The city of Magnolia collected over $300,000—or 5.94%—less in total sales tax revenue this fiscal year than in FY 2021-22, according to data from the city. This decline comes despite new developments, such as H-E-B, opening on the east side of the city. “Just watching what’s happening and the new businesses coming in, I don’t think it’s going to be a continuing trend,” Magnolia Mayor Todd Kana said in an interview. City officials said one reason for the decline could be the sales tax split on the east side. • In Texas, 6.25 cents of every dollar spent go to the state with another 2 cents up for local entities to claim, according to the Texas Comptroller of Public Accounts. • Magnolia collects 2 cents except on the Magnolia sees sales tax decline

Despite the decline, Magnolia City Council projects sales tax revenue in its general fund increasing from $2.15 million in FY 2022-23 to $2.35 million in FY 2023-24, according to the budget adopted in late August. However, regarding economic development, Rachel Steele, Magnolia Economic Development Corp. executive director, said the MEDC’s planning indicates lower revenue will likely be a challenge through 2024. The 4A and 4B corporations receive one-half cent and one-quarter cent of the city’s sales tax, respectively. “As for the 4B Corporation, which does economic and community development projects, it has suspended several programs such as the facade grant and funding of recreation projects at Unity Park,” Steele said.

Breaking down the 14 state propositions on the Nov. 7 ballot
Texas voters will find 14 propositions to amend the state constitution on the Nov. 7 ballot. Community Impact spoke with Brandon Rottinghaus, a political science professor at the University of Houston, to break down each proposition. Constitutional amendment elections give Texans “a window into the policy process” and a “chance to participate” in state affairs, Rottinghaus said.

SJR 87 What it’s asking: Proposition 10 would prevent medical and biomedical manufacturers from paying taxes on their tangible personal property, which the majority of businesses are currently taxed on. Officials said this exemption would strengthen Texas’ medical industry.
HJR 3 What it’s asking: The state’s National Research University Fund would be replaced with the Texas University Fund. Four universities—Texas Tech University, the University of Houston, the University of North Texas and Texas State University—would qualify for the research endowment. Roughly $273 million would be set aside for 2024-25.

SJR 93 What it’s asking: This proposition would establish the Texas Energy Fund, which would finance the construction, maintenance and operation of electric facilities to ensure the state power grid remains reliable. The Public Utility Commission of Texas would oversee the new fund.
HJR 134 What it’s asking: This proposition would eliminate the Galveston County Treasurer’s Office. If approved, other county officials would take over the duties of the treasurer. All Texas voters can vote on the proposition, but it only takes effect if a majority of Galveston County voters authorize it.

HJR 132 What it’s asking: This proposition asks voters to prevent a wealth tax, which is based on a person or entity’s assets, from being imposed in the future. Texas does not currently have any form of wealth taxes.

HJR 107 What it’s asking: Voters can decide whether to raise the mandatory retirement period from 70-75 years old to 75-79 years old for justices and judges on appellate, district and criminal district courts.

SJR 74 What it’s asking: This proposition would create the Texas Centennial Parks Conservation Fund, which would support the creation and improvement of state parks. The Texas Parks and Wildlife Department would oversee the new fund.

$2.5B health care bond on November ballots In November, Harris County voters will decide whether to fund a $2.5 billion expansion of the Harris Health System over the next 10 years in a move that could expand health care access for more than 1 million uninsured residents. If approved by voters, the bond is estimated to raise monthly property taxes by less than $6 after 10 years for the owner of a home valued at $300,000, according to Harris County budget office projections. Additional investments are also expected to come from grants, philanthropy and operational cost savings. The details If approved, the bond funding would allow HHS to: • Replace and renovate Lyndon B. Johnson Hos- pital in northeast Houston with a new hospital adjacent to the existing hospital for a total
Magnolia ISD to begin elementary rezoning Magnolia ISD has begun evaluating elementary school attendance boundaries as Audubon Elementary, funded by the $228 million 2022 bond, is expected to open for the 2024-25 school year. According to a Sept. 6 news release, the last time the dis- trict changed elementary boundaries was in 2005 with the opening of Ellisor Elementary. The timeline According to the district’s rezoning web- site, MISD is evaluating elementary school boundaries to populate the $34.16 million Audubon Elementary and accommodate population changes. Parents will be able to review the pro- posed boundaries and give feedback Oct. 18, and proposed boundaries are expected to come before the board Dec. 11.

The city’s strategic plan serves as Tomball’s guiding document for all of City Council’s major priorities and projects, such as updating several master plans and standardizing city street signs, Assistant City Manager Jessica Rogers said. “This is a way for us to build the map of how we’re going to accomplish all of those things,” Rogers said. “I think it’s always great for the departments to have from an operational perspective because they know what’s important, but it’s also a good reminder to the council of what we’re working towards.” In regard to capital improvements, Tomball has, for the most part, relied on cash funding, City Manager David Esquivel said. “The difference now is we’re looking at all of the different capital projects and looking at it more as a rolling program so we can implement those instead of choosing one or two at a time because the needs become much greater, especially since we’re a growing community,” Esquivel said. Esquivel also said by doing a capital improvement plan, or CIP, instead of calling for a bond election, increases to the city’s tax rate will be minimized because the debt issuances to fund projects will be spread out over several fiscal years. Planned for fiscal year 2023-24 is $53 million in capital projects, such as: • Creating an inclusive playground at Juergens Park • Funding the Grand Parkway elevated storage tank as part of water infrastructure improvements • Adding pickleball courts and a splash pad to Matheson Park

Tomball’s property tax rate for FY 2022-23 is $0.287248 per $100 valuation, according to the city’s website. For FY 2023-24, council proposed a property tax rate of $0.29332 per $100 valuation Sept. 18. Esquivel said by doing a capital improvement plan, the debt issuances are broken down over a period of time, subsequently spreading out the impact to the tax rate. Woodsy Homelife celebrates 1 year oering home goods, candles Irene Bisson said she started Woodsy Home- life as a hobby that has grown into a storefront celebrating its rst anniversary in Tomball. The setup Bisson said Woodsy Homelife began in the kitchen of her Toronto home in 2019 when her family was struggling nancially. Rather than buy- ing Christmas presents for her family that year, she said she decided to make wooden wick candles. “I love people, and I really believe that we’ve all been named with purpose and there’s plans for our lives,” she said. This is where her candle’s message stems from: A “You were made to shine” decal is placed on the back of each candle along with a biblical reference to Matthew 5:16. Bisson said she and her husband, Brad, followed a strong calling to move to Tomball. “We feel like we’re where God wants us. We don’t totally understand why, but we feel at peace with it,” Bisson said. The details Bisson said as a mother who spends a lot of time at home, her business centers around creating a pleasant home life. Woodsy Homelife oers wooden wick and brass bowl candles, perfume, home goods and jewelry as well as workshops and private classes. She said her popular candles are poured by hand with 100% sustainable American soy wax and a signature fragrance that is phthalate, vegan and cruelty free.
