Recreation center closed, improvements planned
Users at Plano’s Tom Muehlen- beck Recreation Center will have to wait some time before attending the facility again. The center closed Jan. 7 for major renovations that will last until December. City Manager Mark Israelson previously told Plano City Council the Muehlenbeck center is the city’s most popular recreation center, and the renovations will allow the city to keep up “a standard of excel- lence” residents expect. Plano’s Parks Planning Manager Renee Jordan said the city aims to renovate each recreation facility every 17-20 years. She added that once Tom Muehlenbeck is complete, the city will be “caught up.” The other four centers have received major renovations in the last six years. Susie Hergenrader, Plano’s Park and Recreation Assistant Director, said residents have told city sta it is important to maintain the city’s existing infrastructure, including recreation facilities. “We make it a priority to invest dollars in maintaining our facilities, keeping them updated in all aspects in regards to [Americans with Disabilities Act] compliance, the latest technology and equipment and make these enjoyable places to workout and frequent,” Her- genrader said.

Proposed Plano bond could include $342M for road projects
“Not only is that very expensive, but it’s also very intense and causes more delays and impacts to traffic as well,” she said. City Manager Mark Israelson said that the cur- rent need for concrete repairs is a result of Plano’s “booming growth in the ‘70s, ‘80s and ‘90s.” “The echo effect is that we’re needing signifi- cant maintenance, repair and even replacement now, 30 and 40 years later,” he said. What else? Plano’s neighborhood street rehabilitation is done by performing maintenance to all roads and alleys within a set area called a “neighborhood zone,” Owens said. Plano has 53 neighborhood zones, and Owens said that city staff aims to hit each zone every 20-25 years, depending on need. The $92.75 million proposed bond funding for residential repairs would cover approximately eight zones over the next four years.
A proposed city of Plano bond election for May 2025 could include $342 million for various road projects. Nearly half of the proposed $700 million bond would go toward street improvements. The overview Plano’s 2021 bond funded 50 miles of concrete repairs for $100 million, with the final projects from that bond package set to finish in 2025. The proposed 2025 bond would fund 38 miles of concrete repairs for $130 million. The city has replaced more than 15,000 square feet of concrete in the city since 2022, according to a staff presentation at Plano City Council’s Dec. 17 meeting. Plano Director of Public Works Abby Owens said that half of the city’s roads are more than 30 years old, and “preventative maintenance treatments,” including asphalt overlays, are needed to avoid road deterioration that requires more extensive reconstruction.

Data: Plano population got older, more diverse in last 5 years
Plano’s population grew older and more diverse from 2018 to 2023, according to newly released U.S. census data. Two-minute impact Plano’s population grew by nearly 3,000 over the five-year span, increasing 0.97%. Over the same time frame, Collin and Denton County’s pop- ulations grew by 26.58% and 24.86%, respectively. From 2018-23, the median age in Plano increased 38.6 to 39.3 years old. In 2018, 22.8% of Plano residents were under 18 years old, compared to 21.3% in 2023. Meanwhile, 20.4% of Plano residents were over the age of 60 in 2023, up from 18.6% in 2018. The majority of Plano’s population—around 53.2%—identifies as white. The Asian population is the second most popu- lous race in the city, and increased by nearly 8,000 from 2018-23.

Road repairs set for 2 Plano neighborhoods The city of Plano is set to spend just over $6 million on concrete repair projects in two city neighborhoods. What you need to know More than $3 million will be spent on repairing streets, alleys, sidewalks and barri- er-free ramps in the neighborhood north of S. Rigsbee Drive in southeast Plano. Around $3.3 million will be spent on street, alley, sidewalk and barrier-free ramps in a neighborhood that encompasses por- tions of W. Park Boulevard, Decator Drive, Tulane Drive and Ohio Drive. Plano City Council approved contracts for both during its Dec. 9 meeting. Funding for both projects will come out of the city’s 2024-25 Street Improvements Community Investment Program.

