are currently hovering between 5% and 7% on a 30-year loan, compared to around 3% to 4% in 2021 and 2022. Highland Village and Argyle are see- ing current similar rates of 6% and 7% on 30-year loans. This means a home bought with a $500,000, 30-year loan in Flower Mound could command around $1,000 a month on interest alone,

depending on the buyer’s down payment. The current benchmark interest rate in the country is between 5% and 5.25%, the highest in 16 years, said Brian Rybowicz, an agent with Fathom Realty. “Right now, the number of sales for 2023 appears to be headed for the CONTINUED ON 14

UPCOMING PROJECTS 1 Karnes Road reconstruction This project consists of the improvement of Karnes Road in Flower Mound from a two-lane asphalt road to a two-lane concrete road with curb and gutter from Old Settlers Road to FM 1171. The project is scheduled to receive bids in July. Timeline: summer 2023-TBD Cost: $830,000 Funding source: Tax Increment Reinvest- ment Zone 2 US 377 expansion This Texas Department of Transportation project consists of the reconstruction and widening of a two-lane portion of US 377 in Argyle to a four-lane divided urban roadway to Country Club Road. REGIONAL UPDATE

The North Texas Tollway Authority ocially increased rates on July 1, with the per-mile rate rising from $0.20 to $0.21. This totals approx- imately $5.60 more per month for most TollTag customers, according to a June NTTA news release. Drivers who use the pay-by-mail ZipCash method instead of a TollTag will pay double the rate to compensate for collection costs and “provide fair- ness” among tollway drivers, according

Argyle council discusses new veterans memorial ARGYLE Council Member Ronald Schmidt said he wants a veterans memorial to be placed in the town’s Unity Park. Village, ocials said. “Essentially, [sponsors] could go to town hall, ll out a simple card with the information, and then the town would essentially order those plaques

Council members Ronald Schmidt and Casey Stewart discussed their dismay with how the department’s budget had been managed, but Stewart and fellow council members Cynthia Hermann and Gordon Baethge approved $56,000—$10 a head for the population of Argyle, around 5,600—for the district. The money will come from the general fund. Former Argyle District Chief Troy Mac Hohenberger allegedly falsied the ESD’s budget, leaving the department with an operational decit of between $1.5 million-$1.9 million. Hohenberger pleaded guilty May 24 to federal theft of funds, and theft or embezzlement from an employee benet plan. Hohenberger was indicted in November and awaits sentencing. FLOWER MOUND A “failure to meet contract requirements,” prompted the Town Council on June 19 to terminate an agreement with a company for Canyon Falls Park construction, per a town memo. The park is being constructed on the west side of town at 6425 Stonecrest Road.

“I essentially put it out there almost four years ago, and it was just some- thing on my horizon that I thought would be a good thing for our commu- nity,” he said. “Our community is very supportive of its veterans. Obviously, [they’re] very patriotic.” The memorial, which was discussed at a May council meeting, would be similar to the memorial in Highland

and have them mounted on those stones, and as the stones ll up, we would just add more stones,” Schmidt said. The memorial would be for Argyle and its extraterritorial jurisdiction, and it could contain tributes to service members both living and dead, he said.

Highland Village FD talks mutual aid HIGHLAND VILLAGE Local re depart- ments have asked the Highland Village Fire Department to be “more self-reliant” concerning assists on mutual aid calls, when other re departments are called in to help on a re or other emergency. Highland Village Fire Chief Jason Collier told council on May 23 about how the HVFD has implemented plans to alleviate concerns from the Lewisville and Flower Mound re departments, which have asked the HVFD to reduce its reliance on them. “Last year Flower Mound and Lewisville advised they will no longer be able to send their last ambulance out of town,” Collier said in an email. “In this scenario, if our ambulance is on another call when we receive an EMS call, the response time would be delayed.” Department ocials discussed hiring three full- and three part-time employee slots to alleviate concerns.

