Flower Mound Town Council approved moving forward with a supermajority vote requirement on public-private partnerships for the town charter. The details The purpose of the Jan. 16 agenda item was to continue discussion and provide sta with direction on the following options based on the previous discussion of either taking no action or include a proposed amendment to either: • Replace the current language as it relates to an election requirement for public-private partnerships to a supermajority vote of council. • Remove the current language as it relates to an election requirement for public-private partnerships. for each proposed amendment, as warranted, when the election is called Feb. 5. Zooming in Public-private partnerships serve as an amenity to a gov- ernmental entity. For example, Flower Mound Director of Eco- nomic Development Ray Watson said in an email, if a governmental entity holds the title on a prop- erty, it relieves the tax burden on the private entity so that they may have more operating funds to ensure the success of the pub- lic-private partnership. Council member Brian Taylor said it could provide a “very valuable tool” to attract the type of development and amenities town ocials want to have.

Collier said training at the new facility will primarily include simulation of a number of sit- uations, such as household res and commercial strip center res. The commercial-style building will have three interior oors and an open-deck fourth level with an upper canopy for rope rescue training. The second building will be a two-story, single-family residence with an attached garage.
The new center will help re departments meet training requirements from the Insurance Services Oce—a national organization whose ratings are used by insurance companies for setting rates. The organization’s ratings played a role in the desire to build a facility, as these ratings can have a far-reaching eect on business recruitment and resident relocation. Flower Mound Fire Chief Paul Henley said the departments are aiming for the organization’s highest rating. The better the rating, the better the commercial and residential rates can be. “ISO ratings can advise the community on a local re department’s re protection capabilities,” he said, adding that reghters’ training hours gure into the rating. Fireghters must have 18 hours of facilities training per year. The facility must be on a certain acreage, have a tower and be able to have live re burns, Henley said. Some programs can allow

Riddle said cost savings are one reason re departments use these kinds of training facilities. “Over the long term, the training facilities help localize or customize re training, reduce training costs and raise awareness of the re service,” he said. “[These] facilities also help local elected o- cials and other community leaders better under- stand the re service and make more informed decisions about the re service.” The facility’s architect highlighted the building’s versatility. “It has been great to see how three re depart- ments and three cities have been able to come together to … bring this state-of-the-art training facility to reality,” said Justin Myers, partner with Martinez Architects. Some re training facilities are aliated with community colleges and universities while others are built and managed by cities, counties and emergency services districts.
Sharing a training facility is expected to benet the three departments— which have tended to calls together before—on future collaborations. The facility—with simulated residential and commercial buildings that will be used for training—could open in the next 18 months, Henley said.

Mattito’s brings Tex-Mex fare to Flower Mound Je Frankel’s career in the restaurant business began with yogurt as a teen and has evolved into Tex-Mex cuisine in adulthood. Mattito’s Flower Mound location opened May 2022. Frankel, Mattito’s founder and owner, said he wanted to bring high-end Tex-Mex cuisine to Flower Mound. His two other Mattito’s restaurants are in Dallas. The background In choosing Flower Mound, Frankel said he and partner Jim Lannom looked for a place where the restaurant would grow. “We were certainly looking for a higher-end cus- tomer,” Frankel said. Zooming in Mattito’s stands out on a number of fronts such as the quality and product itself, but also the recipes the restaurant uses, Frankel said. “The quality of the recipes, the quality of the sauces, the avor prole that we have, and we haven’t changed that over the course of our history,” he said. Popular dishes are chile rellenos, fajitas and Bob Armstrong dip, the last of which is o the menu and must be requested. “Probably more people know us for that than anything else,” Frankel said, noting the dip features a number of ingredients like beef and chile con queso. The restaurant has catering, bar service and banquet rooms.