No Plano ISD campuses in west Plano will join the four set to close following the 2024-25 school year. The district’s board of trustees approved the closure of Davis Elementary, Forman Elementary, Armstrong Middle and Carpenter Middle in June, but a PISD committee requested additional work be done before making any suggestions in the west cluster. Johnny Hill, deputy superintendent for business and employee services for PISD, said a demographic report conducted by the district reflects continued decline in student enrollment throughout the district. However, the west cluster has the highest current and projected enrollment. Q&A: Plano ISD oers mental health services for students, families Plano ISD has several mental health services for students, parents and sta. In a Q&A with Community Impact , Laura Zimmer, director of coun- seling services for Plano ISD, explains what services are available and how they can be accessed. What types of mental health services are currently available for students in the district? Plano ISD, as part of our commitment to stu- dents’ mental health and well-being, has access to qualied sta and multiple partnerships that provide mental health services to students and families. Licensed social workers and counselors are able to provide individualized and small group support for students. Outside agencies allow us to also provide, with parent permission, telemental health services for a variety of mental health
concerns. In addition, our outstanding partnerships with community organizations help us match families with the services they may need. How can students or parents request access to mental health services? Parents and students can request mental health support through their school counselors, who serve as vital resources in connecting families with services. School counselors are equipped to assist in submitting referrals for mental health services. What mental health education or awareness programs are provided for students and sta? Plano ISD promotes mental health awareness and support through collaboration with impactful programs and initiatives. One such partnership is the Hope Squad program, a peer-to-peer suicide prevention and awareness initiative. Plano ISD and the City of Plano collaborate on designating an annual “Day of Hope.” This year’s “Day of Hope” will be held on Feb. 13, when cam- puses across the district will host various activities and programs aimed at fostering awareness and encouraging practices to support self-care.

volleyball and pickleball, every other recreation center has expanded hours as well, Hergenrader said, adding that a Plano Parks and Recreation membership is good at any Plano facility. During a presentation to Plano City Council, Facilities Manager Paul Kunze said sta decided to close the center during renovations because it would be more costly and less safe to have construction crews working around patrons. Kunze added that sta considered ways to move the construction start up so the center would reopen for the summer months, but long lead times for some aquatic features and HVAC equipment made that an impossibility. Pushing the renovations back to the fall could result in higher prices, he said.
While the Carpenter Park Recreation Center sees higher annual attendance, Hergenrader said that Tom Muehlenbeck is the city’s highest attended for programming and classes. “A lot of people come not only to use the facility but to take classes,” she said. The Oak Park Recreation Center sees about 400,000 users, Hergenrader said, while Liberty Recreation Center and Sam Johnson Recreation Center are smaller and therefore have fewer users. Hergenrader said while renovations are under- way, several popular programs oered at Muehlen- beck will be oered at other facilities when space is available. Additionally, the hours of operations at the Plano Aquatics Center have been expanded to accommodate lap swimming. For those who enjoy open play activities such as

The city would also spend $20 million on the bond funds on land acquisitions for new city parkland, including $15 million set aside for a park at Lavon Farms, which is set to become a mixed-use development as part of Plano’s Envision Oak Point plan. There are also plans for a new park called Mendomi Park at the former JCPenney headquarters, which will become a 107-acre mixed-use development.
parks, and adding shade structures to the Bob Woodru South Dog Park. As work nishes on 2021 bond projects, Plano is proposing a 2025 bond, which residents could see on their May ballot. The proposed bond would allocate $51.6 million for parks projects. That would include $10 million for Hall Park, a new 38-acre city park planned for the corner of Alma Drive and West Park Boulevard.
The center is expected to reopen in December, and Hergenrader said attendees will return to a “more pleasant” experience. While the city will be caught up on recreation projects, several park projects are ongoing or planned for the future. Ongoing projects include improvements at Bruce Glasscock Park and Jack Carter Park, both funded by the city’s 2021 bond. Crews are also renovating facilities at several other

something. If you talk to me at any length of time you’ll know I’m a runner. If you hate running, become a swimmer or a biker. When you become something—it becomes a habit. We tell people casually, ‘I only did 10 miles this weekend.’ They say, ‘Only?’ You take for granted the benets your body is getting. Your body is work- ing more eciently. Heart health becomes a byproduct. How can readers in Plano get involved in marathoning? K: We are program directors of the Interval Run Club, home of Dallas Galloway training. Our hall- mark is we don’t leave anybody behind. We have dierent pace groups with leaders of each group. We make sure we all stay together. S: We meet at Windhaven Meadows Park most Saturdays. This park is a hotbed for runners.
While collections come in a variety of forms, such as baseball cards, passport stamps and more, Plano residents Kelly and Shannah Hayley collect marathon and half-marathon nisher ribbons. This fall, the married couple collected the nal ribbon to mark completed marathons for Kelly and half-marathons for Shannah in all 50 states. The couple met with Community Impact to discuss what non-run- ners can do to start their nisher ribbon collection. This interview has been edited for length and clarity. What advice do you give to people considering running a half- or full- marathon? S: I listen to books. I can asso- ciate books with races I run. A lot of runners listen to books. Others listen to music if they time their music to their pace. I use a book to let myself mentally escape. I nd it helpful not to get in my own headspace. K: I tell people to become