Town employees were sur- veyed on their attitudes on a number of issues that included not just compensation but also work schedule, leave, perks and environment. It was the rst survey since 2018 and the fth survey conducted by the town. A compensation and classi- cation study will be conducted this scal year, per the town. and when Mowles started his business, that man was a main point of contact in selling wood oors. The man also served as an adviser to Mowles, who eventually branched out into other kinds of home improve- ment to include carpeting, countertops, tile, cabinets, interior and exterior painting, plumbing, and electrical. “Basically, we do interior remodeling from start to nish,” he said. Most of his work—about 95%, he said—is conducted in existing homes. He also conducts some work in the business sector in addition to residential. Some- times national and world hap- penings can aect his business. In 2020, many people saved the money they would spend on vacations and spent it on home remodeling, he said. Mowles said he takes samples of materials to clients’ homes or have people visit warehouses that have show- rooms, and he can provide advice on materials, if people request it. Many variables can come into play, he said, such as design and selection of colors. Mowles also said he works with people on design to get an understanding of what they want and then creates the reality.

But he has found a way to make Lakeside Flooring success- ful in a way that works for him: referrals for business. Mowles operates his home improvement business out of his home oce in Highland Village, conducting some of his business there—such as paperwork, esti- mates and invoicing. Most work he has is in the Flower Mound, Highland Village, Argyle, Lewis- ville and surrounding areas. “I’m on the road all day, checking on my contractors, making sure they’re doing well,” Mowles said. He has owned the business for 14 years this August. He pre- viously was in the country club business for 14 years, and during that time he began his family. In the hospitality industry, his work schedule was tied to the leisure of others, so he got out of managing country clubs to spend more time with his family. “I knew about construction and ooring enough to advise on how to install and the product to buy,” he said. Mowles said he coached a wood distributor’s son in sports,

RATE CHANGES The Federal Reserve can combat ination by increasing interest rates or stimulate the economy by lowering them. Over the past 20 years, the rate has uctuated between 0% and 5.25%.

As market values have decreased over the last year, interest rate increases from the Federal Reserve System Federal Open Markets Committee have continued. Interest rate increases occurred after almost every meeting of the group for the past 14 months. HOW IS YOUR INTEREST RATE DETERMINED? When applying for a mortgage or other type of loan, the federal funds rate serves as the baseline for determining an interest rate. FEDERAL FUNDS RATE Current rate target: 5%-5.25%* What is it? This is the interest rate banks use to lend money to each other overnight. Banks are legally required to keep a certain percentage of their customers’ money on reserve, prompting banks to aim for keeping enough money on reserve without going under their limit. Why change the rate? This is used by the Federal Reserve to both control the supply of money available and keep ination in check. WHAT STEPS NEED TO BE TAKEN BEFORE A POOL IS READY TO BE USED? If it’s been sitting for a while, we want to make sure that all the chemicals are actually correct in the pool. [The pool is] supposed to be crystal clear for a reason. It’s a pool. It’s not like a lake that you’re gonna go hang out in with your friends. So you want to make sure all the chemicals are balanced. And then on top of that, you want to make sure that you’re not getting any type of burning sensation from those chemicals. If the chlorine is too high or the pH is too low, those are going to cause some irritants in the water and how your skin reacts to them. So just check the chemicals before you get in and make sure the water’s actually moving. WHAT UPGRADES ARE POPULAR REQUESTS FOR YOUR BUSINESS? Denitely the No. 1 would be the robotic cleaners, iPhone automation systems, [or] anything to do with plugging your pool system into, like, an online system, so it’s all based o of an app on your phone— Apple or Android. That’s very popular right now, being able to control your pool from your phone, no matter where you’re at. It’s probably been around for about ve or six years, but it’s just getting better and better. And sooner or later, they’re going to have cleaners that just clean everything for you. And hopefully that’s sooner rather than later.

huge chance of messing something up or breaking something. So just ask somebody that is in the industry, and if you need any help, we’ll be more than happy to help you. WHAT TIPS DO YOU HAVE FOR PEOPLE LOOKING TO INSTALL A POOL? Really look into your backyard. The more trees that you have, the more you can expect debris to fall into your pool over the course of the year. Fall is typically the busiest leaf debris season, so you’re going to get a lot of leaves, a ton of sticks, anything like that is going to fall into that pool. So the more foliage and trees that you have in your backyard, the harder it is going to be to upkeep, and you probably want to look into hiring a cleaning company to do your pool service for you because it is a very big responsibility.

