robertson said. “That’s something that big-box stores can do. They have multiple departments.” Planning for the event will start in a few months, according to Briggs, and might include attractions such as photos with the Easter Bunny and literary or imaginative play activities from Paper Bark Birch.