Try to backwash [reverse the ow of water to clean the unit]. If you are able to backwash your lter, try to backwash once a week. Check your pressure gauge on your lter. If it’s really, really sky high, anything that’s over like 25 psi usually is a sign that you probably need to clean your lter. Those are pretty much the two main ones, just skimming the top of the pool and getting rid of any type of debris that may be at the bottom of the pool, making the pool have to work harder. Anything to reduce that matter would be very benecial. WHAT IS ONE THING POOL OWNERS SHOULD NEVER DO WHEN IT COMES TO POOL MAINTENANCE? If you do not know something, just ask questions. Low inventory, high prices The current market presents a unique challenge to agents, buyers and sellers, title agents and anyone involved in real estate, said Shelby Buehler, an agent with The Buehler Group in Flower Mound. In a “normal” market, the high interest rates buyers and sellers are currently experiencing would trans- late into lower-priced homes for sale, Buehler said. But the market is currently stuck in a negative cycle: Home prices are high, meaning sellers have to charge higher prices in order to be able to afford a new home once they sell—only the allure of low interest rates isn’t available to buyers, either. In Flower Mound, Highland Vil- lage and Argyle, the median price of homes for sale in May were $600,000, $625,000 and $590,000, respectively. That’s lower than the high-priced market of 2022—in May 2022, median home prices in Flower Mound, Highland Village and Argyle hovered between $700,000 and $800,000—but there are fewer would-be buyers in 2023 to justify those prices, Buehler said. “In 2022, you were seeing 3.5%, 4%, 5% interest rates,” Buehler said. “It’s a year later and those same rates have almost doubled.” Buehler said her agency is encour- aging sellers to lower their asking prices. “We don’t want sellers to put their house on the market, get zero or below-asking bids, and then have to keep lowering and lowering,” she said. “Better to just start with a lower asking price at this point.” There also aren’t as many homes

on the market to choose from, as sellers are having second thoughts about putting their homes up for sale. It’s a triple-threat of issues: high home prices, high interest rates, and not many to choose from, Rybowicz said. “Rates keep buyers from buying because they can’t afford homes,” he said. “Sellers don’t want to sell because they have low rates already. Sellers also don’t want to sell because there is less inventory to choose from if they’re buying a dif- ferent home.” ‘A bad time for the market’ The Buehler Group generally dis- suades its clients from putting a home on the market during a holi- day weekend, such as Memorial Day. But inevitably, a client or two will make the decision to oficially put their “For Sale” sign out front during that time, Buehler said. “We didn’t get any interest in a home that went up on Memorial Day, but we didn’t think too much about it,” she said. “But then the next weekend came and went, and we still didn’t have any interest. That was when we looked at each other and said, ‘Whoa.’” In 2022, and even as late as the beginning of 2023, a home on the market for nearly two weeks any- where in the Dallas-Fort Worth area would be inundated with offers, Buehler said. The state of home buy- ing and selling is drastically differ- ent now, she said. “People are being more careful with their money in general right now,” Buehler said. “Inflation is bad, it’s [almost a presidential] elec- tion year which means there’s a lot of wait-and-see before wanting to

move, and just generally things are more expensive now.” The rise in interest rates is the cat- alyst, according to multiple agents. Residents and would-be buyers can realistically expect to pay nearly double the amount of money on interest alone as they would have in 2021 and 2022. “The only times lately we’ve seen a house go on the market is if the seller had a death in the family, is moving due to a divorce or separa- tion or they are moving out of state,” Buehler said. “It’s a bad time for the market and it’s a tough time to be a real estate agent.” A look ahead Joe Boggs, branch manager with mortgage-lending company Supreme Lending in Allen, said relief is on the horizon—in 2024. National legislatures are currently proposing bills that would “signi- cantly lower” property taxes, Boggs said, which if passed would decrease monthly house payments for buy- ers around the rst quarter of 2024, Boggs said. “This could spur a resurgence in rst-time homebuyers,” Boggs said. “Also most mortgage lenders oer down payment assistance programs, so if the buyer [is able to] qualify for monthly house payments but are short on [the initial] down payment, these programs can help oset those initial costs.” The Federal National Mortgage Association, or Fannie Mae, reported in May that interest rates could begin

to decline toward the end of 2023 and into the rst quarter of 2024. But don’t expect a return to the days of 3% and 4% rates right away, Buehler said. However, Rybowicz said he expects the Dallas-Fort Worth mar- ket—and Flower Mound, Highland Village and Argyle—should return to being busy even if a small rate decrease occurs. “I think as soon as [rates] go down a bit it’ll be back to crazy town again [with buyers and sellers],” he said. “Albeit, never quite like peak pan- demic times.”
